Madagascar: Director of Finance and Operations

OVERALL RESPONSIBILITIES:

The Finance and Operations Director oversees the overall financial and operations functions as well as office management duties of the MSH office in Madagascar under the supervision of the Project Director. S/He is responsible for ensuring the smooth operation of technical efforts and field activities by ensuring accounting, administrative, management and operational support to facilitate the implementation of program activities. The Finance and Operations Director ensures that financial management, personnel, administrative and contractual operations systems are conducted according to USAID rules and regulations as well as MSH policies, standard operating procedures and good business practices. S/he supervises administrative staff and provides management support to the technical assistance team to facilitate the implementation of program activities.

The Finance and Operations Director safeguards the assets (financial and physical) of MSH and USAID against fraud, loss or misuse. He or she ensures that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH Policy, and any cost principles imposed by MSH and USAID. He or she must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the office projects and MSH’s mission.

SPECIFIC RESPONSIBILITIES:

  1. Oversee $4m Grants program supporting 12 NGOs with Community Health Workers in 510 communities.

  2. Supervise and manage a Country Operations Management Unit (COMU) of 21 staff including direct reports. Undertake performance planning and management of PPRDs, staff development, identify training and capacity building needs.

  3. Serve on the Madagascar Country Leadership Team and participate in all meetings with USAID, host government, local partners, and other organizations as needed as well as internal joint operations and shared program discussions.

  4. Support MSH/HQ in finalizing registration process and office start up activities to include: liaise with local lawyer to ensure that registration process is moving forward, support in identification of local payroll firm, and other related activities as required.

  5. Set up efficient and effective system of field offices that work with local partners and NGO and provide outreach to the community health system in targeted districts. Ensure effective and regular communications and coordination with field-based staff and activities.

  6. Advise partners and local NGOs on administrative, finance, and HR issues in view of compliance and best practices. Provide technical assistance in the development of the financial management capacity of local NGOs to receive direct funding from USAID.

  7. Ensure that the office’s internal management, budgeting, procurement, financial subcontracting, granting and personnel systems operate smoothly and are consistent with USAID and MSH policies, rules, and procedures with close coordination with the country Operations Support Team.

  8. Prepare and/or supervise the timely and complete preparation of monthly, quarterly, and annual financial reports in accordance with MSH policies and guidelines and project deliverables to the Project Director(s), and corporate office as well as to USAID.

  9. Maintain regular communications with all members of MIKOLO in-country team and MSH home office Project Support Team (PST) and ensure that timely and complete financial support is provided.

  10. Coordinate with the Senior Operations Officer and the country Operations Support Team (OST) to support the areas of Contracts, Human Resources, Procurement, Accounting, Security, and Information Systems.

  11. Coordinate security efforts and provide security information and briefings to STTA and visitors. Liaise with MSH Security Advisor in Medford.

  12. Oversee the transfer and disbursement funds, including issuing checks and vouchers, to fulfill obligations incurred by MSH within the guidelines of MSH and USAID finance and administration policy.

  13. Manage monitoring, analysis and reporting of actual and accrued expenditures against program budgets for accurate project pipelines, estimates of upcoming cash needs and overall efficient and effective financial management of the project.

  14. Exercise independent discretion and judgment in continually exploring opportunities for cost-cutting, cost-sharing and rational use of the project’s resources, and advise the Project Director accordingly.

  15. Prepare a monthly request for funds, based on cash flow projections, to ensure the project has all necessary funds for operations.

  16. In consultation with Project Director, approve all local and regional purchases as per established authorization levels, and maintain tracking and documentation systems that will facilitate future processing, payment and audit requirements.

  17. Provide financial oversight for financial and contractual mechanisms related to technical assistance activities to meet MSH’s management reporting requirements and facilitate the successful implementation of the project. Coordinate execution of internal/external financial, operations and program reviews or audits, and ensure timely follow up to review or audit conclusions and recommendations. Provide an audit interface between MSH Corporate Accounting, external audit firms, internal auditors, donor auditors, and the country Operations Support Team.

  18. Maintain current standing with all mandated local tax and benefits registrations and requirements, including submission of payments and reports.

  19. Oversee the preparation and submission of payroll information and tracking of staff benefits and allowances (accrual of leave, pension plan, medical benefits, housing, transportation, meals allowances and miscellaneous allowance) etc., in conjunction with Human Resources.

  20. Ensure project advances are issued and cleared in accordance with MSH’s policies and procedures.

  21. Manage bank accounts and field advance accounts reconciliation each month.

  22. Ensure all financial transactions are recorded into an approved MSH Field Expense Accounting System, and submit timely reports each month.

  23. Ensure thorough documentation of all field financial transactions.

  24. Ensure that all paid invoices agree with supporting documentation, including price quotes, purchase orders and shipping receipts.

  25. Establish and apply internal systems for obtaining purchase approvals and use of assets ensuring the adequate application of internal controls.

  26. Oversee local procurement and execute all approved payments for local vendors, contractors and consultants for goods and services received, in accordance with the laws and regulations of Madagascar, and MSH and USAID regulations.

  27. With the Project Director, lead the preparation and management of country project budgets and pipeline expenditures.

  28. Ensure inventories and controls over project office fixed assets, such as furnishings, and computer equipment are maintained.

  29. Oversee support staff in coordinating appointments, preparing/disseminating materials, translating and formatting letters, technical documents, reports and presentations.

  30. In the absence of a contracted local accounting firm, oversee processing of local payroll and benefits and administer benefits plan.

  31. Perform other duties as assigned.

QUALIFICATIONS:

  1. A minimum of Masters-level degree in public administration, financing, economics, accounting, or a related field.

  2. A minimum of 10 years’ experience in financial and grants management, with a minimum of 5 years direct international work experience in developing countries with senior-level responsibility for administration and finance managing awards of similar size.

  3. Proven expertise in finance, accounting and auditing, including automated financial systems, as well as results-oriented grants management.

  4. Proven expertise in financial planning, monitoring of grant compliance and management and the establishment of internal controls.

  5. Demonstrated strong management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors.

  6. Strong leadership, analytical and organizational skills; demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.

  7. Strong verbal and written French and English communications skills.

  8. Work experience with projects supported by international organizations.

  9. Computer skills including proficiency in Microsoft Office Suite applications (Excel spreadsheets, word processing, and electronic mail along with data entry experience).

  10. Demonstrated translation/interpretation skills and relevant experience.

  11. Ability to work independently, prioritize tasks, and meet deadlines.

  12. Experience with organizing workshops and training courses, preparing and monitoring budgets.

  13. Experience developing and interpreting standard financial reports (Balance Sheet, Income Statement, Cash Flow) and creation of journal entries preferred.

POSITION TITLE: Senior Community Services and Family Planning Advisor

BASIC FUNCTION OF THE POSITION

The Senior Community Services and Family Planning (CS/FP) Advisor will provide technical support to the USAID/Madagascar Health, Population, Nutrition and Food Security and Disaster Assistance (HPN/FSDA) Office for the implementation of Family Planning (FP) and Behavior Change Communication (BCC)/Information, Education, and Communication (IEC) activities. The Senior CS/FP Advisor will also provide technical direction and guidance to USAID-financed activities within the HPN/FSDA portfolio around health promotion, communications, and behavior change across all of USAID’s health sectors, including family planning, maternal and child health, malaria, WASH, nutrition, and HIV/AIDS. As a technical member of USAID/Madagascar’s HPN/FSDA Office, the Senior CS/FP Advisor will be expected to work closely with various sub-sectorial teams in the Mission to plan and implement a range of activities related to community health services -- with a focus on best practices. The Senior CS/FP Advisor will also provide guidance for best practices and successful interventions in community services that can be integrated into USAID’s HPN/FSDA portfolio.

Additionally, the Senior CS/FP Advisor will have primary responsibility for the Health Office’s Family Planning and Nutrition-related activities, including planning and managing USAID-financed activities. These tasks will include collaborating on strategic planning and activity design, development of program descriptions, oversight of work plan development and activity implementation, periodic review of financial performance, and monitoring and evaluation of activities. The Senior CS/FP Advisor will have recognized authority in activity planning, design, management, monitoring and evaluation of the Mission projects that promote healthy practices and create demand for priority services in family planning; maternal and child health; malaria; HIV; water, sanitation, and hygiene; nutrition; as well as gender equity.

1/ Historique et Contexte

Dans le cadre des travaux relatifs à l’analyse de la situation (SITAN) des enfants et des mères, UNICEF a initié la réflexion interne et impliqué davantage les sections programmatiques pour faire l’état de lieu de la situation des enfants en matière de réalisation de leurs droits. Aussi, la publication de nouvelles données sur la pauvreté et la situation des ménages (enquêtes MICS et OMDs) nécessitera une revue d’autres documents clés tels que l’index de vulnérabilité notamment. L’ensemble de ces activités est coordonné par la section Politique Sociale et Evaluation.

2/ Justification

Le processus de rédaction du document SITAN est finalisé au niveau des sections programmatiques. Une consultante SSA a assuré la compilation et le suivi de la qualité des documents rédigés avant l’editing. Maintenant que la première phase de l’editing est finalisée, le document est mieux structuré, mais des éléments manquants sont à compléter à partir des documents de base produits par les sections (états de lieux) ou d’autres sources disponibles, telles que les données des enquêtes OMD 2012 et de MICS 2012. Il est donc nécessaire de reprendre et compléter cette version pré-éditée avant que l’éditrice puisse la finaliser pour publication.Les nouvelles données d’enquête nécessitent par ailleurs une revue de documents tels que l’index de vulnérabilité.

3/ But et Objectifs

Le consultant sera en charge de compléter les données/informations manquantes dans la version pré-éditée et de contrôler la cohérence du document SITAN dans son intégralité. Cette version servira de base pour la production de la version finale pour publication par l’éditrice. Il ou elle travaillera étroitement avec l’éditrice pour intégrer les nouvelles données disponibles, ainsi que les commentaires d’un comité de lecture et pour l’appuyer dans la production du rapport SITAN finalisé pour publication. Il ou elle appuiera également la section PSE dans l’actualisation de documents clés tels que l’index de vulnérabilité.

4/ Méthodologie et Approche Technique

Le consultant prendra connaissance de la version pré-éditée du document SITAN et étudiera la méthode de comment compléter les données/informations manquantes ou les précisions à apporter. Sous la supervision du Chef de section Politique Sociale et Evaluation, et en collaboration avec les sections programmatiques, il ou elle assurera :

  • La recherche de données et d’informations pour compléter les versions pré-éditées des chapitres du document SITAN
  • La revue et/ou rédaction sur base de ces données et informations des parties à compléter du document SITAN
  • La sortie de chaque chapitre dument complété et la cohérence vérifiée sur la base de la version pré-éditée préparée par l’éditrice.
  • La compilation de tous les chapitres tout en assurant la cohérence du document dans son intégralité
  • Le suivi et la compilation de tous les commentaires des membres du comité de lecture.
  • En étroite collaboration avec l’éditrice, l’intégration des nouvelles données d’enquêtes et de ces commentaires.
  • Suivre l’organisation logistique de publication et de lancement du rapport SITAN
  • Actualiser l’index de vulnérabilité sur la base des nouvelles données d’enquêtes.

5/ Résultats Attendus et Délais

Il est attendu du consultant de fournir les livrables suivants :

a) La version complétée et à jour du document SITAN sur la base de la version pré-éditée
b) La documentation complète et à jour du processus de finalisation du document SITAN, c.à.d. les rapports de prise de note durant toutes les réunions liées à SITAN, un répertoire complet et à jour des versions complétées de toutes les parties du document SITAN ainsi que des documents source utilisés.
c) La version actualisée et validée par la section PSE de l’index de vulnérabilité

6/ Gestion, Organisation et Délais.

Gestion : il ou elle sera sous la supervision et la responsabilité de la section PSE et rendra compte des avancements a cette dernière. Il prendra connaissance des documents sources qui guident le SITAN (Concept note, guide SITAN (décembre 2011)), de la version pré-éditée du document ainsi que des documents de base préparés par les sections,

Organisation : Des réunions périodiques seront organisées en concertation avec PSE afin de clarifier la mise en œuvre des interventions du consultant

Délais : Le calendrier d’intervention du consultant suivra le calendrier du processus SITAN, tenant en compte les ajustements en cours de réalisation.

Le contrat commence dès la signature du contrat et pour une durée de 4 mois.Les paiements des honoraires se feront en deux tranches sur la base d’un rapport d’activité et selon les livrables suivants:

  • 50% après deux mois d’intervention et la réception du livrable a)
  • 50% après quatre mois d’intervention et la réception des livrables b) et c)

7/ Qualifications et Connaissances.

  • Ayant un diplôme universitaire en sciences sociales, analyse économique ou diplôme équivalent ;
  • Très bonne aptitude analytique et rédactionnelle en français
  • Expériences requises dans l’analyse et la synthèse des messages clés issus des données quantitatives

OBJECTIVE:

Be an expert in GIS and remote sensing

Provide step-by-step in supporting the NGOs to carry on their own pilot studies.

This includes:

Act as deputy project manager and actively contribute to the implementation of all the activities associated to the DIPECHO GIS regional project particularly in Madagascar and Comoros Island.Supervise lead / coordinate the work done by the GIS technical team of COOPI in Madagascar.To plan, ensure, coordinate and follow up the activities of the GIS team to provide the DIPECHO project managers of the two islands basic GIS skills and organize their files in a way to be used by the DIPECHO partner national platform database and entered in the regional GIS database.This include on job training and orientation about GIS and EO to the various NGOs, DIPECHO partners, particularly the project manager, and together define on detail priority and GIS / Earth Observation methodologies applicable / suitable to their project.Contribute to define and carry on GIS pilot studies including the generation of Participatory GIS integrating remote sensing technologies to develop useful vulnerability & hazard maps in their DRR programs. Qualification

I/ BUT DU POSTE

Sous la supervision du Spécialiste du Budget et des Finances, le but du poste est d’offrir des services efficaces en matière de comptabilité et de finances, notamment au niveau du contrôle comptable, l’enregistrement comptable et l’établissement de rapports sur les actifs, passifs et produits. II/ RESPONSABILITES ET TACHES CLES

Dans le contexte d’un bureau de grande envergure qui gère un programme de 60 millions USD par an, le/la Spécialiste en Finances sera chargé(e) du traitement et du contrôle de toutes les transactions comptables, financières et budgétaires, des rapprochements bancaires et de la caisse, du encaisses et de toutes les opérations sur le grand livre, selon les détails ci-après :

 1- Certifier le traitement et l’enregistrement à temps et exact de tous les décaissements et paiements, tels que les Transferts directs des fonds, les factures, les salaires, les réclamations d’assurance médicale (MIP), les avances et la petite caisse en conformité avec les règles, les règlements et les procédures en vigueur ainsi que les limites budgétaires. Assurer également le recouvrement dans les meilleurs délais des avances faites aux membres du personnel et de tout compte débiteur.  2- Apporter son appui à la planification et la mise en œuvre du plan HACT du bureau pays. Appuyer la mise en œuvre du HACT en contribuant à la formation du personnel des partenaires d’exécution sur l’approche HACT/FACE, à la planification et la conduite des activités d’assurance sous la forme de contrôles financiers ponctuels et d’audits. Effectuer des visites auprès des partenaires d’exécution pour les appuyer et les superviser dans la mise en œuvre du HACT et veiller à leur conformité aux règles en vigueur. Etablir des rapports et formuler des recommandations.  3- Contrôler et gérer les comptes bancaires en conformité avec les règles financières de l’UNICEF, les règlements financiers et les pratiques bancaires du pays. Fournir des informations à jour sur la situation des comptes bancaires. Effectuer les rapprochements bancaires. Se tenir informé de toutes les procédures et de tous les règlements sur la tenue des comptes bancaires, le change, les taux d’intérêt, etc.  4- Faire le suivi des transactions financières, des rapports comptables et des rapprochements des comptes et examiner les rapports budgétaires afin de fournir des informations financières exactes en temps voulu. Etablir les rapports et les états périodiques exigés pour le siège à New York et par le Management du Bureau en respectant les délais impartis. Faire la revue des dépenses budgétaires en les comparant avec les allocations approuvées et faire les rapprochements avec les rapports du Siège.  5- Analyser tous les Comptes débiteurs au moins une fois par mois à l’aide du rapport VISION pour comparaison et liquidation des items non soldés, si nécessaire, et faire la revue et le suivi de tous les éléments non soldés de plus de trois mois.  6- Analyser tous les prépaiements et toutes les avances au moins une fois par mois ainsi que les comptes généraux spéciaux. Comparer et liquider les prépaiements par rapport aux dépenses qui leur correspondent une fois que le montant total du prépaiement a été dépensé. Faire la revue de tous les acomptes non soldés et faire le suivi de tous ceux qui datent plus de trois mois.  7- Comparer et liquider mensuellement les éléments non soldés une fois que les acomptes ont été remboursés. Analyser les éléments restants et confirmer qu’ils représentent des acomptes valides détenus par les fournisseurs.  8- Analyser tous les comptes créditeurs au moins une fois par mois à l’aide des rapports VISION pour comparer et liquider tous les éléments non soldés, le cas échéant, et faire la revue et le suivi de tout élément de plus de un mois.  9- Informer le personnel sur l’application et l’interprétation des règles, règlements, procédures, systèmes et politiques comptables et financiers de l’UNICEF. Gérer le système VISION/IPSAS. Offrir des formations et une orientation au personnel sur l’utilisation du système et coordonner avec les procédés informatiques de traitement des données sur les ajustements techniques ou les irrégularités pour satisfaire les conditions locales. Superviser la maintenance du système comptable et financier informatisé en temps voulu.  10- Superviser le rapprochement et l’actualisation des comptes personnels et le recouvrement des avances pour permettre la résolution de tout problème en suspens, et à la préparation des rapprochements/mises à jour des comptes personnels et avances mensuelles dans le respect des délais.

 - Titulaire d’au moins l’équivalent d’un Master en Comptabilité, Finance, Business Administration ou tout autre domaine jugé pertinent pour le poste.   1. Provide step-by-step in supporting the NGOs to carry on their own pilot studies.

  1. ContexteMdM-F est une association de solidarité internationale qui a pour mission de soigner les populations les plus vulnérables dans des situations de crises et d’exclusion partout en France et dans le monde.

Bref exposé du projetMdM-F est implantée à Madagascar depuis 1992 et a développé plusieurs projets : soins de santé primaires, santé communautaire, aide médicale d’urgence, lutte contre les IST et le VIH/sida, chirurgie, réduction des risques de catastrophes liées aux cyclones et aux inondations.

Le consultant sera impliqué sur le programme mené dans les établissements pénitentiaires (EP) malgaches entre 2005 et fin 2012. Ce programme a commencé dans 2 EP du Nord du pays pour couvrir à son extension géographique maximale 24 EP, soit près d’un tiers de la population carcérale, dans le Nord et le Centre-Ouest.

Le programme était constitué de 4 volets : santé, hygiène, nutrition et droits humains. Il a évolué d’une stratégie de mise en œuvre directe des actions par MdM à une stratégie mixte impliquant davantage l’administration pénitentiaire et les organisations de la société civile (OSC). Cette évolution vers le renforcement des capacités des acteurs du milieu carcéral devait permettre une meilleure pérennité du projet et donc un changement durable des conditions de détention et de la situation des détenus.

Les principaux bailleurs de ce programme ont été : l’Ambassade de France à Madagascar, le Ministère français des Affaires Etrangères, l’AFD, l’Union Européenne.

Les principales réalisations peuvent être résumées ainsi :Santé : formation des infirmiers pénitentiaires/construction-réhabilitation-équipement d’infirmeries/dotation en médicaments/gestion par les OSC des stocks de médicaments ;Hygiène : réhabilitations/améliorations des infrastructures (latrines, douches, points d’eau)/mise en place de protocoles pour une meilleure hygiène/dotation en savons et produits d’hygiène ;Nutrition : mise en place d’un protocole pour la prise en charge de la malnutrition sévère avec les OSC et dotation en aliments thérapeutiques ;Droits humains : formation des acteurs (agents, chefs d’établissements, directeurs régionaux, école nationale de l’administration pénitentiaire, membres des OSC) sur les droits des détenus, mise à disposition d’information sur leurs droits auprès des détenus eux-mêmes, accompagnement de micro projets menés par les OSC auprès des détenus pour alphabétisation/soutien juridique/aide nutritionnelle…, mise en place de boîtes de doléances, réalisation d’un règlement intérieur pour les EP, réalisation d’études sur la surpopulation carcérale pour partager l’information au niveau central, constitution de groupes de travail avec les autres ONG présentes et le ministère de la Justice pour plaidoyer et chercher des solutions notamment à la surpopulation…Une évaluation finale du programme vient d’être conduite et le rapport sera communiqué au consultant sélectionné.

This is an exciting opportunity to help change the lives of Malagasies living with correctable facial disfigurements. After seven years working in Madagascar, Operation Smile is looking for a focused, strong, and decisive individual who will be able, with the support of the Regional Office, to set an local office; implement the systems needed to manage the medical and training programmes more efficiently and develop the networks and funding streams needed to ensure on-going sustainability of a local Operation Smile foundation.

GENERAL SUMMARY OF DUTIES:

The Programs Officer for Operation Smile Madagascar will play an important role in the foundation by building and maintaining relationships to further strengthen the self-sufficient structures of Operation Smile’s programmatic and fundraising goals. The Programs Officer is responsible for fundraising, partnership-building, managing and (with the support of the Operation Smile South Africa (OSSA) office) and other foundation employees, supervising the volunteer and mission logistics as well as public relations/ marketing and events.

The Programs Officer is charged with creating, and implementing, new, innovative fundraising techniques; identifying and pursuing new sponsors in-country and maintaining relationships with current sponsors while ensuring all benefits associated with funding levels are maintained.

The Programs Officer is responsible for the registration of Operation Smile as a local NGO in Madagascar and maintaining relationships with the Ministry of Health and other governmental offices.

Essential Functions:

• Fundraising and partnerships (developing relationships with corporates and other NGOs or aid agencies, using existing relationships in Africa while also building new ones.)

• Create corporate partnerships that are not project-based and allow for growth and flexibility.

• Leverage existing contacts and build new ones to create strong donor relationships with key philanthropic funds, corporations and individuals in Madagascar

• Facilitate legal contracts, and the signing thereof, with partners with existing pro bono legal support.

• Plan and implement yearly fundraising events.

• Ensure the best practices from other foundations are utilized in programs and development; to ensure successful awareness campaigns; strengthen educational initiatives and to raise of funds.

• Provide oversight and local support for the OSSA Program Coordinator (PC) in the preparation, execution and reporting of all programs in Madagascar. Help the OSSA PC incorporate sponsors through employee volunteer programs.

• Develop a media presence and coordinate press conferences to promote brand identity and relationships.

• With the oversight and support of the OSSA office and Finance Department to ensure all operations are legally and financially transparent by providing estimated budgets; financial reports and receipts. All monies need to be accounted for within two weeks post trip/program.

• Provide monthly financial reconciliation with the OSSA office and Finance Department.

• Build and manage a strong; motivated local team of volunteers, ensuring the provision of all the appropriate team skills needed in order to grow the foundation. To facilitate the appointment and management of staff if this is deemed necessary by OSSA.

• Oversee and maintain general office items, including overseeing timely payment of rent and monthly bills and ensure that office supplies are adequately maintained.

• Manage the marketing and logistics of developing a sustainable training model. This will included inter alia the recruitment and support of participants. Potentially lead some of training programmes as a trainer.

• Readily accept new tasks and responsibilities as deemed necessary as the organization develops.

QUALIFICATIONS:

• Bachelor’s Degree in a relevant business or international field. Master’s Degree in related field considered a strong plus.

• Two to four years’ experience with an international agency or corporation.

• Experience and success in development (fundraising), events or project managing.

• Highly organized and self-motivated

• Able to work diplomatically in a global team-based environment that includes board members, medical professionals, and volunteers.

• Able to accept newly assigned projects or duties as they become necessitated.

• Strong oral, written, and presentation language skills are required in both English and French. Malagasy language skills will be considered a strong advantage.
