ROLE, TASK AND RESPONSIBILITIESThe Program manager represent the Organization with Project stakeholders and donors, in agreement and on the basis of the Head of Mission’s indications. Specifically he/she is responsible to:
1- PROGRAMME• In association with the HoM, ensure that new assessments are executed and new potential Intervention are explored.• Oversee project design and proposal preparations for institutional and public funding as per HoM instructions. • Support the HoM on the ongoing surveillance of the developing humanitarian situation and suggest for adjusting of activities accordingly
• Support the HoM in supervising and monitoring project implementation according the PAT . • Support the HoM in the identification of new interventions based on the mission strategy
• Support the HoM in monitoring the evolving humanitarian situation in the country and in particular in Mount Lebanon/Beirut region and suggest response;• Supporting the HoM in ensuring that methodology and practices of response are harmonized with the SOPs developed at National and Governorate level.• Undertake regular travel to all field sites as per HoM instructions• Support the HoM in ensuring that reports are completed in accordance with deadlines and compliance requirements;
• Support the HoM in setting up and implement harmonized procedures among projects for HR policy and administration issues;• Establish and maintain collaborative relations with relevant donor officers, local authorities, partners, project stakeholders and other organizations, in particular for Mt. Lebanon and Beirut Region and at national level according HoM instructions• To support HoM in liaising with the Communication sector (HQ), providing reports, documentation etc.
- PROJECT MANAGEMENT• To support the identification of the locations and establish the relations with the authorities;• To support the PO in the preparation of the work plan and financial plan and to monitor the correct implementation;• To supervise the procurement procedures;• To support the implementation of the labor market analysis• To prepare the narrative and financial reports in coordination with the PO;• To support the ongoing assessment process as well as the identification of the community support projects• To manage and supervise the administrative and logistic project staff
• To maintain the relations with the donor and other stakeholders at governorate level;• To participate and report to HoM at the Inter-Agency Meeting and other relevant meetings.
JOB REQUIREMENTS• University degree in relevant subject with a relevant combination of (academic) qualifications (PCM, SPHERE standards, ECHO trainings, M&E) and experience.• At least 4 years’ experience in a management position, at least 1 year in emergency setting.• At least 2 years’ experience in project design and development in particular with UNHCR, ECHO and UNICEF donors• Proven experience in project coordination, including financial management (previous experience with UNHCR, ECHO and UNICEF project is an asset) and HR management • Protection background is preferable• Problem solver, dynamic, mature with analytic approach; • Confidently able to deal with authorities and donors and with strong networking capacities• Pro-active approach to work; • Able to work independently as well as being a strong team player; • Flexibility, capacity of managing stress, good diplomatic skills;• Ability to integrate and work well within multiethnic and multicultural teams;• Previous experience in as deputy, country director assistant or similar position;
• Previous experience in working in Middle East and specifically in Lebanon;• Proficient knowledge of English is required. Knowledge of Arabic is an asset;• Available to share accommodation facilities when required.
