BACKGROUND:IRC is present in Eastern Chad since 2004, providing support to Sudanese refugees (and host communities) in 3 camps located near Hadjer Hadid & Amdjarass town, providing services in the field of Health, Reproductive Health, Nutrition, EH & Education. In addition, IRC launched a health intervention in the Bahr El Gazal region in October 2010 (following a severe drought) and another health program in May 2011 in Faya (Borkou region) to support the Chadian migrants coming back to Chad after the war in Libya. In September 2011, the IRC has implemented an emergency cholera response in Abeche town, Eastern Chad. Since April 2012, IRC has been responding to the drought in the Guera Region, through a nutrition intervention.The Supply Chain Coordinator is responsible for instituting and upholding IRC supply chain procedures in the daily support of the field operations with regards to procurement, warehousing, transport, communications, facilities management and asset management. He/She will provide technical support and overview to the Supply Chain Managers and Operations Manager(s) and will be based in N’Djamena.
He/She has a clear responsibility in defining, implementing and maintaining a Logistic Support System with Program Departments as final client for all activities.
Specific Duties:
Capacity building ? Identify (and if necessary interview) key national staff with the view to building their capacity as national Supply Chain Managers? Build the capacity of Supply Chain staff (based in Abéché, Amdjarass, Hadjer Hadid, Moussoro and Mongo) and provide technical guidance/supervision, as well as for similar positions in future field sites? In conjunction with logistics staff in Abéché, Amdjarass, Hadjer Hadid, Moussoro and Mongo, develop a staff development plan for supply chain staff? Review and recommend Logistics Department staffing levels to the Deputy Director Operations.? Interview to hire national and international staff as necessary.? Ensure all relevant staff (not just operations staff) understands IRC’s supply chain procedures/systems and their role in them.
Procurement/Purchasing
? Accountable for implementing and maintaining a procurement system adapted by the IRC Chad Supply Chain Department based on fundamental procedures from IRC global supply chain policies.? Accountable for establishing and maintaining a base of contracted and/or preferred suppliers, covering 80% of all IRC Chad procurement, including the establishment of delivery terms and price lists.? Establish a reasonable and appropriate lead-time for ordering and delivery of goods, ensuring this lead-time is followed up and achieved.? Manage tracking of all outstanding Purchase Requests (PRs) and Purchase Orders (POs), including analysis to define improvements.? Design and implement internal controls within the purchasing/procurement system of Country Office and Field Offices.? Liaise with supply chain staff in the field and follow up on outstanding POs and PRs.
Warehouse/Storage
? Perform regular checks to ensure that the commodity tracking system is adhered to by the storekeepers and perform periodic spot-checks.? Plan for and supervise quarterly stock inventories and ensure that effective stock keeping system is in place.? Assist programs to install reliable warehouse systems dedicated to programs (e.g. Pharmacy).
Transport
? Oversee management of transport fleet for IRC Chad. Ensure that vehicles are allocated to program / departments in an efficient manner in coordination with Field Coordinator(s) and the Abéché Base Manager.? Responsible for truck movements/management including respect of security protocols.? Ensure that systems are in place to account for transported goods.? Accountable for timely and regular preventive maintenance of all vehicles and generators.? Ensure the Supply Chain Managers and Base manager prepare monthly reports on Fuel Usage, Mileage and Spares Expenditures by vehicle for review, general reporting and analysis for continuous improvement.? Maintain records/authorizations for fuel usage.
Asset Management
? Ensure proper tracking of all IRC assets throughout the country.? Accountable for proper management of the assets released from storage.? Accountable for proper tracking of assets using Equipment Issue / Receipt forms.? Define and implement maintenance systems and procedures for assets, including training of staff and follow-up.? Ensure quarterly physical check of assets and submission of asset reports from Supply Chain Managers for review.
Finance/Budgeting/Programming
? Provide oversight and final review in coordination with the Deputy Director Programs for overall program budgets in regard to transport, purchasing and logistics at the field level.? Check logistical feasibility (including budget aspect) of all major program proposals, and provide pro-active logistical support in the execution of the programs.? Provide inputs for the Operating Budget.? Accountable for monitoring of operational costs, and adhere to the budgeted amounts.? Review operational costs in monthly Budget-vs-Actual reports.? Monitor invoices and review payment request vouchers.
Security
? Provide advice and support in regard to security procedures.? Define and maintain required communication network and ensure it is working efficiently, including VHF and HF radios.
Communication/Coordination
? Liaise with other NGOs and the UN agencies regarding logistics matters at the field office;? Regular conduct visits to IRC field sites to aid in the development of systems and/or to assist the maintenance of materials and personnel;? Provide initial orientation for new staff and visitors on supply chain related operations.
Job Requirements/Experience Required:
• At least five years of prior professional experience in relief/development activities related to logistics (supply and technical) and admin. • Experience supervising international and national staff and building capacity of national staff.• Proven capacity to plan, organize and conduct training for local staff. • Operational knowledge of Microsoft Office software.• Fluency in French (essential) and English required. • Experience working with multicultural teams.
Educational Requirements:
• University Degree in Supply Chain Management, Business Management or a related field.

SPECIFIC SECURITY SITUATION/HOUSING:Staff in Chad must comply with all IRC Chad security policies and procedures applicable to international staff. The position is non accompanied.
