Purpose of the Position
Under the direction of the Deputy Director - Budget Section, the incumbent will provide leadership for:-the preparation, analysis and submission of appropriate, complete, accurate, and timely financial information to support strategic decision-making on the management of the UNICEF integrated budget and utilisation of resources;-the strategic approach and management of cash assistance transferred to implementing partners, and;-the development and maintenance of the financial policies, procedures and information systems which inform and facilitate management and reporting in respect of the integrated budget, resource utilisation and cash assistance.
Key Expected Results
- Lead the preparation of periodic financial analysis and reporting on the management of the UNICEF integrated budget and utilisation of resources; analyse and interpret the information and its implications; facilitate variance and trend analysis by internal stakeholders; and communicate to senior management.
As required, manage the preparation of specific country and regional or thematic financial analysis to inform decision-making on resource allocation and utilisation.
Ensure financial analysis and reporting processes are risk-informed and ensure pro-active communication to senior management of integrated budget management and resource utilisation issues.
Provide financial information (including, for example, on implementation rates, 'pipeline management', resource utilisation), authoritative advice, recommendations and other assistance as appropriate to the advisory committees responsible for resource allocation.
- Oversee the preparation of financial analysis and reports on the integrated budget which are required for external purposes, including for the UNICEF Financial Statements, the Executive Director's Annual Report, the OECD and other stakeholders and partners.
Ensure that financial analysis and reporting is presented in compliance as appropriate with external and statutory financial reporting requirements, including IPSAS, and internal UNICEF and UN system financial reporting norms.
Oversee the strategic approach and management of cash assistance transferred to implementing partners, to ensure that UNICEF obtains assurance of performance with respect to cash assistance transferred to implementing partners.
Oversee the development and maintenance of the budget ledger, budget allotments, and commitments.
Working with the Accounts Section, oversee periodic financial closure activities.
Direct professional and support staff to record, validate, review, analyze and reconcile master and transactional data and balances relating to the budget ledger, budget allotments, and commitments.
Develop, review and update financial policies, procedures, systems and guidance, in conjunction with the senior staff of DFAM, in response to business requirements and as required to improve and promote the standards of management and reporting in respect of the integrated budget, resource utilisation and cash assistance.
Provide authoritative advice to field offices on all developments and changes within the organization regarding policies, procedures, systems and guidance for the management of the integrated budget, resource utilisation and cash assistance. Make proposals for and assist with the development of appropriate training materials and activities for HQ and field office staff involved in management of the integrated budget, resource utilisation and cash assistance regarding all such developments and changes.
Provide authoritative justification on the Budget Section's position regarding professional/technical matters related to management and reporting in respect of the integrated budget, resource utilisation and cash assistance which become the subject of audit observations. Ensure that appropriate audit recommendations on management and reporting in respect of the integrated budget, resource utilisation and cash assistance accepted by management are implemented as appropriate and included in the formulation of policies, procedures and guidance as well as in the development of newsystems.
Develop, establish and monitor work plans and review staff performance to ensure that established goals and objectives are achieved.
Qualifications of Successful Candidate
Advanced university degree in Accounting, Business Administration, Financial Management, Economics, or directly related technical field(s). Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level university degree, may be taken in lieu of an advanced university degree.
Minimum of ten (10) years of relevant work experience in an International Professional (IP) capacity in Finance, Budget, Accounting, or directly-related field is required. Previous work experience within an international organization is highly desirable. Good working knowledge of ERP systems, specifically SAP, is considered an asset.
Previous hands on experience in a supervisory/managerial capacity is required.
Fluency in English is required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset.
