Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation and child protection and form part of an over-arching humanitarian response in the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

RESPONSIBILITIES:

The Finance-Administration Officer under the direction of the Field Coordinator, with technical management from the Finance Controller, is responsible for ensuring that the day-to-day accounting operations and financial management functions are performed in accordance with IRC’s policies and procedures, and in accordance with the Generally Accepted Accounting Principles (GAAP). The Finance-Administration Officer will also assist the Field Coordinator with operations and administrative duties in the Sanliurfa office.

MAIN TASKS AND DUTIES

Finance/Accounting• Assist in the implementation of all finance policies and procedures and ensure compliance with IRC policies and procedures. • Responsible for disbursement of cash and ensure such payments are appropriately approved and documented.
• Maintain field office cash spreadsheet. • Validate field office cash spreadsheet before sending to Antakya Finance.• Orderly filing of all finance related documents such payment vouchers, journal voucher and other finance documents.• Prepare Field office monthly cash transfer request to Antakya Finance. • Assist the Field Coordinator to coordinate with HR Antakya regarding local staff payroll including deductions of advances and other personal bills.• Assist the Financial Controller and Finance Manager to provide training and technical support to country program, logistics and administrative staff for skills improvement in the areas of accounting, reporting and internal control.• In coordination with Field Coordinator conducts weekly and month end cash count. .

Finance/Budgeting• Assist in donor budget preparation and country office operational budget at the field level.• Review funding allocations to enable proper guidance to programs and proper coding.• Provide training to program staff on finance issues.• Review monthly budget versus actual reports.

Logistics duties• Review all Purchase Orders (Pos) and Purchase Requests (PRs) for proper coding and budget adequacy before approval.• In liaison with Supply Chain department, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.

Security/Communication• Report to the finance controller/field coordinator any irregularities that occur within the IRC field office, staff compound and sites on policy and procedures

Administration• Assist with ensuring facilities and equipment are in good working order.• Make travel, accommodation, and meeting arrangements as necessary. • Take minutes of meetings.• Manage office supplies and consumables (cleaning, stationary, etc.).• Participate in the orientation for new staff.

All other duties assigned by Field Coordinator.

REQUIREMENTS

  1. University Bachelors Degree in Accounting, Commerce or Finance, or full qualification in a recognized Accounting professional body.
  2. Minimum of three years of accounting experience preferably in an international NGO
  3. Willingness and ability to travel to Syria.
  4. Fluency in Turkish and English. Knowledge of Arabic is desirable.
  5. A minimum of two year hands-on experience working with EXCEL. SUN and VISION experience is an advantage
  6. Excellent interpersonal, supervisory and organizational skills;
  7. Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.
  8. Team work skills, sense of humor is desirable.
