Project Description:The overarching goal of Afghanistan PROMOTE is to enable educated Afghan women to enter into decision making positions in Afghanistan’s public, private and civil society sectors. PROMOTE is a nationwide five-year program that will work to achieve its objectives through four components: 1) women in economy; 2) women’s rights groups and coalitions; 3) women in government; 4) women’s leadership development. Component 1 will offer professional business development services and market-driven technical and vocational training. Component 2 will support activist women’s groups by providing them with capacity building in the areas of strategic communications, multi-media messaging, outreach and public awareness, coalition building, organizational development, managerial and financial management and fundraising. Component 3 will provide women who desire a career in the civil service with six-month internships at government institutions nationwide. Component 4 will provide courses focusing on topics such as: critical thinking, problem solving, strategic planning, strategic communications, briefing and presentation skills, business writing, group facilitation, negotiation and conflict management, team building, decision making, supervision, performance managing, etc. Position Summary:The Deputy Chief of Party (DCOP) - Programs will lead a multi-disciplinary team of full-time and short-term technical specialists in project implementation. The DCOP – Programs will oversee technical operations and technical reporting, monitoring and evaluation, and management of program staff. The Deputy Chief of Party will be based in Kabul, Afghanistan, and will report to the Chief of Party.
Primary Responsibilities:Responsibilities of the Deputy Chief of Party - Programs include: • Coordinate program activities among a diverse group of regional stakeholders and beneficiaries, government ministries and officials, and USAID personnel, while coordinating with partnering organizations and sub-contractors (both international and local);• Guide the development and implementation of the Women in Leadership Training and Curriculum Development program components; • Oversee Short-Term Technical Advisors and consultants;• Coordinate programs and strategy, ensuring that there is an integrated approach and that the implementation of project activities is timely; • Enable and advocate for team leaders who have the lead in managing program component areas.
Required Skills & Qualifications:• Minimum of 5 years of international development programming;• Demonstrated management and development analysis experience;• Experience monitoring and evaluating international assistance and gender programs;• Strong reporting, writing, and presentation English language skills;• Representation skills with senior Mission, Embassy, Congressional Delegations, GIRoA officials;• Knowledge of federal regulations and procedures;• Experience in post-conflict countries;• Familiar with standard business IT applications and statistical methods.
Preferred Skills & Qualifications:• Master’s degree;• Experience in Islamic countries and Afghanistan in particular;• USG experience;• Proficiency in Dari or Pashto.
