Kenya: Program Leader – Policy Trade and Value Chains

The International Livestock Research Institute (ILRI) seeks to recruit a Senior Economist and Program Leader within its Integrated Sciences Division to lead ILRI’s evolving and expanding portfolio of research in Policy, Trade and Value Chains. The program leader will lead team members with expertise in devising tailored tools and methods for policy monitoring, policy evaluation, and value chains analysis. The research objective of the Policy, Trade and Value chains program is to understand how public policies on one hand and institutions and organizations created by market stakeholders on the other hand, impact on the performance of domestic and international agrifood value chains, with a strong focus on livestock products.

Responsibilities:

· Lead and manage a geographically-dispersed international team of economists, social scientists, and modelers addressing a range of research on livestock policy, trade and value chain development in developing countries;

· Lead the conceptual development of analytical frameworks, methods and tools for the study of livestock product markets, value chains, trade regimes, and regulatory and investment policy environments relevant to livestock development. Such work includes action-oriented piloting of value chain interventions and strategies;

· Build collaborations with relevant institutions and organizations internationally and nationally to conduct and deliver World class research;

· Coordinate the Policy, Trade and Value Chains program with ILRI’s participation in the CGIAR Research Programs (CRPs);

· Policy research and evidence-based advocacy;

· Participate in ILRI management, particularly in achieving co-ordination with other programs and in provision of economics and other social science support to multi-disciplinary initiatives;

· Support development projects led by NGOs and other development partners to ensure use of best practice value chain interventions, and to generate objective evidence from piloting those interventions;

· Conduct and support the communication and promotion of research products and processes;

· Develop proposals to raise resources to support new research addressing the policy, trade and value chain program agenda.

Requirements:

· A passion for the generation of scientific knowledge that advances pro-poor development;

· A Ph.D. in Agricultural Economics, Economics, Agribusiness or other Social Science with application to agriculture or rural development, with a minimum of 8 years of experience post-PhD;

· A proven research record reflecting experience in research design, quantitative and qualitative analytic methods and producing peer-reviewed outputs;

· Experience in managing a multi-disciplinary and multi-national team of researchers and development practitioners, and in the associated human resource and financial management;

· Demonstrated strong experience with analysis of smallholder value chain performance, sector and trade modeling, returns on investment, consumer demand, and access to markets and services;

· Understanding of outcome-oriented research design and implementation with pro-poor and gender orientation, including communication and advocacy strategy development;

· Strong econometric and/or mathematical modeling skills, and the ability to apply them in pro-poor development research;

· Demonstrated ability to deliver multi-disciplinary research outputs and to initiate and manage cross-disciplinary research activities;

· Familiarity with aspects of livestock production and marketing, crop-livestock systems, and rural market institutions and services in developing countries;

· Strong English language skills, both written and spoken (proficiency in other languages is an advantage);

· Willingness and ability to travel frequently, sometimes to rural areas in developing countries.

Post location:The position is based at ILRI’s Headquarters in Nairobi, Kenya. Extensive travel to other countries and regions will be required.

Ethiopia: Team Leader

PURPOSE OF THE ROLE

The Team Leader will be responsible for leading the overall BRACED project implementation, as well as leading a multi-disciplinary and multi-location team comprised of Farm Africa and Mercy Corps staff. He/she will undertaking overall project management, and planning, donor reporting, as well as coordination of inputs from knowledge partners, and other stakeholders. He/she will be responsible for overall M&E, financial management, and management of the BRACED team. He/she will play a major role in extracting learning from the innovative approach of the project, ensuring that there is evidence to back up the claims of the project, and leading on external stakeholder management across all outputs. The Coordinator will be a renowned international expert in drylands resilience, ideally with experience in the Horn of Africa, and will have a solid background in land use management/ environment and/or climate change. He/she should also have significant experience of working within a market system, especially in difficult environments. Experience of explicitly addressing the needs of vulnerable women through markets-based approaches would be an advantage.

KEY TASKS AND RESPONSIBILITIES

1. Successfully manage the implementation of BRACED Ethiopia on behalf of Farm Africa (the lead organisation).

Project planning & delivery

  • In consultation with consortium members review and prepare the project’s annual work plan and budget.
  • Manage monthly, quarterly and annual work plans for project logistics and activities, identifying and responding to the implications of interdependencies between different sub-project workstream activities.
  • Plan for and ensure successful implementation of a sustainable macro exit from the project.
  • Ensure that project activities are implemented and outputs achieved as planned and within the agreed budget, striving for Value for Money throughout.
  • Prepare quarterly progress reports as per standard Farm Africa procedure.
  • Participate in periodic project progress review sessions with the Steering Committee (including Country Directors)
  • Proactively identify and monitor any risks to non-delivery and, mitigating actions
  • Ensure the timely submission of narrative and financial reports to DFID’s Fund Manager, as well as to the GoE
  • Overall financial management and governance of the programme, including ensuring adherence of the project team to procurement, anti-corruption and other FA/MC organisational compliance procedures as appropriate.
  • Ensure compliance of the project to the Charities and Societies Agency’s 30:70 directives.
  • In liaison with the relevant consortium member leadership, lead on the recruitment of new staff to the project team.
  • Provide leadership and motivation to all project staff building values-based team working and individual staff skills relevant to the project.
  • Regularly provide both informal and formal coaching and feedback to all project staff
  • Hold in-person supervision sessions with all line-managed staff at least once per quarter (to discuss progress against their personal development objectives and work targets) and carry out in-person annual appraisals with all line-managed staff

2. Manage the M&E, knowledge and policy/ practice influence components of the project

Monitoring and evaluation of the project’s outcomes and impact

  • Develop and oversee implementation of a project monitoring and evaluation process that meets the basic monitoring and outcome reporting requirements of each consortium member and the wider BRACED KM contract holder.
  • Ensure the KM of BRACED Ethiopia is consistent with overall DFID guidance on tracking resilience outcomes
  • Work closely with KM partners (as yet to be identified) to contribute lessons learned, ensure dissemination and maintain dialogue on key project findings
  • Ensure the project’s log-frame and data collection plans are regularly reviewed and refreshed, and the project is collecting the breadth of indicators required at a frequency and timing in line with reporting purposes
  • Ensure that the project is regularly (at least quarterly) conducting beneficiary surveys, collecting other data through relevant sources[1], developing case studies and collating photos
  • Actively participate in relevant forums to disseminate BRACED experience and evidence, as well as seek and build on potential synergies with a) other DFID programmes, b) other CRGE-focused programme, c) other Farm Africa and Mercy Corps programmes, and lastly d) other private sector development endeavours in Ethiopia.

3. Lead consortium coordination, and external stakeholder management

  • Implement consortium governance and decision making structures, acting as the point person for day-to-day consortium partner management and relationship building
  • Proactively identify and raise with the Farm Africa CD (and others as appropriate) any consortium-related delivery risks, and work with consortium partner staff to implement action plans to resolve identified issues
  • Act as an ambassador, promoting the project, including hosting visitors, speaking at workshops and conferences, and meeting donors and other officials when required.
  • Provide formal representation of the project with respect to key signatory government parties, ensure periodic reports are submitted to them on a timely basis.
  • Organise external events, forums and conferences to share project lessons and experiences.
  • Lead thinking and practice in innovative approaches to NGO-Private sector partnership models, and ensure that experience is well-documented and contributing to thinking of both consortium members.

PERSON SPECIFICATION

1. Technical

  • MSc or above qualification in NRM, Watershed management or related fields;
  • A minimum of 8 years of progressive and relevant experience and research working in the areas of INRM, watershed management and/or landscape approach demonstrating knowledge of how actions and interventions can be integrated across scales and sectors;
  • A sophisticated understanding of the role of natural resource management, agriculture and ecosystems and their relative balance and input to livelihoods
  • A solid understanding of market systems, including market-based mechanisms for risk management, and incentives driving private sector decisions
  • Extensive experience and demonstrated successes in managing and implementing integrated and complex projects that involve multi-sector, diverse groups of stakeholders and natural resources;
  • An understanding of the role of community-based approaches, in particular gender issues as they relate to risk management, markets and NRM
  • Demonstrated leadership experience, team work, excellent networking skills and proven ability to forge constructive and dynamic relations with government partners, and private sector in equal measure;
  • Excellent record of writing including briefs, project report compilation, communication and dissemination;

South Sudan: 14-301: Team Leader- Maban, South Sudan

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM BACKGROUND
International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.
In addition to the above, International Medical Corps is also providing emergency medical services out of four sites to tens of thousands of people who were displaced by the crisis started from 15th December 2013. Simultaneously, the organization is in the process of increasing its surge capacity and ramping up programming in order to respond to the countrywide emergency humanitarian needs emerging from the conflict erupted in December 2013.
JOB SUMMARY
International Medical Corps has a 4m+USD project in Maban providing emergency health, nutrition and medical services to more than 37,000 refugees living in two camps: Gendrassa and Kaya. Project interventions include all aspects of primary health care, nutrition education including supplementary feeding, reproductive health care and referral services for secondary health care etc.
The Team Leader is responsible for overall management of this large scale, fast moving program in an environment often presents security challenges. The position is involved with care, management and development of human, fiscal and other resources entrusted to the project site. S/he is also expected to play an active role and contribute to the expansion of program portfolio through initiation of concept papers, development of project proposals and lead the start-up processes for the new projects. Donor relations, security management, networking and coordination among the stake-holders are also part of the job responsibilities.
International Medical Corps manages its program in Maban County of Upper Nile State from the town of Bunj where the organization has a compound to house more than a dozen expatiate and 20+ local staff. Some staff also reside in Kaya camp. A total of 120 local and xx expatriate staff are involved in this program.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Specific duties and responsibilities of this position include but are not limited to the following:
Leadership

  • Lead, manage and coordinate International Medical Corps’ programs in Maban
  • Coordinate closely with the Country Director and the Heads of Support Service departments in Juba

  • Establish systems for maintaining an overview of all staff activity

Job Description

This project is jointly managed and implemented by the World Bank Group (WBG) and by the NationalTeam for the Acceleration of Poverty Reduction (TNP2K, attached to the Vice President’s Office andfunded by the Australian Government Aid Program).

The objective of this project is to foster awareness and consensus within the Government of Indonesia(GoI) for key reforms toward a more comprehensive and coherent development strategy and policiesfor Small and Medium Enterprises (SME) at the national level and thereby promoting sharedprosperity in Indonesia.

The objective is to be achieved by combining a series of mixed-methods analysis of the operatingenvironment for SMEs with a strong emphasis on communications from the start, integrated into inthe design of the analysis.

Greater commitment to key reforms by GoI ( Government of Indonesia) will allow SMEs to participate more fully in Indonesia’s economic success in the future, by:

• Identifying the binding constraints to SME growth in Indonesia;
• Communicating and highlighting the lack of fairness of these constraints and urgency for policyreform; and
• Engaging key stakeholders to catalyze needed reforms, especially at the national level.The project team is seeking a firm to help develop an analytical framework for the project andimplement the framework (or provide advisory) for the duration of the project (see timeline belowfor details). This consultancy will be funded (and the contract managed) by TNP2K.The team leader will manage a team of economists and researches and will be responsible for a scope of work that can be divided into three basic parts (details in TOR which can be downloaded with this application) :
• Establish an analytical framework for this project;
• Provide ongoing support and advice for the duration of the project; and
- Produce an analytical report (in several parts) with the end result of the analysis.

Within Sub-Saharan Africa, SFCG works in sixteen countries: Angola, Burundi, Côte d’Ivoire, Central African Republic, Democratic Republic of Congo, Guinea, Liberia, Madagascar, Nigeria, Rwanda, Sierra Leone, Sudan, Tanzania, Niger, Chad and Zimbabwe. Since 1997, SFCG has developed regional strategies to guide and strengthen national programmes to support achievement of SFCG’s mission. Since the end of 2012 SFCG has been implementing a program in the Central African Republic. In close partnership with Catholic Relief Services, SFCG is executing a large-scale three-year, three-country program to make communities more resilient with respect to the threat of the Lord’s Resistance Army. The program is called “Secure, Empowered, Connected Communities (SECC) Program in Central African Republic and is financed by the American Government. Zemio is in a stable part of the Central African Republic, and security is ensured by Ugandan soldiers.

Summary of Position
The SECC Team Leader will be responsible for managing a consortia project led by Catholic Relief Services (CRS) in three countries of the Central African Region (CAR, DRC and South Sudan).

Catholic Relief Services (CRS) and Search for Common Ground (SFCG), in partnership with Caritas Bangassou, the “SECC team”, will empower target communities to improve their security and alleviate their isolation. The SECC team will deliver custom tailored capacity strengthening and conflict-sensitive program activities to improve intra- and inter-communal social cohesion and enable target communities to develop and implement more effective community led, owned and managed security plans.

SFCG’s role in the consortium is to stimulate communities to participate in reintegration of trauma survivors, including LRA victims and abductees. Also, SFCG will use community radio programming as a channel for community expression, information-sharing and improving social cohesion. Drawing on its experience in Chad, RoSS and DRC, SFCG and its local partner, ARC, is supporting the establishment of community-led FM radio stations in Zemio and Rafai.

Responsibilities
The main responsibilities of the SECC Team Leader will be to ensure that SFCG undertakes its obligations within the project in time and within budget.

Organizational Development and Implementation
• Help establish an office in Zémio and an antenna in Bangui to serve for the operational base of the project
• Build partnerships with key partners in the project consortium and staff members, and manage the various partnerships which are central to the project
• Ensure the work-planning with the action team, implementation and reporting of the activities in respect of the project to support the project strategic objectives
• Build an appropriate strategy for the rollout of the project
• Establish good working relations with relevant stakeholders for the effective implementation of the project including government and non-governmental level
• Develop and maintain proactive, positive, and professional relationships with partner organizations, other NGOs, donors, clients, politicians, key government officials, civil society groups, working on similar or complementary issues in the region
• Keep an overview on the administrative and financial systems for the execution of the project with effective supervision of the focal Points
• Maintain regular written and oral reporting to the Country Director of CAR on key program, security and staff issues

Administration
• Establishing and managing an operational office in Zemio from which the project is implemented ensuring compliance with local laws and organizational policies and procedures, including the management and evaluation of staffs under his/her supervision
• Ensure the implementation of SECC project on-time and within budget
• Ensure compliance with SFCG Operations Manual policies and procedures
• Oversee the management of the project funds, timely reporting and compliance with contract and donor guidelines
• Establishing and monitoring a system of checks and balances to ensure the program is meeting its targets and delivering the requirements as well as capturing the learning locally at each stage

The first component relates to expanding social dialogue on gender equality. The second pertains to strengthening advocacy for female empowerment. Direct program implementation under this solicitation will focus mainly on components one and two. Substantial parts of component three will be achieved through other USAID activities and interventions.

Viet Nam: International Team Leader and Technical Expert - An analysis of chemical fertilizer production

About the role:

Under the direct supervision of the Director of UNRWA Operations in Gaza, the Team Leader, Operations Support Office and Field Protection Coordinator will be accountable for the Operations Support Office, particularly its work to support the neutrality of UNRWA operations, and for the overall leadership and accountability of protection within the field’s operations. The Deputy Director for UNRWA Operations (Programmes) in Gaza will be responsible for the senior supervision and guidance of the OSO and protection work. The incumbent of this post will be responsible for the day-to-day management of the Operations Support Office in Gaza as well as for leading and co-ordinating UNRWA Gaza’s efforts to integrate the principles and practice of protection into its programmes and operations. This is a position for a mature professional in the humanitarian field who possesses a thorough understanding of humanitarian principles and operations and the programmatic and conceptual aspects of protection, and possesses the skills to translate these principles into practice for the benefit of Palestine refugees in Gaza. In addition, the incumbent and Team regularly support the Field in planning and hosting delegations when visiting Gaza. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities• Lead the Operation Support Office, which contributes to the efficacy of the Agency’s humanitarian programmes in the Gaza Strip by proactively monitoring, documenting and reporting on the living conditions of Palestine refugees, their access to humanitarian services, threats to their welfare and protection, and Agency adherence to humanitarian principles, particularly neutrality; oversee the daily management of the Operations Support Office in accordance with the established objectives including conducting regular briefings for Operations Support Officers (OSOs) to review the events of the preceding period; plan and control the execution of all operations described in the office’s mandate and establish long term operational objectives under the supervision of the Deputy Director of UNRWA Operations (Programmes); oversee resource allocation, establish and maintain operational guidelines and issue instructions to his/her team members and administrative duties related to the assigned staff and for all logistics related to the programme;• Lead and facilitate the implementation of the Agency protection strategy at the field level; develop/update and coordinate the implementation of the Gaza Field Office’s multi-year protection operational plan and protection work plans; monitor, document and report on protection incidents, patterns and trends and lead/advise the development of response mechanisms; assist Chiefs of Area Offices, Area Operations Officers and advise OSOs in supporting other governorate-level staff in identifying and responding to specific protection needs and well-being of refugees; ensure that rapidly changing protection and humanitarian needs are monitored and addressed during escalations of violence; provide the Director with regular, well analyzed reports on the humanitarian conditions and protection threats of refugees and advise on decision points; ensure that UNRWA advocacy messages and strategies are well-informed by protection and operational challenges on the ground;• Provide technical guidance to the Protection Mainstreaming Officer (PMO), ensuring that protection, including all aspects of gender, age and disability, is mainstreamed throughout UNRWA programmes, planning and service delivery; provide technical oversight to ensure programme mainstreaming work is done in accordance with Agency and international protection, gender, disability and age guidelines and best practices; together with the Senior Programme Manager (SPM), guide the Protection Mainstreaming Officer in establishing and executing a work plan, including, inter alia, the training of programme staff and the facilitation of programme specific protection work plans; assist the SPM in designing responses to protection issues that emerge within UNRWA programmes; work in collaboration with the PMO to ensure that field-level protection coordination meeting and protection reports to the Director reflect issues identified through the programme mainstreaming efforts; • Maintain close cooperation with the Gaza Field Office (GFO) Field Security Officer (FSO) and UN Department of Safety and Security (DSS) in order to brief OSOs on developments in the security situation, to guide OSOs while in the field, to inform the Agency’s protection monitoring, documentation and intervention efforts, and to ensure information gathered by the OSOs at the field level relevant to developing and maintaining UNRWA’s security situation awareness is shared with the Director of UNRWA Operations (DUO), Deputy Directors of UNRWA Operations (DDUOs), Field Security Officer (FSO) and UN DSS on a daily or real-time basis;• Serve as the protection focal point for actors external to the UNRWA Gaza office; liaise and attend the Protection Cluster; coordinate with OHCHR, OCHA, relevant NGOs and other protection partners in the Gaza Strip; collaborate with OHCHR and others in planning and hosting human rights delegation visits and other protection focused delegations when visiting Gaza such as special rapporteurs; • Monitor political and operational developments in the Gaza Strip, the occupied Palestinian territory and the region, particularly in relation to the development of law and policy in the area of refugees’ protection.

Professional Knowledge and Experience• Advanced university degree in political or social sciences or law, or related discipline, from a recognised academic institution;• A minimum of eight years of professional relevant experience managing or supporting the day-to-day work of a large-scale humanitarian operation, as well as in protection operations in emergency contexts, outside one’s home country;• Excellent command of written and spoken English.

Familiarity with relevant parts of the UN system (OHCHR, UNHCR, UNICEF, OCHA);? Working knowledge of Arabic.

Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $72,467 net tax free with dependants or $67,483 single, plus post adjustment of 58.4% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. Staff members based in Gaza are entitled to additional benefits, subject to eligibility, including Extended Monthly Security Evacuation Allowance, and R&R leave, currently every 8 weeks (according to the UN classification of the duty station) but subject to change without notice. While Gaza is a non-family duty station, eligible staff members may set up a second household in a nearby location to have their family nearby. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
