Introduction
The Horn East and Central Africa (HECA) is a dynamic region with many changes happening politically, socially and economically. Currently some countries in the region frequently face conflict situations, natural disasters such as drought and governance issues as well as social issues such as population growth and the bulging youth population.
Most of the issues facing these countries emanate from power struggles, e.g. over natural resources, inequality and sometimes interference by external actors. Part of Oxfam’s vision in the HECA region is to build capacities so that people and communities are able to make choices for themselves rather than having others such as development actors, including governments and INGOs make those for them. Oxfam also works to widen and deepen impact by adopting the role of a change facilitator as opposed to being a change maker.Oxfam wishes to gain a better understanding of regional dynamics in terms of the influence of regional economic and political bodies within the sub-region and how they are organized as well as current and future political, economic, social, environmental and technological trends in the region with a focus on facts and figures. This will improve our work with communities and partners and enhance our role as a change facilitator both through our short-and long-term programming and campaigning. It will enable Oxfam to achieve its vision of supporting and empowering communities to overcome poverty and suffering.
PurposeGain a better and up to date understanding of the main sub-regional political and economic institutions, their influence and opportunities for influencing and facilitating change through them as well as regional dynamics in terms of current and future political, economic, social, environmental and technological trends (facts and figures) for better focus of our work.

Expected OutputsA summary report of not more than four pagesA power Analysis report of regional RECs of not more than 10 pages in relation to the Oxfam’s areas of interest with clear recommendations on entry pointsA Trends Analysis with most current facts and figures of not more than 15 pages with clear links to sources of information Two Power Points; one for the regional institutions mapping and power analysis and one on trends
