Role:
Save the Children is looking for a creative individual for our programme in Syria who has the experience and competencies to work as an Information & Data Management Advisor (IDM). The IDM advisor will bring significant experience and fresh ideas to strengthen the response’s Information & Data Management system.

S/he will work closely with the Monitoring, Evaluation & Accountability team to effectively use programming to support all modalities of Save the Children’s response in Syria. The IDM Advisor will be responsible for the provision of appropriate, timely, well organized data. S/he must ensure that data is produced and used without compromising the safety and security of Save the Children’s beneficiaries, partners or staff.

S/he will oversee all the use program generated data to effectively and simply demonstrate the scope and progress of Save the Children and partner’s work across Syria. This will enable up-to date information to be included in donor reporting and funding proposals, and in discussions with key stakeholders.

The role is for 12 months and is based in Antakya.

Key areas of accountability

Establishing Data Management System.

* Ensure that a creative, user friendly data-management system supports Save the Children’s programme implementation in Syria.
* Exp lore the safety and appropriateness of mobile technology to support Save the Children’s data management systems, including the use of tablet technology, GIS, GPS etc.
* Ensure that any data management system produces well synthesised ‘child-friendly’ data for use with beneficiary populations if appropriate and safe to do so.

Strengthening reporting systems and data flow.
* Ensure that project teams, staff and .
* Ensure that operational research is effectively disseminated to all key stakeholders and that recommendations are translated into action points amongst programme and partner staff.
* Ensure that operational research methodology includes the meaningful participation of children, their families, and partner staff.

Technical supervision, performance management and capacity building of staff

* Ensure appropriate staffing within the IDM team.
* Provide leadership, motivation, guidance and technical support to the IDM team.
* Provide technical supervision of the field-based staff through regular contact, field visits and meetings.
* Identify training needs of staff and conduct trainings to address the capacity gaps, in collaboration with their line-manager (the field manager of their duty station) and the human resources department.

Fundraising
* Ensure that IDM resources are included in proposal development. .

Others
* Comply with all relevant Save the Children policies and procedures with respect to child safeguarding policy, health and safety, equal opportunities and oth er relevant policies.
* Contribute to ensuring that programme’s delivery happens in strict adherence to security policy and procedures.

Qualifications and Experience:
Essential

* Significant experience of establishing successful information and data management systems in complex contexts
* Education to Masters level in a relevant subject (social science) or equivalent field experience
* Significant experience of working with mobile mapping and data collection technologies.
* Demonstrable experience of competently and effectively synthesising and managing large quantities of data.
* Excellent proven communication skills, including working with multiple stakeholder groups, i ncluding children.
* Ability to work both in an advisory and a hands on implementation capacity
* Proven capacity to supervise, train and coach staff
* Ability to facilitate/conduct large technical trainings for staff
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* A high level of written and spoken English
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
* Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support

Desirable
* Language skills in Turkish or Arabic
* Experience or knowledge of working and living in relev ant regions/contexts
