Duties

• The Head of Office (HoO) has the overall responsibility for timely and quality implementation of the DRC humanitarian operations in his/her Area of Responsibility (AoR).

• The HoO is managing all human resources available in his/her AoR with the support of his/her field sector managers and the national sector coordinators.

• Represents DRC before relevant donors and local authorities at field level

• Ensure that project cycle is carefully applied (needs assessment, planning, resources allocation, beneficiaries’ selection, monitoring, supervision, reporting and evaluation),

• Analyze the specific local contexts, needs, gaps and constraints and provide recommendations to management on needed adjustments,

• Properly plan activities basis and monitor progress vs. plan

• Establish and/or enhance local networking and community mobilization mechanisms to ensure smoother and safer programme’s implementation,

• Mentor continuously the sector field managers on management skills needed (planning, prioritization, organizational, financial management, representation, HR management…),

• Oversee the implementation and optimization of admin-finance system analog-procurement system

About you

To be successful in this role you must have a minimum 5 years of management experience managing humanitarian multi-sector and multi-donor programs and in politicized settings and the ability to deal with and build the capacity of duty-bearers such as ministries, LNGOs and other local authorities. Capacity to properly manage the project cycle (undertaking assessment, planning, implementation, monitoring and documenting ones results) with monitoring-focused skills is essential in addition to full proficiency in spoken and written English. Proficiency in Arabic is considered an advantage.

The Health Coordinator will implement the healthcare activities defined in the project partnership with Médecins du Monde (MDM), AMEL, YMCA Lebanon, and the American University of Beirut, in coordination with MDM Health Coordinator and HelpAge Regional Health Coordinator in Lebanon, and HelpAge Programme Manager in London. The Health Coordinator will provide technical support to the design, implementation, monitoring and evaluation of the programme.

The ideal candidate will be a qualified medical practitioner (doctor, nurse, public health specialist or equivalent) with a good clinical knowledge of chronic diseases and older people’s health needs. Also important demonstrated experience in public health and experience of community based health programmes. Clear understanding of the humanitarian environment and the issues facing implementation of humanitarian projects is essential for this role.

Lebanon: Accountant

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:? Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; ? JOB CONTEXT

A critical humanitarian situationIn January 2014, after more than 1000 days of conflict, the death toll in Syria is estimated to have reached 130,000 persons . According to the Office for the Coordination of Humanitarian Affairs (OCHA), around 9.3 million people, nearly half the population, are in need of humanitarian assistance, with among them more than 6,5 internally displaced persons (IDPs) and 2,3 million refugees in neighboring countries.Moreover, amongst those victims of the conflict, an estimation of 8% (figures average from the UNHCR for refugees in neighboring countries, excluding elders – if inclusion of Syrian IDPs and elderly, estimation would likely rise to between 15% and 20%) of them would be in an alarming situation of vulnerability, in terms of protection, access to basic services and in terms of coverage of their specific needs. Persons with mental or physical disabilities and/or chronic diseases, elders, children head of households are in a critical situation, experiencing difficulties to access to already scare humanitarian resources.The situation of injured is also at stake. For those of them having benefited from emergency health care in Syria or host countries, facing the unavailability or lack of access to post-surgery services is likely to have a devastating impact on the prevention of further impairments, or to adapt to a new and challenging environment.

Summary of Mission Handicap International: Syrian CrisisAfter a first round of assessment on March 2012, HI emergency department is implementing since May 15th an emergency intervention for the most vulnerable people affected by the Syrian crisis in Jordan and Lebanon, funded by ECHO, CIDA and DFID, and aiming at supporting persons with injuries and other vulnerable groups (including persons with disabilities). HI is until now the only organization to address those issues through community outreach, and benefits from the trust of both communities’ representatives, local stakeholders and other field implementing organizations.Since December 2012, HI is implanting rehabilitation project in North Syria. Simultaneously, after a technical assessment in Jordan and a rapprochement with ERW (Explosive Remnants of War) management authorities, the National Committee for Demining and Rehabilitation (NCDR), HI decided to launch a first risk education project addressing both Syrian refugees and local host populations living at the Syrian border.

PROGRAMME OBJECTIVES

Activities in Syria The violence in Syria has caused the death of more than 100,000 people and more than 6 million Syrians fled their homes. Syria has become "a disgraceful humanitarian calamity with suffering and displacement unparalleled in recent history”.

1.The needsPost-surgery follow-up is almost non-existent. Accurate data is lacking, however, the number of injured people in Syria is estimated to exceed 600,000. Persons with injuries, together with persons with disabilities, are presenting complications that, without appropriate rehabilitation care, can lead to death or to permanent impairments and long-term disability. Psychosocial distress: MHPSS is almost unaddressed until now. Basic needs coverage: Limited resources coupled with the challenging operational context jeopardize the adequate coverage of basic needs of conflict-affected populations inside Syria. Food is the 1st need of the 6.8 people in need in all Syrian governorates. Household Essential Items are unaffordable.Conventional weapons risk awareness: populations – notably children - are facing the threat of unexploded remnants of war. HI estimates that 10% to 15% of cluster munitions used by both sides of the conflict are yet unexploded. Urban settings are generally the most affected. Capacity building of the Syrian Civil Society Organizations (SCSOs): After more than two years operating on the field, some of the SCSOs developed significant operational capabilities or potential but they still request training and expertise download when approaching HI.

  1. The Capacity Building ComponentConsidering the way HI operates and the current technical capacities of the partners, capacity building is a key component within current and future partnerships. Capacity building activities have already started with our current partners through training and accompaniment, but Handicap International aiming at becoming together with its partners a reference in some sectors (i.e Mine Action and Physical Rehabilitation), further formalized and standardized processes must be designed and implemented to strengthen organizational and technical skills. A capacity building program must be established for each partner according to a deep diagnosis of its capacities. This program includes:

    • Organizational componentsThese training sessions can be delivered by HI or by another entity

MAIN RESPONSABILITIES OF THE EXPATRIATEUnder the direct responsibility and support of the Operational Coordinator for Syria, you will be responsible for:

Under the direct responsibility and support of the Emergency Coordinator Syria, you will be responsible for:

ENSURING THE PARTNER’S CAPACITY ASSESSMENT:? You lead or participate to the 1st assessment of potential partners (background checking and first assessment of the organization’s capacities);? You create a capacities’ assessment tool that will be used to conduct an in-depth capacities assessment of partners selected. This tool should notably includes:o Check list of the capacities to be assessed for each sector (technical and organizational);o Evaluation grid of these capacities;o Scoring system.? You lead the capacities’ assessment, ensuring that all the departments are covered;? You adjust the capacities’ assessment tool.

ANALYZING THE CAPACITIES’ ASSESSMENT AND PROPOSING A CAPACITY BUILDING PROGRAM:? You extract information from the assessment conducted and product an assessment report on each partner;? You establish a capacity building program taking into account:o The potential of improvement in each sector;o The priorities for HI and for the partner.? You establish a planning for training and accompaniment sessions, taking into account the planning of the project’s implementation.

PROVISION OF TRAINING SESSIONS:? You regularly update your knowledge of the capacity building offer within the HI Syria mission (curricula and/or tools developed, Human Resources available, etc.);? You lead the development of new curricula / tools concerning organizational capacities;? You develop a network of expertise (within partners, private companies, etc.) to complement the HI Syria mission’s expertise;? You ensure the provision of the training sessions by HI or external providers (partner, private company, etc.) if needed;? In collaboration with the Support and Program departments, you organize the training sessions of Syrian staff, remotely or in neighbouring countries.? You design and implement a pre and post-evaluation system to measure training results

FOLLOW-UP AND ACCOMPANIEMENT:? You support the team in developing follow-up and monitoring tools to accompany the staff trained;? You ensure that this follow-up is implemented;? You regularly re-assess the needs of the partner’s staff in order:o To monitor the progresses;o To propose a continuous and progressive capacity building program.

REQUIRED PROFILE

Education and experience: - Minimum 3 years in the humanitarian field with at least one significant experience in Capacity building projects;- Experience in partnerships;- Experience in providing trainings;- Experience of emergency and post-emergency contexts.

The role
The Senior logistics manager has responsibility for the oversight and management of logistics activities within Lebanon, for a programme of a predicted size of 35m USD. The post holder is responsible for effectively managing logistics staff, vehicles, assets and relief stocks supply chain as well as distributions to beneficiaries, ensuring effective and accountable logistics support to Save the Children emergency programmes in the country of operation.

The Senior logistics manager will manage the setup, maintenance or scale up of logistics functions and responsibilities and associated staff. He / She will support the Operations Director and other members of the senior management team on the best use of Save the Children’s resources.

The Senior logistics manager will contribute to ensuring that Save the Chi ldren’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Charter, Save the Children Minimum Standards and Code of Conduct, SCI Global Policies and Guidelines, and will endeavour to implement sustainable systems and transfer knowledge and skills to existing staff.

Qualifications and experience
* At least 8 years’ experience in logistics or operations management, preferably in the humanitarian sector.
* Minimum 6 years’ experience of working in the Humanitarian Sector.
* Strong knowledge of the following: procurement, supply chain, warehousing and stock control, transport & fleet management, and distributions.
* Proven ability to think strategically – maintaining control of details while at the same time analyzing the bigger picture.
* Ability to elaborate, analyse, interpret and implement technical policies, regulation s, procedures and guidelines, and apply them practically.
* Experience of analysing and developing budgets in conjunction with programmes and finance
* Problem analysis and solving, decision making skills

The role
To manage Save the Children’s response in Lebanon with regards to lead on fundraising efforts, coordination with members, donors, and other actors at national & International level. Under the leadership of Awards Director the person will manage the new business development by closely coordinating with PDQ team for country office strategy, overseeing proposal writing function and playing a key role in relations with donors and SC members. Qualifications and experience
Essentials:

The role
The Logistics Manager oversees all logistics activities within an area of operations for SCI. This includes procurement, warehousing, fleet, assets and distributions. They are also tasked with liaison with other teams, planning for upcoming activities, and the strategic direction of logistics in that area. There are two vacancies – one is based in North Lebanon and and the other one is based in East Lebanon.

Position Overview
The Financial Controller has overall policy and management responsibility for the finance and accounting functions for the country program. The Finance Controller’s responsibilities include general controllership, staff training, management, treasury and budget functions.

The Finance Controller reports to the Lebanon Head of Office.

Responsibilities
Controllership

* Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements
* As required establishes finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementation

* Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliations
* Establishes country policies on advance payments, credit terms, and use of bank payment instruments
* Designs, implements, and monitors systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate IRC to future spending
* Supervises the preparation of Cash Transfer Requests to New York and ensures that appropriate balances are maintained to facilitate grant implementation
* Ensures the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses
* Supervises the collection of contractual and other receivables

Budget
* Assists with the preparation and revision of program and grant proposals and budgets

* In compliance with donor requirements and IRC policy develops the “Field Operations/Overhead” budget and recommends a methodology for allocation of overhead to grant budgets

Requirements
Education

* Bachelors in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or a Masters in Accounting

Experience
* Strong preference for past IRC experience as a Senior Finance Manager or Finance Controller
* Minimum three years’ of managerial experience in the financial area of a non-profit organization or five years of managerial experience in finance in an international commercial organization

The IRC currently seeks a Senior Education Coordinator to lead the implementation of IRC Lebanon’s education program, including the immediate initiation of a pilot program while also supporting systematic growth to include a proposed 3-year, multi-donor education initiative for out-of-school Syrian and Lebanese children and youth across Lebanon. The Senior Education Coordinator will lead the education program which aims to (i) rapidly initiate community-based schools for Syrian and Lebanese children in the most vulnerable locations; (ii) champion immediate support to Lebanese and Syrian teachers throughout the country; and (iii) develop and share common and aligned curricula and standards of practice.

General Scope of Work
* Provide o verall leadership, management, technical support, and strategic vision to the implementation of the education program, managing staff, and liaising with governmental and non-governmental partners (both international and national) to ensure that the program meets performance based targets on-time, within budget per donor requirements

Security Situation/Housing

The Senior Education Coordinator is an unaccompanied position and will be based in Lebanon’s capitol, Beirut, in individual housing. Beirut has comparatively low rates of crime but minor theft is on the increase. The conflict in Syria has had a spillover effect into Lebanon, leading to sporadic clashes targeting civilian areas particularly in the city of Tripoli and parts of the North and Bekaa valley. All movement to these areas must be coordinated with IRC’s Security Officer. Demonstrations are an almost daily event in Lebanon, the majority occurring in Beirut for a host of political, social or economic reasons.

The conflict in Syria has resulted in what is now a regional humanitarian crisis. The roleOur response is focused on the three countries with the largest populations of displaced people: Syria, Lebanon and Jordan. As the security situation is precarious, we must ensure that our security management systems meet the risks we may encounter. While you will be based in Beirut, you will provide support and analysis to all three countries, travelling regularly to address the situation on the ground. The information sources you will be drawing on are diverse, ranging from academic research to local data, so you will need to test its credibility and advise senior managers accordingly. In the process, you will network with UN agencies, INGOs, civil society organisations, and government officials and have a real impact on the crisis.

What we’re looking forTo meet the challenges of this role, you’ll need a proven track record of security assessment, planning and implementation for humanitarian operations in insecure areas. You will have excellent negotiation and analytical skills – including context mapping and analysis – which will prove vital in this role. While you don’t need to be able to speak Arabic, it would be an advantage. And in the current situation, you’ll need to be willing to travel to all areas of the region at short notice, and sometimes in difficult circumstances. Lebanon: Délégué Administratif et Financier – H/F - LIBAN

Contexte du poste

La Croix Rouge française engage des opérations pour assister les réfugiés syriens qui fuient le conflit affectant leur pays depuis plus de 2 ans. Ils sont aujourd’hui plus d’1,8 millions à avoir traversé les frontières des pays voisins, vivant dans des camps ou dans des communautés hôtes. Les besoins humanitaires impliqués par l’ampleur de cette crise sont conséquents et appellent une réponse croissante. Aux côtés de ses Sociétés Nationales sœurs, la CRf va donc intervenir pour contribuer à cette réponse et assister les populations réfugiées particulièrement vulnérables. Cette intervention concernera le Liban, la Jordanie et l’Irak (région du Kurdistan) et ciblera les secteurs de la santé, de l’eau et de l’assainissement ainsi que de la distribution. Le dimensionnement régional de cette opération et son articulation avec les activités menées par ses partenaires des Croix Rouge Autrichienne, Néerlandaise, Danoise et Belge amènent la CRf à recruter des équipes pour chacun des 3 pays mais aussi une délégation régionale.

Le Liban accueille près de 700.000 réfugiés syriens, la majorité d’entre eux dans la Vallée de la Bekaa. S’il n’existe pas officiellement de camps, les réfugiés syriens vivent soit dans des camps informels (Informal Tented Settlements), soit en ville (location d’appartements, de garages, squat dans des immeubles en construction). La mission d’évaluation menée du 18/07 au 15/08 a confirmé l’opportunité d’intervenir sur les secteurs de l’eau et de l’assainissement et de la distribution (à l’approche de l’hiver) dans la vallée de la Bekaa, aux côtés de la Croix Rouge Libanaise (CRL). Reconnue pour ses interventions dans les urgences médicales (EMS), la CRL s’engage dans la création d’une Disaster Management Unit, qui comprendrait notamment un volet Eau et Assainissement ainsi qu’un volet Distribution. La CRf prendra directement en charge les activités Eau et Assainissement de l’opération (budget d’environ 2.3 M€) et les activités de Cash Transfer Programming (2.1 M€) les activités Distribution (3.6 M€) étant menées par le « sous – consortium » Distribution (CR Danoise, Hollandaise, Belge et Italienne). Au total 40.000 réfugiés seront ciblés par l’opération.

Le Poste

En respectant et appliquant les principes du Mouvement CR/CR (Humanité, Impartialité, Neutralité, Indépendance, Volontariat, Unité et Universalité), et sous l’autorité du chef de délégation Liban, le délégué administratif et financier est chargé de :

• La gestion administrative et financière de sa base : dans le respect de la législation locale, mise en place de procédures, gestion des ressources financières (comptabilité, trésorerie, budgets, rapports financiers…)

• La gestion et le suivi des RH sur sa base et formation de son équipe administrative,
