Luxembourg: Monitoring experts

Lux-Development, the Luxembourg Agency for Development Cooperation (www.luxdev.lu) is in the process of revising and improving its project monitoring policy and related operational practices. It is hereby launching a call for application to recruit one or several short-term experts specialized in project monitoring (and evaluation). This process is intended to establish one or several individual framework contracts enabling the mobilisation of this expertise for regular short-term (1-2 weeks) missions over the coming year (starting in November 2013). The candidates will have to fulfil the following minimum requirements:- University degree.- 10 years experience* in the field of development assistance.- 10 years experience* in monitoring and evaluation of projects and programmes.- 7 years experience* in technical support to national administrations in developing countries or direct management of development projects.- 5 years experience* in M&E training (with, ideally, a recognized degree in training of trainers in M&E) and in writing operational M&E manuals.- Very good command (mandatory) of spoken and written French or / and English, with ideally (optional) a very good command of Spanish and / or Portuguese.(* Note that the number of years is considered a minimum but that overlapping experiences fulfilling several of these conditions are acceptable, i.e. the total number of required years can be lower than the 32 cumulative years).
