South Sudan: GRANTS & CONTRACTS MANAGER (open for South Sudanese Nationals only)

Internews Network is an International Non Governmental Organization (NGO) whose mission is to empower local media worldwide to give people the news and information they need, the ability to connect and the means to make their voices heard. Internews in South Sudan is a USAID supported project that delivers accurate, balanced news and information to the people of South Sudan through community radio stations.

The Grants & Contracts Manager is part of the Country Finance Team and reports to the Finance Director. S/he will work closely with colleagues based in South Sudan as well as with Internews HQ in the US. This is a hybrid position for which applicants are expected to possess good knowledge of Program (50%) & Finance (50%), both.

Responsibilities and Tasks:

  • Manage of grants, contracts and sub grants.
  • Manage the update of new and existing sub-grantees/subcontractors including milestones, outputs, beneficiary numbers and any other document changes that are necessary.
  • Initiate discussions with new partners as applicable and determined by line manager.
  • Work with finance/program staff and HQ in US to complete interim and final reports for on-going projects including review, compilation and editing.
  • Ensure compliance with internal reporting requirements, including having the correct sign off for both reports and proposals from Juba and HQ.
  • Provide the logistics department with guidance on logistical requirements of new and existing contracts.
  • Organize and prepare for Grants Opening Meetings and Grants Closing Meetings.
  • Ensure that Contractors/Sub grantees get timely disbursement.
  • To actively participate in external coordination meetings for finance that exist in the country
  • Good knowledge of Budget realignment, No cost Extension, Budget codes, Budget holders, Grants based allocation of resources etc.
  • To contribute to representation and technical discussion needed for donors
  • Improve grants management systems, including support to programme management (spending and procurement plans), improving deadlines overviews, and reference material (grants factsheets).
  • Develop Contracts, Grants & subgrants database and payment / performance tracker.
  • Build capacity of local partners in reporting, financial management, and other relevant tasks.

Skills & Experience:

  • University degree in Finance / Economics / Business Management / Development Studies / Humanitarian crisis etc.
  • Excellent knowledge and practical exposure of managing independently: Grants, Contracts & Sub-grants.
  • At least 4 years of relevant working experience with an international NGO in emergency/humanitarian contexts
  • At least 4 years experience with international donor procedures (USAID, UN, EU & DFID).
  • Knowledge and practical exposure of USAID assistance award (22 CFR 226/228, A110, A122, A133, Reporting SFs & Quarterly Accrual Pipeline Report).
  • Experience of managing grants under contracts.
  • Ability to work with minimal supervision; ability to work under pressure and to respect often tight deadlines;
  • Strong analytical, training, oral and written communication, and team-building skills;
  • Ability to effectively manage a variety of internal and external relationships, including relationships with donors;
  • Excellent fluency in English (professional): writing and speaking.
  • Good management and representation competencies.
  • Prior experience with capacity building of program & finance staff
  • Proven ability to work in multi-donor short term contract situations and ability to effectively juggle priorities to meet the needs of the mission
  • Excellent influencing and negotiation skills
  • Proficiency in Excel, Financial software Quick Books and Agresso. This is preferred but not required.

Angola: Contracts and Grants Manager

PSI Angola is seeking a Contracts and Grants Consultant with proven experience and qualifications to manage PSI’s current and future contracts with USAID and other major donors including reporting requirements and subcontracts to be awarded by PSI Angola to its implementation partners.

RESPONSIBILITIES

Working under the direct supervision of the Finance Director, the Contracts and Grants Manager will:

• Review, negotiate, and manage all contracts, agreements and amendments received by PSI, identify and evaluate risks, minimize exposure and ensure compliance from inception to closeout;

• Prepare and manage sub-awards (subcontracts or grants under contract) made by PSI to subcontractors and grantees to ensure compliance and minimize risks to PSI;

• Oversee the process to provide fund advances and reimbursements to grantees and ensure contract compliance within budgets;

• Assist the Chief of Party (COP) to develop project-specific grants management plans in accordance with USAID regulations, polices/procedures and PSI guidelines;

• Provide training and orientation to the field technical staff, project management team and subcontractors for interpretation of USAID’s regulations to ensure full compliance;

• Lead financial audit procedures for subcontracts or grants under contract;

• Manage information regarding contracts, subcontracts, and grants in a reliable and accessible database/information system.

• Manage and oversee the close-out of completed projects.

QUALIFICATIONS:

• Bachelor’s Degree, with experience in project management, international development;

• Minimum of 2 years of experience in project management, preferably USAID and other major donors;

· Ability to produce compliant contract and grant guidelines for program managers in the field, and appropriate contract/subcontract and grant templates.

• Strong interpersonal communication skills;

• High level of reliability, initiative, and follow-through;

• Very strong organizational skills (multi-tasking) and high attention to detail;

• Must be an energetic and enthusiastic collaborative team player;

• Knowledge of Microsoft Word, Office, and Excel;

• Fluency in spoken and written English and Portuguese required.

Purpose of the Position

Under the general supervision of the Contracts Specialist (Nutrition), procures nutrition products in accordance with the UNICEF Rules and Regulations, including contract management and implementation. Key Expected Results

  • Compiles and analyzes historical data and forecasts of nutrition products; manage data requests internal and external to the organization relating to pharmaceutical supply; identify areas for analysis and opportunities to support the Medicines & Nutrition Centre`s projects and reporting requirements, partners and other divisions.

Qualifications of Successful Candidate

  • Academic qualifications: University degree in business administration, commerce or law or related technical field required.

Contracts Manager

AusAID funded HIV Cooperation Program for Indonesia

Position based in Jakarta

 

GRM International in collaboration with the Burnet Institute is the managing contractor for the HIV Cooperation Program for Indonesia (HCPI), the largest component of the Australia Indonesia Partnership for HIV.

 

HCPI is seeking applications from suitably qualified individuals for the position of Contracts Manager. Under the direction of the Finance Director, the Contracts Manager will be responsible for:

  • Effective management of all contracts with partner organisations to support partners in correct use of grant funds and related reporting
  • Supervision of a contract team and the delegation of tasks accordingly
  • Financial budget supervision and ensuring the cost-effectiveness and value for money of contracts.
  • Implementing internal audit processes for partner grants, and working closely with external auditors in auditing the project partners in compliance with AusAID requirements;
  • Preparing quarterly fund requests and estimates and review schedule of payments, and advising Finance Director regarding cash forecasting of contract funds
  • Monitoring compliance by partner organisations with established procedures and identifying areas of recurrent pressure, and providing guidance on contract matters
  • Developing and facilitating training in financial and contractual management and procedures to partner organisations based on needs identified.
  • Ensuring that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, and interpretation to support implementation.
  • Maintaining contracts database in coordination with the technical and finance teams, including contractual records and documentation such as receipt and control of all contract correspondence, partner contact information sheets, contractual changes, status reports and other documents.
  • Developing standard costs for particular activities covered under the grants program;
  • Organising assessment of the financial capacity of project partners to utilise funds in a transparent and effective manner;
  • Ensure correct procedures are followed for contract close-out, extension or renewal.

 

Interested candidates for the position should have the following qualifications and experience:

  • Tertiary Degree in Finance/Accounting with a minimum of five years experience in contract management
  • Possess excellent written and verbal communication skills
  • Demonstrated ability to develop and maintain effective working relationships with partner organisations
  • Demonstrated ability to work under pressure and to function as a team member while also being able to work independently
  • Experience in providing financial training and mentoring/coaching
  • Experience in conducting financial audits
  • Demonstrated strong analytical thinking and pro-activeness
  • Excellent organizational and computer skills especially with spreadsheet and database
  • Ability to work in English and Indonesian.

PURPOSE OF THE APPOINTMENT

Under the direct supervision of the Contracts Manager and overall guidance of the Chief of Contracting Centre, the incumbent will have direct responsibility for the contracting for services of a complex nature in support of Supply Division (SD) non-procurement centres service delivery, and support the designing of processes and systems for contractor’s performance management. The post holder will require advanced professional contracting for services technical knowledge and expertise in order to provide contracting for services advice and best practice guidelines to SD non procurement centres, HQs, Regional and Country Offices as well as support to the development of institutional policy and procedures and training material related to contracting for services.

DESCRIPTION OF DUTIES

  1. Responsible for the development of institutional policies and procedures on contracting for services; develops standards and tools and criteria for the evaluation of services.

  2. Provides technical advice and best practice on contracting for services to Supply Division non-procurement centers, New York and other Headquarter Divisions and Country Offices on all phases of the procurement cycle.

  3. Develops training material for Contracting for Services and conduct training activities as and when required.

  4. Analyzes and evaluates procurement requests and ensures appropriateness of Terms of References/Scope of Services.

  5. Conducts the contracting processes for services for Supply Division non-procurement centers and Business Units including Admin contracts; handles and coordinates all aspects of the contracting processes.

  6. Makes recommendations for finalization of contracting processes and award of contracts; signs procurement orders/contracts up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Review Committee for reviews and subsequent approval by the authorized official.

  7. Carries out market research through expression of interest, internet, UNGM, networks and other methods to broaden the contracting for services supplier base as and when necessary.

  8. Undertakes collaboration/partnership initiatives on procurement activities with UN Agencies and other international organizations in areas that will bring value for money to UNICEF.

  9. Provides technical advisory support to Supply Division Non Procurement Centers and COs in the administration and management of service contracts; investigates all claims & disputes arising from service contracts awards and make recommendations for corrective actions.

  10. Deputizes for the Contracts Manager Project Support Unit in her/his absence.

  11. Any other duties as may be assigned by the Contracts Manager and/or Chief of
    Contracting.

KEY END-RESULTS:

  1. Provide substantive input into the development of the professional training materials for the supply community with special focus on the contracting for services and conduct training on contracting for services.

  2. Provide technical guidance, best practice and advise on contracting for institutional contracts to County Offices, Regional Offices, and Supply Division non-procurement Centres/business units in order to promote efficient, effective and timely delivery of services.

  3. Provide technical guidance, best practice and advise on contracting for institutional contracts to New York and other Headquarter Divisions in order to promote efficient, effective and timely delivery of services.

  4. Review, update and develop Institutional policies and procedures on contracting for services in Supply Manual for review and approval by Chief of Contracting and Director, Supply Division.

  5. Effective contracting for services conducted for Supply Division non-procurement Centres and business units for institutional contracts in order to attain best overall value while maintaining overall quality of service delivery.

  6. Effective collaboration with other UN Agencies in the contracting of admin/common services contracts and maintained through better coordination, communication and networking.

QUALIFICATIONS AND COMPETENCIES

Education: Advanced university degree in Procurement, Contract/Commercial Law, Business Administration, Economics, Supply Chain Management or related field. *A first level university degree with a relevant combination of academic qualifications and 7 years of relevant professional experience may be accepted in lieu of the advanced university degree.

Work experience: Five years of relevant international professional work experience in procurement/contracting for high value, high risk and complex procurement /contracting of services. An understanding or working knowledge of the UN or a similar organization/NGO is an added advantage.

Languages: Fluency in English is required and knowledge of another UN language is an advantage.
