Program Manager - Emergency Response

Compensation Band: 3A Reporting to the Senior, Program Manager, the Program Manager will contribute by expanding the portfolio through developing new projects, exploring new funding opportunities and management of an assigned grant portfolio ensuring the effective implementation of quality programming and donor compliance.

The position is based in Toronto, Canada with frequent travel to Plan field offices.

Development: • Develop concepts and proposals for humanitarian assistance, reconstruction and transitions programs. This entails conducting needs assessments, project design, and proposal writing. • Collaborate with potential donors (including, World Food Program, DFATD, UNICEF, UNHCR etc.) and partners to identify and develop new projects and programs. • Contribute in strengthening the humanitarian assistance portfolio. • Ensures positive relationship with field offices, donors and partners. • Keep well informed and actively participate in discussions on humanitarian assistance issues in international development, share successes and program learning in appropriate forums. • Participate in the development of funding proposals during emergencies. • Deployment to the field as required. Supporting various emergency response programmes.

Management: • Monitor assigned projects to support Plan field offices in understanding and adhering to donor agreements and quality implementation. • Maintain regular communications with Plan field offices and donors; visit project sites as required. • Work closely with Plan field office staff to compile and write progress reports to donors in accordance with donor requirements; help formulate, review and revise annual project work plans and periodic evaluations. • Work with Compliance Managers to review and oversee relevant budgets and financial reports for donors. • Contribute to the team’s shared systems and tools to ensure best practices in program management and proposal development. •

Skills/ Experience/ Qualifications
• French written and spoken an asset • Experience in designing and developing lifesaving/recovery programs. • Excellent communication skills, both oral and written • Ability to establish priorities in a time-sensitive environment, and meet proposal deadlines with strong attention to detail • Proven skills in building productive working relationships with team colleagues, Plan field offices, donors and partners • Experience in conflict and post-conflict areas would be good, but not essential • Ability to review, synthesize information and produce quality reports and proposals as per donor requirements • Familiarity with basic understanding of financial management • Familiarity with education in emergencies programming would be an asset • Familiarity with rights based programming • Strong interpersonal skills to work effectively in a collegial manner in a team based context. • Demonstrated ability to review and synthesize information and produce appropriate proposal and reports • Ability to work in complex multi-stakeholder environments • Experience working with IHA/DFATD is an asset

Technical Advisor – Youth Economic Empowerment (YEE)

Status: Full-Time Temporary 12 Month Position Department: Programs Reports To: Senior Advisor Compensation Band: 3A

Reporting to the Senior Advisor, International Programs the Technical Advisor for YEE will: support Country Offices in identification of new funding opportunities and the design and development of new programs; provide technical support, quality assurance, training and capacity building for existing programs in Latin America, Africa and Asia; and further Plan’s policy development, networking and research related to YEE, particularly related to Microfinance and financial inclusion for youth.

Program design and development

As a member of the Technical Team, this role will provide input and advice to projects that have a component on youth savings and loans, micro-finance as related to youth economic empowerment. This will include:

• Develop and design innovative Microfinance and YEE programs in line with Plan’s programmatic approach and principles
• Develop and/or provide input on project proposals • Develop detailed project implementation plans (PIP) and subsequent work plans • Work in partnership with the marketing, corporate and the development teams in developing proposals for submission to Corporations and individual donors

Technical Support and Quality Assurance

Provide quality control, value addition and technical advice to Field Office staff, partners and other stakeholders for Plan Canada support projects related to YEE and Micro-finance as they become approved. This will include:

• Identify and evaluate the national, regional and internationally approved technical standards and benchmarks for Microfinance programs and incorporate into Plan Canada’s programming • Provide technical support, advice and guidance to Plan staff in Canada and Plan’s overseas Country Offices on the implementation of programs • Participate in project related meetings as needed including project working groups and project steering committee • Provide training in the field on tools related to Microfinance, often with a special emphasis on youth • Monitor and Evaluate projects/ programs and write reports based on findings • Design quality monitoring standards as well as tools for program monitoring and improvement

Thought Leadership • Lead and/or participate in various program events at regional and international level highlighting Plan’s program experiences • Participate and share program model, learning and experience with coalitions, donors and forums • Contribute to and/or create, policy papers related to portfolio of Microfinance and YEE programs within Plan Canada and Plan International • Present Plan International Canada Inc. experience in international conferences/forums etc. • Ensure Plan Canada is well connected to, and learning from, international and national networks related to YEE and Microfinance both within the Plan Network and with other organizations in this sector

People Leadership and Managerial Responsibilities: The Advisor position often will not have people leadership but rather be an individual contributor as part of a wider team with specific accountabilities within a team. If individual is a people leader both team size, budget and projects/program scope will be at departmental level impact. Where individual is accountable for a team, this person is directly responsible for the management of that team and is reflected on his/her performance framework at a minimum 10% of time. Budget and number of staff can be directly correlated to scope of portfolio. Role includes full accountability for recruitment, hiring, setting performance expectations, and managing performance, promotion, demotion and discipline up to and including termination in line with organizational policy and adherence to legislative requirements including ESA and Human Rights Code. Leadership includes the management of: temporary, contract, intern, volunteer or permanent staff.

Requirements:

JOB SUMMARY:The Grants Assistant Internship (GAI) will extend approximately 6 months with a commitment to Right To Play of working 3 days per week. Responsibilities

  1. Provide medical care for patients in an ERU setting.

  2. Support the establishment and management of general medical and paediatric care, as required, provided by inpatient and/or outpatient departments in collaboration with nursing and medical team members.

  3. Carry out ward rounds and consultations.

  4. Plan and support basic curative and preventive health activities together with the host National Society and / or local health authorities. This may include:

  • diagnosis and treatment of common diseases according to WHO standard case definitions and management protocols, using the IEHK.

  • immunisation of children under 5

  • paediatric care

  • nutritional surveillance and therapeutic feeding

  1. To supervise local staff and ensure that all shifts are covered.

  2. Organize and participate in mobile clinics in collaboration with other ERU team members, as required.

  3. To support the capacity of the host National Society and develop skills where possible.\

Essential Requirements

Professional qualification and certification as nurse and/or medical doctor with at least three years pediatric experience.

Can both deliver and supervise care delivered in low-resource settings.

Comfortable with basic wound care and care of post-surgical patients.

Experience of managing & supporting staff.

Experience in living or working in a cultural context other than their own.

Competent in computer use (Windows, Microsoft Office, spreadsheets, word-processing, e-mail).

Valid international driving license (manual gears).

Capable of decision-making in conditions of uncertainty.

To liaise as requested with local health authorities and other health providers.
To supervise and provide training for local personnel, where appropriate.
To ensure that national standards of nursing care are maintained and ensure all staff adhere to aseptic practice and universal precautions.
To work according to the Ministry of Health / WHO guidelines/Sphere Standards and ensure that all documentation meets local medico-legal requirements.
 
Essential Requirements
 
Professional qualification as medical doctor and post-graduate qualification in surgery
Comfortable with both adult and pediatric patients

Reporting to the Senior WASH Advisor, the WASH Advisor will play an important role in guiding, strengthening and supporting Plan Canada and Plan’s global capacity and expertise in WASH programming, proposal development, policy/research development & public engagement initiatives.

Main Responsibilities:

• Lead the design and development of concept notes and proposals on WASH projects and programs to submit to Multilateral Development Support Agencies;

• Coordinate research and studies and participate in the development of policy and position papers;

• Provide Technical support within Plan Canada and in the program countries in Africa, Asia and the Americas on WASH projects and programs related to (but not limited to) WASH in Urban areas, Peri-urban and Rural areas, Solid wastes, Liquid wastes, School WASH, Productive use of WASH and WASH in emergency situations;

• Participate/Organize forums to share successes and program learning with donors, partners and peers;

• Contribute into the business development with various tasks to perform at different stage of the business development cycle related to WASH initiatives and other grants

• Ensures timely and quality technical inputs to different stages of program/project cycle: start-up workplans, detailed project implementation plans, baseline reports, annual workplans, progress reports, etc.;

• Ensures positive relationships with Plan field offices, donors and other partners;

• Participate into technical networking that are relevant to Plan Canada programs; and

• Perform any relevant tasks related to Plan Canada programming, program effectiveness and quality assurance as required. This will involve working with a range of individuals and teams within Plan Canada and the global organization, to develop systems, tools and processes to build Plan’s capacities in this regard.

• The position is based in Ottawa with frequent trips to the field to different Plan Country Offices based on the needs.

  1. Program/Grants Development: (60%)

• Provide leadership within Plan Canada and selected Plan Country Offices to prepare annual funding submission to Multilateral External Support Agencies including but not limited to Regional Development Banks, UN Agencies, Country level mechanisms, etc.;

• Identify and pursue funding opportunities with donors both in Canada and in the field offices to expand Plan’s WASH programming;

• Develop/support development of technically sound programme concepts and proposals relating to improving WASH status of children and women

• Provide technical leadership to ensure WASH components are designed into other sector-specific programme applications (Expression of Interests, Concept Notes, Proposals and Publications);

  1. Capacity Building: (30%)

• Contribute to Plan Canada advancing best practices, designing and developing high quality WASH programs, and improving the learning and quality of existing Plan Canada funded WASH projects;

• Provide training and organizational capacity building to Plan Canada and certain Plan Country Offices to effectively design and implement WASH programming with emphasis on child rights-based approach

Action Contre la Faim – Canada (ACF-CA) is part of the international Action contre la Faim network which provides humanitarian relief to over 47 countries worldwide, for the nutrition, water and sanitation, and food security sectors. Established in 2005, ACF-Canada contributes to the network in several ways, particularly through its expertise in understanding the nutritional status of a given population or region.

Responsibilities:

The person engaged as Manager, Individual Giving and Youth Engagement will be responsible for leading the development of multi-year individual giving strategies, coordinating all individual donors fundraising activities and developing ACF-Canada’s supporters base and income stream. The person will be reporting to the Executive Director and will work in close collaboration with Communications and Advocacy colleagues.The role offers large scope for development for a target driven candidate with the launch of new innovative fundraising campaigns in the coming months.

Tasks:

  1. Develop, lead and manage multi-year individual giving strategies and related financial assumptions • Lead the planning of annual and special campaigns; • Identify strategies for cultivation of major gifts;• Manage the launch of new innovative fundraising initiatives designed over multiple years• Share knowledge and collaborate with counterparts in other ACF HQs;• Provide recruitment support and leadership for volunteers engaged in fundraising for ACF – Canada;• Manage the budget across individual giving and coordinate all activities (on and offline);• Produce regular financial reports to assess the on-going performance of direct marketing activities and reconcile monthly on-line and off-line income and expenses with the Finance department;• Report regularly on the status and progress of the campaigns.• Manage agency and consultant relationships and budgets

Plan, execute and coordinate fundraising campaigns and efforts for ACF - Canada• Implement and enhance annual and special campaigns, including two important, national youth engagement initiatives;• Implement and enhance major gift and partnership programmes;• Develop a support kit for community events;• Manage fundraising back office including responsibility for the database, donation processing, maximizing digital payment platforms, offline tax receipting, scoping requirements for internal data cleaning and providing accurate and timely reporting (with the support of a junior database administrator);• including managing the process of data transfer from all suppliers, • Provide segmentation and statistical analysis of campaigns and donor profile in order to maximise campaigns and develop personalised stewardship programmes.• Develop & implement a donor recognition programme that is timely, respectful and effective.

  4. Support the Director of Communications and Strategic Engagement in the development and cultivation of relationships and partnerships with corporations, non-profit and government organisations• Identify and engage with constituencies at a community level (student groups, schools, unions, municipalities, etc.) for development and outreach;• Develop partnerships with a wide range of corporations, foundations and organisations to provide in-kind and financial support;• Maintain and enhance relationships with kindred organisations.

  5. General• Support the Director of Communications and the Executive Director on an ad-hoc basis as and when required;• Work collaboratively with other ACF – Canada departments and colleagues in other ACF network HQs.;• Cultivate and manage strong volunteer community;• Ensure that ACF - Canada staff and volunteers are properly informed of current ACF affairs; • Participate in the discussion and establishment of detailed objectives and tactics for ACF – Canada;• Keep fully abreast of new developments in direct marketing as well as legal requirements in line with the data protection act to ensure that the charity makes full use of such techniques and complies fully;• Other appropriate tasks where identified.

Specific Conditions:Staff work a five-day, 37.5-hour work week. However, the different tasks involved may sometime require irregular working hours, particularly in times of crisis. Occasional travels in Canada and abroad will also require flexibility.

Qualifications:
