Contracts Manager

AusAID funded HIV Cooperation Program for Indonesia

Position based in Jakarta

 

GRM International in collaboration with the Burnet Institute is the managing contractor for the HIV Cooperation Program for Indonesia (HCPI), the largest component of the Australia Indonesia Partnership for HIV.

 

HCPI is seeking applications from suitably qualified individuals for the position of Contracts Manager. Under the direction of the Finance Director, the Contracts Manager will be responsible for:

• Effective management of all contracts with partner organisations to support partners in correct use of grant funds and related reporting
• Supervision of a contract team and the delegation of tasks accordingly
• Financial budget supervision and ensuring the cost-effectiveness and value for money of contracts.
• Implementing internal audit processes for partner grants, and working closely with external auditors in auditing the project partners in compliance with AusAID requirements;
• Preparing quarterly fund requests and estimates and review schedule of payments, and advising Finance Director regarding cash forecasting of contract funds
• Monitoring compliance by partner organisations with established procedures and identifying areas of recurrent pressure, and providing guidance on contract matters
• Developing and facilitating training in financial and contractual management and procedures to partner organisations based on needs identified.
• Ensuring that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, and interpretation to support implementation.
• Maintaining contracts database in coordination with the technical and finance teams, including contractual records and documentation such as receipt and control of all contract correspondence, partner contact information sheets, contractual changes, status reports and other documents.
• Developing standard costs for particular activities covered under the grants program;
• Organising assessment of the financial capacity of project partners to utilise funds in a transparent and effective manner;
• Ensure correct procedures are followed for contract close-out, extension or renewal.

 

Interested candidates for the position should have the following qualifications and experience:

• Tertiary Degree in Finance/Accounting with a minimum of five years experience in contract management
• Possess excellent written and verbal communication skills
• Demonstrated ability to develop and maintain effective working relationships with partner organisations
• Demonstrated ability to work under pressure and to function as a team member while also being able to work independently
• Experience in providing financial training and mentoring/coaching
• Experience in conducting financial audits
• Demonstrated strong analytical thinking and pro-activeness
• Excellent organizational and computer skills especially with spreadsheet and database
• Ability to work in English and Indonesian.
