The Assistance Coordination Unit, the humanitarian coordination arm of the Syrian National Coalition for Revolution and Opposition Forces, is seeking a qualified Human Resources Manager for its Administration Department. The HR Manager should provide practical, consistent, and proactive support, direction, and advice to Managers on HR procedure, policy, best practice, employment benefits, and legislation to facilitate in achieving the objectives of the Unit. S/he will be responsible, inter alia, for recruitment, benefits and compensation, career development, training, and termination. The HR manager will also develop, update, and maintain personnel policies, policy manuals and employee handbook as required.
Main Duties:- Identify staff vacancies and administer the entire recruitment process including but not limited to recruitment adverts, arranging interviews, following up on offers and contracts.- Maintain records and work closely with the relevant HR on statistical records related to hires, transfers, performance appraisals, and absenteeism rates, turnover and recruitment activities.- Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.- Perform job analysis and develop/review job descriptions for existing and newly created positions- Administer performance management processes including completion of probationary period evaluation.- Follow up on the yearly performance evaluation process with managers and staff members- Administer and organise training programs.- Develop and/or administer special projects in areas such as pay equity, and performance reviews programs .- Advise and assist management and employees to respond to employee issues and concerns by interpreting applicable HR policies and procedures and making responsible recommendations in these areas as necessary and appropriate.- Represent the organisation in meeting when needed.- Prepare relevant reports as required by management and as set out milestones of HR Work Plan and update on regular progress and initiate recommendations for appropriate measure to address underlying problems or issues.- Perform any other duties as required.
Qualifications:- At least 5 years of experience in Human Resources Management.- Advanced degree in business administration or social sciences.- Keen attention to detail and accuracy- Superior communication (orally and written), interpersonal, and teamwork skills - Ability to use sound judgment, display professionalism, and adhere to strict confidentiality standards- Ability to multi-task and meet high-pressure demands and tight deadlines- Ability to set high standards of performance; pursue aggressive goals and work hard to achieve them without close supervision- Ability to manage a diverse team, coach and lead by example - Ability to work effectively and positively with individuals of diverse cultural backgrounds- Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labour relations and negotiation, and personnel information systems- Knowledge of laws, legal codes, government regulations- Knowledge of human behaviour and performance- High analytical and problem solving skills- Knowledge of laws, legal codes and governmental regulations- Knowledge of principles and procedures for personnel, recruitment, selection, training, compensation and benefits, labour relations and negotiation, and personnel information systems- Very good command of Arabic and English (written, orally)- Excellent computer skills (esp. MS Office applications)
