Chad: Deputy Director of Programs

The International Rescue Committee (IRC) is a non-profit, non-sectarian voluntary agency providing assistance to refugees around the world. IRC’s programs promote self-sustenance for refugees and host populations through public health, sanitation, shelter, rehabilitation, and educational programs. IRC serves refugees in over 40 countries in Europe, Africa and Asia. IRC is committed to freedom, human dignity and self-reliance. This commitment is reflected in well-planned resettlement assistance, global emergency relief, rehabilitation, and advocacy for refugees and host community.

In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Eastern Chad in February 2004 (Ouré Cassoni camp), in August 2008 (Bredjing camp) and in January 2011 (Treguine Camp). In addition, IRC has also launched an emergency primary health care program in the Bahr el Ghazal region in October 2010, following the d rought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. More recently (May - December 2011), IRC Chad has also launched another health program in Faya Largeau (Borkou region) to support the Chadian migrants coming back to Chad after the war in Libya and from September 2011- April 2012, the IRC has been implementing an emergency cholera response in Abeche town, Eastern Chad. IRC started a new Health & Nutrition Program in Mongo, Guera Region in central Chad to provide assistance to drought affected population of that region. In 2013, IRC participated in an emergency response in Tissi, providing water and sanitation for refugees from Darfur. In February 2014, IRC is assisting refugees/returnees from CAR in health, reproductive health, nutrition and GBV.

Overall Accountability and Responsibilities:

The Deputy Director of Programs is responsible for defining and managing the programmatic structure for IRC Chad, ensuring that it reflects the needs of the overall country program and the Strategic Planning (CPSP). He/she, as part of the IRC Chad Senior Management Team, will be accountable for the overall Program Design, will have responsibilities for both the deliverables and the execution of the various programs, and will have the main responsibility in new program development as defined by the Country Director. The incumbent will directly supervise 4 staff: Health Coordinator, Nutrition Coordinator, a DME Manager and two Grants Officers. In absence of the Country Director, he/she will assume the role of Acting Country Director.

Specific Responsibilities

* Programs

  • Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the Technical Coordinators, Technical Advisors, Grants Officers, Health Coordinator, Nutrition Coordinator, Field Coordinat ors and Field Managers;
  • Ensure effective and qualitative program cycle management for the programs in IRC Chad and ensure organizational and programmatic learning across the Country Program;
  • Lead the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
  • Work with the Technical Country Program staff and Field Coordinators to ensure adequate support is provided the Field implementing teams;
  • Design and develop programs that promote beneficiary participation, capacity building, partnership, advocacy and protection and promotion of rights;
  • In coordination with the Country Director and the Field teams, ensure the development of new program opportunities in line with IRC’s Mission Statement and IRC Chad’s Strategic Plan (CPSP);
  • Ensure that all IRC program interventions are in line with IRC policies, donor requirements and generally accepted guidelines (e.g., SPHERE, WHO, UNHCR and National standards and protocols).
  • In coordination with the Grants Officers, assist the Field teams in collecting, analyzing, presenting and storing data and in achieving the deliverables of the various programs, and the use of data in decision-making at Field level.

* Finance and Grants Management

  • Ensure regular inputs for the grants management process and compliance with all IRC and donor regulations by reviewing all technical reports prepared by Technical Field staff and the Grants Officers;
  • In coordination with the Financial Controller, Grants Officers and the Country Director, monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant cost-extension requests; develop budgets for new program activities in coordination with the Technical Coordinators, Grants Officers and Financ e Controller; monitor grant expenditures to ensure compliance with budgets and be accountable for the internal reports. Contribute from the program perspective to the operating budget.
  • Ensure program compliance with internal control procedures; ensure grant opening meetings (GOM) and grant closing meetings (GCM) are held for all grants and that the resulting Action Plan per participant is followed-up with all staff involved.

* Human Resources

  • Keep update and adjust as needed the new structure within IRC Chad where Technical Program Staff (Health Coordinator, Nutrition Coordinator, Grants Officers and DME Manager) report to the Deputy Director Programs, and are supervised, monitored, coached and evaluated in a constructive way with program quality as main objective.
  • Design, maintain and implement a plan for enhancing the capacities of the national staff towards the stated goal of developing a stable, lean, focused, efficient (cost and work- wise) and motivated IRC Chad program team.
  • Coordinate the recruitment of relevant program staff; recommend promotions, disciplinary action and termination of program staff in consultation with the supervisors, Human Resources and the Country Director.
  • Support development of the nationalization plan working closely with the HR team, Field and Technical Staff and the Country Director.

* Deputize for the Country Director

  • Act as the focal point for all Program and projects related communication and issues between the field and N’Djamena.
  • In the absence of the Country Director assume the role of Acting Country Director

Qualifications / Requirements

* Master’s degree in relevant field

* Fluent in French and English

* Minimum 5 years overseas experience in humanitarian/development work. Experience in Transition will be an advantage.

* Minimum 3 years international experience in management, preferably within an NGO setting.

* Experience is Africa will be a plus

* Strong knowledge and practical experience of IRC’s key donors – mainly USG (PRM, OFDA), ECHO, Europe Aid and UN-agencies (UNHCR, UNICEF, WFP)

* IRC-experience preferred.

* Strong team-player, excellent leadership, communication and inter-personal skills, ability to work independently, and strong time-management.

* High level of familiarity with computer word-processing and spreadsheet essential.

* Willingness to travel to and work in remote and/or insecure areas and conditions.

PURPOSE OF THE POST

LIVING /ENVIRONMENTAL CONDITIONS:

This unaccompanied position will be based in Sulaimaniya, Kurdistan Region, Iraq, with travel to Erbil (2.5 hours by road) and Duhok (5 hours by road) as needed. This position will be required to reside in group housing in apartments that house up to 3 total expatriate staff. Successful candidate must be able to work in an environment with some power, water, transportation and communication challenges. The team member must follow all security protocols at all times. This position is eligible for R&R breaks and hardship benefits.

Kenya: Monitoring & Evaluation Officer - HIV Programs

Support the roll-out of a Global Fund grant that enables life-saving HIV counselling, treatment and support services to be provided across Kenya. You will help develop a robust monitoring & evaluation system that demonstrates the impact of the grant and identifies ways to improve performance.

Kenya Red Cross Society is a principal recipient of a grant from the Global Fund for Aids, Tuberculosis and Malaria Fund. This grant will be used in 50 districts across Kenya to increase access to anti-retroviral therapy, expand HIV testing and counselling services, and provide nutritional support for malnourished adults and children.

Kenya Red Cross will need to disburse the grant funds to 50 sub-recipients, and is responsible for overall grant performance, monitoring and reporting.

An Australian Volunteer is being sought to help establish a monitoring and evaluation system that will demonstrate program performance and support improvements during the life of the grant cycle. The volunteer will also work with sub-recipient partners to enhance their monitoring & evaluation processes.

GENERAL SUMMARY OF DUTIES:

The Programs Officer for Operation Smile Madagascar will play an important role in the foundation by building and maintaining relationships to further strengthen the self-sufficient structures of Operation Smile’s programmatic and fundraising goals. The Programs Officer is responsible for fundraising, partnership-building, managing and (with the support of the Operation Smile South Africa (OSSA) office) and other foundation employees, supervising the volunteer and mission logistics as well as public relations/ marketing and events.

The Programs Officer is charged with creating, and implementing, new, innovative fundraising techniques; identifying and pursuing new sponsors in-country and maintaining relationships with current sponsors while ensuring all benefits associated with funding levels are maintained.

The Programs Officer is responsible for the registration of Operation Smile as a local NGO in Madagascar and maintaining relationships with the Ministry of Health and other governmental offices.

Essential Functions:

• Fundraising and partnerships (developing relationships with corporates and other NGOs or aid agencies, using existing relationships in Africa while also building new ones.)

• Create corporate partnerships that are not project-based and allow for growth and flexibility.

• Leverage existing contacts and build new ones to create strong donor relationships with key philanthropic funds, corporations and individuals in Madagascar

• Facilitate legal contracts, and the signing thereof, with partners with existing pro bono legal support.

• Plan and implement yearly fundraising events.

• Ensure the best practices from other foundations are utilized in programs and development; to ensure successful awareness campaigns; strengthen educational initiatives and to raise of funds.

• Provide oversight and local support for the OSSA Program Coordinator (PC) in the preparation, execution and reporting of all programs in Madagascar. Help the OSSA PC incorporate sponsors through employee volunteer programs.

• Develop a media presence and coordinate press conferences to promote brand identity and relationships.

• With the oversight and support of the OSSA office and Finance Department to ensure all operations are legally and financially transparent by providing estimated budgets; financial reports and receipts. All monies need to be accounted for within two weeks post trip/program.

• Provide monthly financial reconciliation with the OSSA office and Finance Department.

• Build and manage a strong; motivated local team of volunteers, ensuring the provision of all the appropriate team skills needed in order to grow the foundation. To facilitate the appointment and management of staff if this is deemed necessary by OSSA.

• Oversee and maintain general office items, including overseeing timely payment of rent and monthly bills and ensure that office supplies are adequately maintained.

• Manage the marketing and logistics of developing a sustainable training model. This will included inter alia the recruitment and support of participants. Potentially lead some of training programmes as a trainer.

• Readily accept new tasks and responsibilities as deemed necessary as the organization develops.

QUALIFICATIONS:

• Bachelor’s Degree in a relevant business or international field. Master’s Degree in related field considered a strong plus.

• Two to four years’ experience with an international agency or corporation.

• Experience and success in development (fundraising), events or project managing.

Côte d'Ivoire: Deputy Director of Programs

Côte d’Ivoire’s civil conflict between 2003 and 2007 was characterized by periods of intense violence followed by relative calm. Initially brought about by the collapse of prices in the vital cocoa industry, the conflict was fuelled by issues of national identity, ethnic allegiance, and land ownership. This resulted in the internal displacement of hundreds of thousands of people (IDPs), profound social disintegration, and the decay of basic community infrastructure such as health centers, water points, and schools.

IRC had a brief presence in south-west Côte d'Ivoire in the late 1990s to respond to the needs of Liberian refugees. It then re-opened its office in Abidjan in 2003 to respond to the humanitarian needs brought about by the civil conflict, as well as to address a new wave of Liberian refugees. In 2010, IRC works for the Ivorian population at large, mainly targeting populations that have been the most affected by the conflict and/or for which specific attention is needed during recovery. Currently, IRC conducts post conflict programming in the field sites of Man, Duékoué, Odiénné, Séguéla and Yamoussoukro, as well as in its Abidjan HQ office, reaching approximately 2 million beneficiaries.

The goal of IRC Côte d’Ivoire is to consolidate its post conflict development program through increased partnerships and advocacy aiming to achieve quality, impact and sustainability.

SCOPE OF WORK: As a senior member of the country team, the Deputy Director for Programs will have overall responsibility to supervise, support, enhance quality, coherence, impact, sustainability and synergy of the five Sectors in IRC Côte d’Ivoire: 1. Gender Based Violence;2. Economic Recovery and Development3. Governance & Rights;4. Child & Youth Protection & Development;5. Health.

The Deputy Director for Programs will be based in Abidjan but he/she will be required to travel to the field sites approximately 40% of his/her time. S/he will develop and disseminate a vision of program growth, maintenance and/or reduction with the Country Director and the Sector leads through playing a leading role in the adequate implementation, monitoring and evaluation of the Country Sector Strategies (CSS) and the Country Program Strategic Plan (CPSP). In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Eastern Chad in February 2004 (Ouré Cassoni camp), in August 2008 (Bredjing camp) and in January 2011 (Treguine Camp). In addition, IRC has also launched an emergency primary health care program in the Bahr el Ghazal region in October 2010, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. More recently (May - December 2011), IRC Chad has also launched another health program in Faya Largeau (Borkou region) to support the Chadian migrants coming back to Chad after the war in Libya and from September 2011- April 2012, the IRC has been implementing an emergency cholera response in Abeche town, Eastern Chad. IRC started a new Health & Nutrition Program in Mongo, Guera Region in central Chad to provide assistance to drought affected population of that region.

OVERALL ACCOUNTABILITY AND RESPONSIBILITIES:

The Deputy Director of Programs is responsible for defining and managing the programmatic structure for IRC Chad, ensuring that it reflects the needs of the overall country program and the Strategic Planning (CPSP). He/she, as part of the IRC Chad Senior Management Team, will be accountable for the overall Program Design, will have responsibilities for both the deliverables and the execution of the various programs, and will have the main responsibility in new program development as defined by the Country Director. The incumbent will directly supervise 4 staff: Health Coordinator, Nutrition Coordinator, and two Grants Managers. In absence of the Country Director, he/she will assume the role of Acting Country Director.

SPECIFIC RESPONSIBILITIES

Programs• Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the Technical Coordinators, Technical Advisors, Grants Managers, Health Coordinator, Nutrition Coordinator, Field Coordinators and Field Managers;• Ensure effective and qualitative program cycle management for the programs in IRC Chad and ensure organizational and programmatic learning across the Country Program;• Lead the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation; • Work with the Technical Country Program staff and Field Coordinators to ensure adequate support is provided the Field implementing teams; • Design and develop programs that promote beneficiary participation, capacity building, partnership, advocacy and protection and promotion of rights;• In coordination with the Country Director and the Field teams, ensure the development of new program opportunities in line with IRC’s Mission Statement and IRC Chad’s Strategic Plan (CPSP);• Ensure that all IRC program interventions are in line with IRC policies, donor requirements and generally accepted guidelines (e.g., SPHERE, WHO, UNHCR and National standards and protocols).• In coordination with the Grants Managers, assist the Field teams in collecting, analyzing, presenting and storing data and in achieving the deliverables of the various programs, and the use of data in decision-making at Field level.

Finance and Grants Management• Ensure regular inputs for the grants management process and compliance with all IRC and donor regulations by reviewing all technical reports prepared by Technical Field staff and the Grants Managers;• In coordination with the Financial Controller, Grants Managers and the Country Director, monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant cost-extension requests; develop budgets for new program activities in coordination with the Technical Coordinators, Grants Managers and Finance Controller; monitor grant expenditures to ensure compliance with budgets and be accountable for the internal reports. Contribute from the program perspective to the operating budget.• Ensure program compliance with internal control procedures; ensure grant opening meetings (GOM) and grant closing meetings (GCM) are held for all grants and that the resulting Action Plan per participant is followed-up with all staff involved.

Human Resources• Keep update and adjust as needed the new structure within IRC Chad where Technical Program Staff (Health Coordinator, Nutrition Coordinator, Grants Managers) report to the Deputy Director Programs, and are supervised, monitored, coached and evaluated in a constructive way with program quality as main objective. • Design, maintain and implement a plan for enhancing the capacities of the national staff towards the stated goal of developing a stable, lean, focused, efficient (cost and work- wise) and motivated IRC Chad program team.• Coordinate the recruitment of relevant program staff; recommend promotions, disciplinary action and termination of program staff in consultation with the supervisors, Human Resources and the Country Director.• Support development of the nationalization plan working closely with the HR team, Field and Technical Staff and the Country Director.

Deputize for the Country Director

  1. Act as the focal point for all Program and projects related communication and issues between the field and N’Djamena.

QUALIFICATIONS / REQUIREMENTS

o Master’s degree in relevant fieldo Fluent in French and English o Minimum 5 years overseas experience in humanitarian/development work.
