Coopi is looking for a GIS Officer / deputy project manager to Madagascar and Comoros Island

SupervisionDirect supervisor: the GIS project manager, COOPIIndirect supervisor: GIS expert from partner agency, ZGIS

OBJECTIVE:

Be an expert in GIS and remote sensing

  1. Provide step-by-step in supporting the NGOs to carry on their own pilot studies.

This includes:

Act as deputy project manager and actively contribute to the implementation of all the activities associated to the DIPECHO GIS regional project particularly in Madagascar and Comoros Island.Supervise lead / coordinate the work done by the GIS technical team of COOPI in Madagascar.To plan, ensure, coordinate and follow up the activities of the GIS team to provide the DIPECHO project managers of the two islands basic GIS skills and organize their files in a way to be used by the DIPECHO partner national platform database and entered in the regional GIS database.This include on job training and orientation about GIS and EO to the various NGOs, DIPECHO partners, particularly the project manager, and together define on detail priority and GIS / Earth Observation methodologies applicable / suitable to their project.Contribute to define and carry on GIS pilot studies including the generation of Participatory GIS integrating remote sensing technologies to develop useful vulnerability & hazard maps in their DRR programs. This include frequent mission on the field in various part of the country / region.Contribute to define other innovative pilot studies about using GIS and EO for the NGOsPrepare and ensure high quality cartographic material produced by the GIS consultant and GIS technician operating under his her supervision. Transmit the GIS documents in away to be utilizes by various actors and particularly in the format requested by Z_GIS. This should be done following the recommendations of the project manager and Z_GIS.Support the project manager to identify the best GIS solution and best suppliersProvide a clear scientific report for each pilot studies conducted. This include coordination and revision of the scientific outcomes and the preparation of the papers, including the literature reviews.
  1. Participate to seminar and meeting in relation to DRR

  2. Other IT / GIS activities assigend by the program manager.

  3. Lease in coordination with the regional coordinator (based in Malawi) with local authorities and the partner of COOPI in Madagascar

  4. To contact local donor and explore potentiality of further funding for the GIS program and also for other potential intervention of interest of COOPI.

  5. To establish pleasant and formal relationship with the local stakeholders.

  6. Other duty assigned.

Qualification

Master degree preferably or at least degree in Geography, GIS related field.At least 3 years in using GIS and remote sensing technologiesExcellent knowledge of ESRI packages, ARC GIS, ERDAS or equivalent softwares.Knowledge and experience about radar remote sensing represents a serious advantage.Managerial experience, preferably in humanitarian contexts in Africa and Disaster Risk Reduction.Experience with NGOs programs.Proven experience in writing project proposalExcellent fluency in French and good English (indispensable).Fluency in Portuguese represents a serious advantage.Ability to work with minimum supervision.
