Program Overview

Rare’s Philippines program, based in Cebu (Central Philippines) is pursuing ambitious, evidence based countrywide near shore fisheries strategies that combine No-Take-Zones and rights-based fishery zones (TURF – Reserves/Special Fisheries Management Zones). Our goal is to ensure greater community ownership and benefits that encourage long-term sustainable marine resource management along with the protection of important biodiversity. This program builds on Rare’s significant experience and success through its behavior change campaigns and technical assistance called Pride Campaigns.

Position Overview

The Manager, Fisheries Organizational and Institutional Development will lead all implementation activities relative to organizational and institutional development at Rare’s campaign sites. S/he will be responsible for ensuring the formulation of municipal technical working groups aligned to the appropriate policy instrument issued by either the Local Chief Executive or with the Municipal Council. S/he will work closely with this group as well as the local Conservation Fisheries Fellow in organizing and enhancing the management of local fisheries associations and or cooperatives at the TURF – Reserve Sites, and ensure that fishers and communities are consulted in all appropriate policies and plans relative to the program implementation. The Manager will provide leadership to ensure the smooth execution of the organizational and institutional development components of the campaign during the prototype and implementation phases of the program. The successful candidate will have the following:

  • At least 5 years’ experience in the formation and strengthening of community based organizations, fisheries associations and or cooperatives;
  • Demonstrated success in strengthening marine protected area /fisheries governance and or coastal resource management, comfort and expertise in coordinating with the local government units preferably in the Philippines;
  • A background in coaching and mentoring staff and delivering targeted in-house training to improve capacity for marine theme development along with the ability to perform language and cultural translation revisions to ensure Pride campaign materials are appropriate and effective;
  • Ability and willingness to travel inside the country under demanding conditions and or occasional travel abroad (when necessary);
  • The ability to work with minimal supervision independently and as part of a team;
  • A bachelor’s degree preferably in Cooperative Development, Social Work, Environmental Science, Fisheries, and or other related field; and
  • Fluency in Cebuano, Tagalog and English languages.

Proposal Summary: The Contractor will provide technical support and/or advice on the robust monitoring of programs, projects, and activities; conduct rigorous impact and performance evaluations; enhance the M&E capacity of USAID Missions in Asia; and provide evidence to improve effectiveness as well as to shape strategic direction for future USAID programming in the Asia region. Overall, the expected results of this Contract are to strengthen USAID’s M&E systems in the Asia region and to enhance M&E capacity of local/regional entities in order to improve accountability and the use of empirical evidence for programming, learning and adapting. This is a single-award IDIQ valued at up to $50,000,000 over five years.

Position Summary:The Organizational Capacity Development (OCD) Specialist must be familiar with the USAID Forward Policy, especially that of Local Solutions and other internationally-practiced strategies, approaches, tools, implementation, and M&E for OCD. It is anticipated that the OCD Specialist will be required to provide a series of short-term technical assistance for an extended period to implement the entire cycle of OCD such as assessment, design, planning, resources mobilization and management, coaching/mentoring, and M&E to selected local/regional organization. This is a full time position based in Bangkok, Thailand.

Responsibilities:

  • Provide applied experience in OCD research and practices to the process of designing strategies, projects, and activities that aim to strengthen not only the organizational capacity to appropriately implement activities and manage the donor funding but also to improve their performance that can contribute to a greater development outcomes.
  • Provide advice on OCD including M&E on OCD to Development Objective teams during strategy development, project design, and the development of PMPs.
  • Provide inputs on the use of performance indicators and evaluations to reflect progress toward OCD outcomes and impacts.
  • Participate in evaluation teams tasked with assessing how well the Mission strategies, projects and activities address OCD as well as the impact of the OCD efforts.
  • Provide support in applying knowledge of internationally recognized OCD toolkits for relevant types of local/regional organizations.
  • Conduct training and other capacity development means for OCD.
  • Conduct and/or participate in consultations/workshops to leverage the expertise on OCD to support USAID Forward policy on Local Solutions.

Qualifications:

  • A minimum of seven years of experience in OCD, with at least three years of international experience on designing OCD approaches; developing roadmaps and workplans tailored to OCD for government and non-government as well as for and not-for-profit organizations working on various development issues; mentoring and coaching staff for OCD; and M&E of OCD efforts;
  • Bachelor's degree in a relevant field required; advanced degree preferred;
  • At least three years of experiences working, short-/long-term, in Asia;
  • Demonstrated ability to integrate OCD and/or involve local organizations in creative and innovative ways in programming and measurement;
  • Experience in providing small and large group training;
  • Demonstrated professional interaction with senior U.S. and foreign government officials;
  • Excellent English writing and speaking (S/4 and R/4 levels at least) as well as interpersonal and presentation skills;

UNRWA Field Offices generally have two Deputy Directors reporting directly to the Field Director. The Deputies will each manage a substantive portfolio of programme or organizational support responsibilities for a population of approximately 450,000 registered Palestine refugees. A programme portfolio will typically involve management and oversight of the Agency’s education, health, relief & social services and microfinance programmes at Field level. The organizational support portfolio will require management and oversight of finance, human resources, procurement, logistics, engineering, IT, security. Depending on field specificity, the Field Director may split the portfolios in varying configurations to meet field needs. Currently, UNRWA seeks to fill the Deputy Director post responsible for organizational support.

The Deputy Director will contribute to the Field’s strategic and operational plans and budgets, guide and direct specialist staff, respond to emerging needs, manage staff performance and ensure optimal use of resources. Deputy Directors will liaise with staff representatives, as well as with external interlocutors including UN country teams, host government representatives, the refugee community and others. Deputy Field Directors may be assigned as Acting Field Director during the absence of the Field Director and, as such, assume full responsibility and accountability for the management of the Field. The Lebanon Field Office employs some 3,000 staff and has an annual operational budget of approximately 85 million dollars in addition to a large project budget. In accordance with the established Agency policy and procedures, the incumbent will:

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $86,904 net tax free with dependants or $80,734 single, plus post adjustment of 55.4% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for two years, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.

The Associate Director for Organizational Development Training and Capacity Building for Civil Society will work under the leadership of the Deputy Director for Training and Capacity Building and manage a diverse staff and short-term technical assistance pool of organizational and institutional strengthening specialists.

Job Responsibilities:

Lead the design, delivery and monitoring of technical assistance provided toward strengthening organizational systems, in the areas of human resources, financial management, governance & leadership, sustainability, organizational management, monitoring and evaluation, and other areas.Assess the organizational systems of and develop technical assistance plans for the local organizations to support programs meeting organizational best practices and developing systems in compliance with USG and SAG regulations.Work closely with the CB and Training Advisor to ensure the sustainability of organizational changesWith the CD team, develop and implement strategies to increase organizational sustainabilityOversee and provide vision for the organizational capacity development team, ensure that the team’s efforts are coordinated and conducted in accordance with the technical assistance planSource appropriate TA providers for building of organizational systems and to respond to grantee/SAG/Donor requests around organizational developmentGuide and monitor implementation of activities to achieve the goals of the project, ensuring that required inputs are in place on timeReport on progress made against technical assistance plans as requestedRepresent the project on relevant working groups.

Minimum Requirements:

Master’s degree or its international equivalent in public health or a related field (significant experience in organizational development);At least 10 years of experience in public health, including at least four years of experience in delivering organizational development technical assistanceAt least five years of experience in a senior position managing the delivery of organizational developmentExcellent verbal and written communicationDemonstrated knowledge, skills, and/or experiences in:Working with CBOs in South Africa to strengthen organizational capacityExperience with delivering technical assistance around human resources management, governance structures, leadership and other areas of organizational development.Working with South African organizations to meet international funding standards

Position Summary: This position will provide training and facilitation in support of the Global Health Professional and Organizational Development (POD) program, working closely with a project director, other technical and administrative staff, consultants, and implementing partners based in Washington, D.C.

Responsibilities: • Design and deliver training sessions ranging from a few hours to one week;• Adopt and apply state-of-the-art practices in training, coaching, facilitation, and other POD areas to continually improve program performance and effectiveness;• International travel required.

Qualifications: • Minimum ten years of experience with international development, USAID, and/or international public health;

Project/Proposal Summary:
The purpose of the Professional and Organizational Development (POD) program is to strengthen USAID health sector staff capacity to lead and manage health programs. The POD program will provide a complex array of professional development opportunities available to all GH staff in Washington, Regional Bureaus, Mission staff, and where feasible and possible, host-country and partner health professionals. OD activities will involve developing a blended, multi-faceted learning program that includes a mix of distance learning, instructor-led core training events, and tailored on-demand training.

The majority of activities will occur in Washington, DC, although many assignments will require international travel.
