Project/Proposal Summary:
MSI is recruiting an IQC Manager in anticipation of various IQC contract awards. IQCs could cover broad technical areas such as peace and democracy in priority countries undergoing political or post-conflict transitions; providing training services to USAID staff worldwide; anti-corruption, transparency, and accountability; environment; local governance, and other professional services.
Position Summary:
The IQC Manager will have the authority and responsibility to administer and manage the IQC. She/he will be a liaison to USAID’s Contracting Officer (COR) and will coordinate task orders with other USAID supported programs. She/he will be part of the key personnel that will provide overall substantive, pedagogical, administrative, financial, and logistical management for the IQC. She/he will oversee task order responses and support the Technical Director on the assembling of teams composed of development professionals with specific subject matter expertise. The IQC Manager will be based at MSI headquarters in Washington, D.C.
Responsibilities:
•Manage all contractor task orders.
•Provide quality control and timeliness of all deliverables.
•Review all financial and logistical information.
•Provide and evaluate the proposed staff.
•Assist in the coordination of task orders with other USAID-supported programs and partners.
Qualifications:
•Advanced degree in such areas as international relations, political science, international development, peace/conflict studies, or a related subject.
•Demonstrated broad management and team building experience in developing countries.
•Must have five years of progressive management experience, including at least two years of direct supervision of technical and support staff, and assembling teams of experts.
•Experience managing IQCs or other complex multi-country program is preferred.
