The role
Save the Children is a partner in the recently launched IRC-led Tat Lan Conso rtium that will implement a package of comprehensive, mutually-reinforcing interventions to improve livelihoods and food security in Rakhine State with a focus on the cross-cutting principles of integration, community-based planning, innovation, government engagement, and inclusion.

The post holder will have the overall responsibility for the successful management and implementation of Save the Children’s component of the Tat Lan project. In addition, the post holder will also be responsible to manage performance and develop capacity of senior project staff.

This is a one-year unaccompanied position based in Sittwe. Please note that due to the critical nature of this recruitment, applications will be reviewed as they are received and successful candidates contacted on an on-going basis.

Key areas of accountability:
- Responsible for the timely, efficient and effective implementation of Tat Lan and possible future other FSL p rojects in Rakhine.
- In close collaboration with the IRC Tat Lan Director and Consortium members, lead in the development of work plans, project reviews, and strategy reviews,
- Ensure implementation of project activities in accordance with the work plans and budgets.
- Oversee and cooradinate budgets and spending according to work plan and donors/Save the Children requirements and standards.
- Be the main counterpart for the IRC Tat Lan Project Director, and play a proactive role in the strategic leadership of Tat Lan with other Consortium members’ representatives.
- Responsible for the delivery of training and monitoring activities for these projects, ensuring that feedback on training materials and tools are fed back to allow for continuous improvement.
- As part of the Tat Lan management group, contribute to developing and implement the joint advocacy strategy (particularly around social protection)
- Provide supportive line management and supervision to the FSL project staff in Rakhine to ensure successful project implementation, and provide opportunities for staff development, including close collaboration and cross-learning across technical sectors.
- Ensure compliance to systems and processes for planning and reporting to Consortium and donor.
- Ensure timely supply of materials and funds to project villages.
- Ensure a gender-sensitive approach across activities.
- Work collaboratively with other teams to ensure the effective monitoring, evaluation and documentation of the programme and that any learning is built into the design of future programme work (especially as regards impact, sustainability and replicability),
- Ensure the projects meet our accountability standards and that effective accountability systems are in place.
- Ensure high quality, accessible information about the project and its achievements is available for internal and external audiences (including current donors, Save the Children Members, potential funders, etc.
- Representing SCiM when required to government, the UN and other national and international agencies, donors and bodies including media, identifying opportunities to advocate SCiM’s position and building key stakeholder relationships.

Qualifications and experience
- A minimum of 5 years’ experience implementing aid projects, including experience in a humanitarian/conflict setting.
- Demonstrated successful project management experience in a challenging context.
- Experience with integrated food security & livelihoods programming, including cash for work, infrastructure development, agriculture, aquaculture, and nutrition.
- Experience working on community-driven projects, supporting community structures and leaders to implement projects.
- Experience working with community groups in humanitarian, post-conflict, and/or recovery development context.
- Ability to work well in a team and train other staff and demonstrated experience efficiently managing a team.
- Experience and demonstrated strong knowledge of effective financial and budgetary control and of managing grants.
- Ability to analyse information critically, evaluate options and to think and plan strategically.
- Good skills in report writing.
- Excellent interpersonal, communication and presentation skills (in English).
- Ability and willingness to travel remote area as assigned
- Skilled at conducting needs assessments, project design, monitoring, and evaluation.
- Familiarity with international aid and development donor requirements preferred.
- Good understanding of humanitarian principles of humanity and neutrality.
- Demonstrated skills, experience, and knowledge of: community development; working with children and on childre n’s issues; and working in partnership with other organisations.
- Commitment to and understanding of Save the Children’s aims, values and principles.
