ORGANISATIONAL SETTING AND REPORTING

Reporting to the Deputy Special Representative of the Secretary-General (DSRSG), the Director of Political Affairs leads the work of the Mission's Political Affairs Division and is responsible for the provision of general direction and coordination of the Mission's activities related to political outreach, analysis and reporting.

RESPONSIBILITIES

Within delegated authority from the DSRSG, the Director will be responsible for the following duties:

1) Political Analysis and Advice

•Identify, analyze and monitor politicaldevelopments and emerging issues with respect to the implementation of MINUSCA's mandate.

•Assess implications and make recommendations to the Mission leadership onpossible strategies, policies and other measures to address issues of concern and to advance mandated objectives.

2) Reporting and Information Management

•Ensure regular, timely andhigh quality reporting to the Mission leadership on developments and issues pertaining to the mandate.

•Manage the preparation of summary and analytical reports, including situation reports, briefing notes, notes to file and code cables.

•Prepare/review the section's input for thereports of the Secretary-General to the Security Council and reports to the Advisory Committee on Administrative and Budget Questions (ACABQ), the General Assembly.

•Oversee the preparation of contextual information materials, such as background notes and political profiles.

•Establish and ensure an effective system of information managementdesigned to guarantee accessibility and utility of information.Planning, Coordination and Facilitation

•Develop and maintain collaborative relationships with the authorities, politicaland community leaders, civil society actors, the UN family and other national and international partners on coordination and policy matters.

•Consult and cooperate with partnersto develop strategies and plans of action to address political challenges, in pursuit of mandated objectives.

•Monitor, evaluate and report on implementation.

3) Management

•Formulate and manage the implementation of the section's programme of work, determining priorities and activities that are in accordance with the mandate.

•Manage relatedadministrative tasks, including preparation of budgets, assignment and monitoring of performance parameters and critical indicators, reporting on budget, preparation of inputs for the results-based budgeting process (RBB).

•Supervise, mentor, and evaluate staff; Participate in the selection of new staff.

QUALIFICATION REQUIREMENTS

Education

Advanced university degree (Masters or equivalent) in Political Science, International Relations, Social Science, Law or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 15 years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required. Extensive experience in political outreach, analysis, reporting and negotiation in an international setting is required. Experience managing a large team or office is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is required. Experience working in Africa on conflict-related issues is required.

Languages Fluency in English (both oral and written) is required. Knowledge of French (both oral and written) is required.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. OVERALL DESCRIPTION:

The incumbent will assist the Political Analyst Mentor in the delivery of structured analysis of political, administrative and security structures. This will lead to the capability of the relevant staff to identify evidence that will clearly indicate the roles of members of the belligerent parties and its leadership and further identify those persons believed to be the most responsible for serious violations of international humanitarian law.

KEY RESPONSIBILITIES:

Under the direct supervision of the Political Analyst Mentor the incumbent will:

· Assist in the systematic review and evaluation of large collections of Arabic language documentation
· Provide advice on relevant documents on the political, administrative and security aspects.
· Conduct open source research as tasked
· Assist in the analysis of collated and integrated information relating to senior leadership investigations
· Perform related field duties and other analytical tasks as required
· Assist in the selection and interviewing of witnesses· Draft English language reports on matters related to the above

EXPERIENCE:

Education:

University degree in international relations, law, history, political science or related fields.

Languages:

English and Arabic are the working language. The incumbent must be able to conduct sight translations and written translations from Arabic into English and vice versa.

Other Skills:

· Professionalism – knowledge and understanding of theories, concepts, and approaches relevant to large scale criminal investigations; good research, analytical, and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; familiarity with and experience in the use of various research methodologies and sources, including electronic sources on the internet, intranet, and other databases; ability to apply good judgement in the context of assignments given; ability to plan own work and manage conflicting priorities

Introduction

The Horn East and Central Africa (HECA) is a dynamic region with many changes happening politically, socially and economically. Currently some countries in the region frequently face conflict situations, natural disasters such as drought and governance issues as well as social issues such as population growth and the bulging youth population.
Most of the issues facing these countries emanate from power struggles, e.g. over natural resources, inequality and sometimes interference by external actors. Part of Oxfam’s vision in the HECA region is to build capacities so that people and communities are able to make choices for themselves rather than having others such as development actors, including governments and INGOs make those for them. Oxfam also works to widen and deepen impact by adopting the role of a change facilitator as opposed to being a change maker.Oxfam wishes to gain a better understanding of regional dynamics in terms of the influence of regional economic and political bodies within the sub-region and how they are organized as well as current and future political, economic, social, environmental and technological trends in the region with a focus on facts and figures. This will improve our work with communities and partners and enhance our role as a change facilitator both through our short-and long-term programming and campaigning. Philippines (the): Political Economy Consultants

As part of the effort to systematically integrate governance considerations into the country portfolio and address governance challenges more effectively throughout the project cycle, the World Bank Office set up the Philippines Governance Advisory Team (PGAT), a multi-disciplinary team composed of senior operational staff from all the sectors and the fiduciary team as well as a senior public sector specialist.

One of the key tasks for the PGAT is to commission sector and project level assessments of political economy issues and governance risks. The PGAT’s political economy assessments are designed to improve the Bank’s knowledge and awareness of specific governance issues, identify drives of change in an early stage of the project preparation, and help the Bank make more informed decisions in the sector and project operation in the country.

In anticipation of our upcoming analytical studies in the areas of transport, climate change, education, ICT, agriculture etc, we are looking for individual consultants who are able to undertake political economy analyses and governance assessments on a short term basis.
