Internews in South Sudan is a USAID supported project that delivers accurate, balanced news and information to the people of South Sudan through community radio stations.

The Human Resources Manager reports to the Finance Director. S/he will work closely with colleagues based in South Sudan as well as with Internews HQ in the US. The person will be responsible for supporting and advising the country program on the various HR processes and systems. This includes support and advice in setting up or enhancing Recruitment and Selection, Training and Development, employee orientation and induction, Performance Management, Compensation and Benefits and Employee Relations.

Responsibilities and Tasks:

  • Assist in development and review of sound HR policies and procedures that are compliant with Internews standards and South Sudan local labor laws.
  • Organize recruitment including placing advertisements, arranging interviews, staff inductions etc.
  • Ensure Internews adheres to government regulations on recruitment and labour relations.
  • Ensure all staff understand, sign and adhere to Internews ethics policies.
  • Maintain HR personnel files for all Internews staff.
  • Maintain the tracking system for all types of leave for all employees.
  • Maintain up-to date staffing list by program and department.
  • Maintain appropriate records and ensure confidentiality regarding personnel activities and personnel data including employment documentation, evaluations, exit interviews and other relevant information.
  • Keep up-to-date tracking sheet of all staff.
  • In conjunction with the Management contribute to development and/or review of HR policies, procedures ensuring legal compliance with the local legislation is observed.
  • Provide technical support to managers in matters related to resourcing, terminations, employee relations, grievance and disciplinary management.
  • Contribute to the development of the HR strategy.
  • Build and develop the capacity of the field HR teams within the field offices.
  • Contribute to the development of effective performance management tools and ensure performance management system is well understood by staff.
  • Collaborate with the Management in implementation of HR Initiatives in relation to reward and compensation, employee retention, gender & diversity among others.
  • Coordinate potential areas for job swapping, temporary assignments and other recruitment opportunities to enhance capacity of field HR teams.
  • Comply with and promote all Internews HR policies.
  • Collect time sheets, preparation of monthly payroll & leave accrual.
  • Assist Management in recruiting, training and terminating staff, as per the provisions of available grants.

Skills & Experience

  • At least a University Degree in Human Resources Management or equivalent.
  • Minimum 4 years relevant human resources management experience in a business or INGO.
  • Planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • In-depth knowledge of employee relations and ability to develop and maintain knowledge of South Sudan employment legislation, Personal Income Tax etc.
  • Experience in capacity building of HR teams.
  • Resourcefulness and creativity in developing the role of HR and ensuring the most effective support to line management.
  • Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi-location, teams.

Objectif du poste

Sous la dépendance hiérarchique du Directeur Pays et sous la dépendance fonctionnelle de la Technicienne de Ressources Humaines au Siège, la personne sera de son côté Responsable fonctionnelle au niveau RH des Finadmin Officers présents dans le pays.
La personne se chargera de garantir un suivi administratif correct des ressources humaines du programme humanitaire et du programme développement dans le pays et l´implantation des instruments, des procédures et des politiques de Ressources Humaines sur le terrain.

Responsabilités

Le/la Human Resources Manager aura la responsabilité à niveau RH d’une équipe expatriés et locaux basés sur la capitale et sur différentes bases des programmes de développement et d’urgence d’Oxfam Intermón (OI) au Tchad.

Ses fonctions principales seront :

  • Proposer une stratégie RH pays et adapter les politiques, procédures et outils RH aux nécessités du pays.

Objectif et Responsabilité du Poste:
Le titulaire du poste se chargera de garantir un suivi administratif correct des ressources humaines des programmes humanitaires et des programmes de développement dans le pays et l’implantation/mise en œuvre des instruments, des procédures et des politiques de Ressources Humaines sur le terrain.

Responsabilités/tâches

  1. Relations Professionnelles:
    -Formation des Admin&Fin sur le terrain pour le recrutement et le suivi des contrats du personnel local dans le pays.
    -En collaboration avec le DP, gestion de l´accueil et du briefing du personnel de la mission qui s´incorpore aux différents programmes.

  2. Sélection et Développement
    -Veiller à ce que toutes les politiques, les procédures et les instruments de sélection et de développement soient disponibles, accessibles et comprises par tout le personnel de la mission.
    -Proposer au Département de Ressources Humaines les adaptations des politiques, des procédures et des instruments de sélection et de développement selon les nécessités et les éléments spécifiques de la mission.
    -Agir comme point focal dans la procédure de l´implantation de l´Ábora: orienter le personnel de la mission sur la philosophie de l´Ábora, comment utiliser l´instrument et la procédure de l´Ábora, appuyer les managers qui doivent faire l´Ábora conjointement avec leurs équipes et réaliser le suivi de l´implantation de l´Ábora.
    -Appuyer l´organisation et la gestion des procédures de sélection de hay <9: publication des annonces, gestion des candidatures, entretiens RH, etc.
    -Vérifier/superviser les processus pour la sélection des postes de hay < 9
    -Rassembler les plans de formation du personnel local, mise en route du plan de formation, suivi et évaluation des formations.

  3. Relations professionnelles personnel local et personnel expatrié:

• Personnel local
-Appuyer le DP/HoP au niveau de la gestion des relations professionnelles du staff national d´AH et du Dvpt. Rapporter périodiquement au Technicien de Relations Professionnelles de qui il dépend à travers le système de suivi établi.
-Garantir la sécurité juridique d´Oxfam Intermón dans le pays (en collaboration avec le bureau de pays).
-Appliquer et rapporter au Technicien de Relations Professionnelles sur les politiques de Relations Professionnelles: Recrutement, Compensation, Bénéficies Sociaux, Politique Médicale, Charte de conditions, prévention des accidents de travail...
-Garantir la définition/mise en place de tout nouveau profil de poste de travail (DPT) et suivre son évaluation à Barcelone afin d´assigner le niveau salarial correspondant.
-Gérer les sorties de personnel de façon appropriée pour Oxfam Intermón.
-Assurer l’actualisation régulière du Règlement Intérieur en fonction de l’évolution du contexte juridique dans le pays et/ou des politiques internes, ceci conjointement avec le bureau de pays et socialiser son contenu avec le personnel local afin de faciliter son accomplissement.
-Dans le cas du lancement d´une mission, analyser si la politique contractuelle s´adapte aux nécessités de l´urgence et suivre les protocoles d´implantation de la fonction des relations professionnelles dans l´organisation de la situation d´urgence ou la situation du développement.
-Proposer au Technicien de Relations Professionnelles des formules correctes pour adapter la politique de compensation d´Oxfam Intermón à la réalité et le contexte de la situation d´urgence si cette politique ne s´ajuste pas à ce qui a été établi par l’organisation. Pour mettre en pratique les propositions, il faudra recueillir l´information d´autres ONGs ou d´autres agences du secteur et les vérifier en fonction du coût de la vie du pays/zone. Faire le suivi et rapporter sur l´application de la politique de compensation.
-Garantir le paiement et être à jour dans le paiement des impôts locaux, la sécurité sociale, etc.
-Établir le système de fiches de paie mensuellement et rapporter au Technicien de Relations Professionnelles sur le paiement trimestriellement pour la révision correspondante.
-Établir et appliquer le système de droit disciplinaire selon la législation du pays.
-Représenter Oxfam Intermón si les travailleurs décident d´organiser un système de représentation des travailleurs.
-Établir/appliquer les politiques d´assurance médicale selon les particularités du pays et les normes définies par l´organisation. Superviser le protocole médical pour le personnel local et rapporter à Barcelone sur toutes les incidences.
-Gérer toute incidence qui peut se produire concernant les relations professionnelles des travailleurs locaux.
-Gérer les conflits entre les travailleurs et l´organisation, et proposer des solutions.
-Garantir la santé des travailleurs en adaptant les standards de prévention d´accidents du travail au contexte du travail d´AH et du Dvpt (toujours en coordination avec le bureau de pays).
-Gérer le paquet de bénéfices pour le staff national déplacé: logement, nourriture, transport, etc.-Autoriser les acomptes sur le salaire pour le personnel local.
-Communiquer, socialiser et former sur le Code de Conduite d´Oxfam Intermón sur le terrain.
-Appuyer le DP/HoP dans la gestion et la résolution des situations de conduite inappropriée.
-Réaliser les briefings et/ou l´accueil du staff national.

• Personnel expatrié
-Gérer les visas et les permis d´arrivée/de séjour, permis de circuler du personnel expatrié.
-Gérer et contrôler les vacances/R&R.
-Réserver les vols internationaux et le suivi des vols nationaux.
-Gérer la politique du personnel expatrié sur tout aspect se rapportant à la responsabilité du HR Manager.
-Éclaircir les doutes sur la politique d´expatriation.
-Détecter les nécessités et communiquer les incidences concernant l´application de la politique des expatriés.
-Informer le Siège des progrès concernant le salaire à la fin de chaque mois.
-Gérer les visas Shengen pour les expatriés non communautaires.
-Autoriser les acomptes sur le salaire du personnel expatrié.
-Envoyer périodiquement à Barcelone la fiche actualisée de suivi du personnel local et expatrié. Informer des incidences qui peuvent se produire et qui exige une intervention pour prévenir les conflits.
-Réaliser les briefings et/ou l´accueil du personnel qui passé ou n´est pas passé par Barcelone.
-Garantir la compréhension et le respect du Code de Conduite et aider à résoudre les incidences.
-Faire le suivi des Abora du personnel et éclaircir les doutes sur l´utilisation de l´outil. Rappeler la nécessité des Abora et s´assurer qu´ils ont été envoyés aux personnes adéquates à Barcelone.

Expérience et connaissances requises:

E-learning Course on the Evaluation of Thermal Water in Water Resources Assessment:The online course “the evaluation of thermal water in water resources assessment” is developed by UNU-FLORES to assist hydrologists, hydrogeologists, geochemists and water resource managers who may not have an initial aim to develop geothermal resources in acquiring basic knowledge and skills to deal with geothermal water and estimate the sources and flowpaths, among others, in hydrological investigation. A variety of approaches have been used to examine geothermal resources, such as geophysical, hydrogeological, geochemical and isotopic approaches, but they differ in many aspects, including necessary technical skills and time and financial requirements. The course is designed to enable researchers and managers engaged in water resources assessment to evaluate thermal water with a solid technical basis and to integrate the results into the studies of water cycle. The course is to complement the evaluation of water cycle in line with the mandate of UNU-FLORES, an interdisciplinary approach to the system and fluxes of environmental resources with a goal to present management options.

The course will consist of self-learning, exercises, visual presentation of techniques, case studies, assessment, and online discussions, covering geophysical, hydrogeological, geochemical and isotopic approaches, among others. The duration of the course will be ten (10) weeks or a set of introductory and advanced courses of ten (10) weeks in total. The final format of the course will be determined in consultation with the consultant and other partners.

Responsibilities:

The main objective of the position is to develop content for the e-learning curriculum through the tasks as below. The consultant will submit a draft and final curriculum package to UNU-FLORES which contains a list of the titles of modules, a principal objective of each of the modules, and the required time, followed by modules with [a] abstract, [b] lecture note, [c] tables/figures/pictures/videos or links to these resources, [d] exercises and solutions, and [e] assessment questions and solutions, and case studies, the resources (reading, audio or visual materials) for further learning, references and sources of information, if appropriate, and a recommended format of delivery. A final curriculum package is to be prepared, incorporating necessary revisions following the initial review by the UNU-FLORES, before the final review and evaluation of the final package. The initial and/or final review of the curriculum package will be conducted with assistance by the UNU-Geothermal Training Programme (UNU-GTP), a postgraduate programme specialised in teaching and training for geothermal exploration and development, based in Reykjavík, Iceland.

Under the authority of the Director of UNU-FLORES and direct supervision of the Academic Officer - Water Resources Management, the successful candidate shall undertake the following tasks:

• Review the proposed outline, suggest any changes to improve the course and agree on the revised outline with principal objectives of modules;
• Develop the course consisting of multiple modules agreed;
• Prepare tables, figures, pictures or videos, if appropriate;
• Develop exercises and solutions;
• Develop assessment questions and solutions;
• Select case studies and develop the presentation and, if appropriate, exercises and solutions related to the cases selected;
• Compile the resources (reading, audio or visual materials) for further learning;
• Review the overall quality of the e-learning curriculum content and submit a draft curriculum package;
• Respond to comments by reviewers and incorporate necessary revisions into the draft package and submit a final version of the curriculum package;
• Perform other tasks as requested by the supervisor.

Required Qualifications and Experience:

• A PhD in hydrology, hydrogeology, geological sciences, or natural sciences or engineering related to water resources. Candidates with a Master’s degree and ten (10) years of professional work experience in a related area would also be considered. In addition, an accredited certificate related to geothermal resources would be a high advantage;
• Minimum three (3) years of professional work experience in examining geothermal resources, including the evaluation of geothermal water. The experience in the application of different approaches, including hydrogeological, geological, geochemical and isotopic techniques, etc., would be highly desirable. The experience in the evaluation of geothermal resources in developing or emerging countries is an advantage;
• Professional experience in providing education and training and developing the curriculum;
• Proven research background and written skills in areas related to hydrological processes and geothermal resources;
• Professional experience in presenting a summary of the activities and discuss with relevant parties;
• Excellent oral and written communication skills in English are required;
• Ability to work within agreed timelines.

Remuneration:

Remuneration will commensurate with qualification and experience of the successful candidate.

Duration of Contract:

The successful candidate shall work remotely under the Consultant Contract (CTC) for a fixed period of three (3) months for the above-mentioned project. No consultant shall provide services for more than twenty-four (24) months in a thirty-six (36) –month period.
The successful candidate will not hold international civil servant status nor be a “staff member” as defined in the United Nations Staff Rules and Regulations. UNU does not sponsor a working visa for this position.

Field of activityWithin the framework of EUNIDA, a grouping of EU Member State implementing agencies, GIZ International Services is managing the EU Libya Health Systems Strengthening Programme.

1) BackgroundThe Libyan health care delivery system reflects past systemic imbalances and the impact of the civil war. Weakened health services are largely deficient in their capacity to attend to the needs of the population. The increased prevalence of mental disorders and physical disabilities –a consequence of the conflict– further exacerbate the situation.The overall objective of the EU-LHSS programme is to improve efficiency, effectiveness and quality of health service delivery in Libya. The purpose of this action is to strengthen strategic planning, financing as well as management and quality of health service delivery through targeted reforms and pilot interventions.

2) The EU-LHSS programme is articulated around three result areas:

Result One Strategic Planning, Health Financing and Capacity Strengthened: National health strategy, related policies and action plans developed; health financing options identified; provider payment mechanisms reviewed; and capacity of the Ministry of Health and Health Professionals Associations strengthened at all levels.

Result Two Health Service Delivery and Quality of Health Care: Health Service Package successfully rolled out in pilot areas; options for public private partnerships identified; quality of outcomes framework and accreditation standards developed and selected quality improvements reported.

Result Three Workforce Planning, Development and Management: Recruitment and retention targets in place; pre-service and in-service training needs assessed and partially addressed through targeted training and partnerships with training institutions; curricula upgraded and standardised; licensing standards and management tools developed and rolled out in pilot areas.

3) Objectives and scope of work of the mission

3.1 General objective of the mission

The Short-Term Expertise (STE) described in these Terms of Reference is complementary to the tasks of the long-term experts and responds to a request articulated by the Working Group (WG) on Human Resources for Health and the Human Resources Directorate the Ministry of Health.

The expertise mobilised will support the Chair of the Working Group (WG) on Human Resources for Health and the Director of the Human Resources Directorate the Ministry of Health to:

  • Identify and document the HR functions that impact on the Ministry of Health irrespective of where they are currently being undertaken; and
  • Make proposals for the rationalisation and consolidation of these functions in line with international best practice

3.2 Scope of work of the mission

i) To identify and obtain broad agreement with the Director of Human Resources, Chair of the HR Working Group and the LTE about the broad scope of HR functions that might fall under the scope of an expanded Human Resource Department based at the Ministry of Healthii) To lead a discussion at the HR Working Group on the planned consultancy and to accommo-date where possible suggestions for incorporation into the list of assigned tasks and proposal
iii) To carry out interviews with all relevant staff within the Ministry of Health that undertake Human Resource functions This should include visits to districts and local hospitals to meet with their Directors and staff in HR rolesiv) To carry out interviews with all relevant staff within Government Ministries that undertake roles that impact on the Ministry of Health Human Resource functionv) To prepare a draft proposal and options to for the rationalisation and consolidation of HR func-tions in line with international best practice by the end of week 3 for the Director of the Human Resource Department of the Ministry of Health, the Chair of the Human Resource Working Group and the LTE for Human Resources. Account should be taken of international best prac-tice as well as supporting the scope for devolution to Districts and Hospitals of those parts of the HR function that are appropriate in the Libyan Health setting. The draft report should indicate a practical timeframe for this change to be achieved and a proposed organogram for both the central and district levels. Suggestions on the flow of HR information from District to Central level should also be incorporated. The draft report to be presented at a meeting of the HR Working Group for members’ feedback.vi) To help organise and present at a Workshop outlining a menu of options and proposals for a comprehensive HR function within the Ministry of Healthvii) To draft a Final Report before the end of week 4 and the end of the mission incorporating com-ments from the Workshop

3.3 Expected results and deliverables

  • Proposal for the rationalisation and consolidation of HR functions drafted including a timeframe for the roll out of implementation
  • Consultative Workshop of Stakeholders organised
  • Feedback solicited and integrated into the proposal
  • Final report prepared

4) Management of the mission

4.1 Work Language

The work language is English. Some documents may however be in Arabic

4.2 Responsibilities

The expert will report directly to the Director of the Human Resource Department of the Ministry of Health and the Chair of the Human Resource Working Group. The expert will also ensure close con-sultation with the LTE for Human Resources.

The first day there will be a full briefing from the LTE, GIZ support team and introductions to key indi-viduals within the Ministry. The remainder of the first three weeks will be occupied by interviews and review of relevant documents.

The role of the LTE in support of this mission will be as follows:

  • Provide background papers on the Human Resource position in Health in Libya in advance of the mission
  • Arrange a comprehensive induction for the expert
  • Prepare a short explanation of the purpose in mission in English and Arabic to be included in a letter of authorisation from the Human Resources Director of the Ministry of Health
  • Facilitate a programme and a series of appointments and interviews

4.3 Timetable

The duration of the mission will be of 21 man days and is expected to take place by 31 December 2013.

It is planned that the Short Term Expert (STE) in Human Resources Functions of the Ministry of Health will be mobilised concurrently with another Short Term Expert for Workforce Planning so as to avoid duplication of interviews with key Heads of Department. There may be follow-up missions identified according to the results of the STE’s.

  • Prior to the conclusion of the third week following the arrival of the expert in country, the Short Term Expert should be in a position to present and discuss a first draft of his/her report and submit it to the Director of the Human Resource Department of the Ministry of Health, the Chair of the Human Resource Working Group and the LTE for Human Resources
  • At least three days prior to the end of the mission the expert shall deliver a final report, which should have incorporated feedback from the Director of the Human Resource Department of the Ministry of Health, the Chair of the Human Resource Working Group and the LTE for Human Re-sources
  • At the beginning of the fourth week a workshop should be held either jointly or separately with one planned for Workforce Analysis to present the report

4.4 Location of the mission

The location of the mission is Tripoli, Libya.

5) The Expertise required

5.1 Number of experts and working days

STE Expert: up to 21 working days

Experts are permitted to work 6 days a week with 1 day (unpaid) off.

5.2 Profile of the Expert

Experience

  • A minimum of 10 years progressively responsible professional work experience across various human resource disciplines of which 3 years should be in middle-income countries
  • Experience with health sector policy led approaches to human resource development desirable
  • Capacity to participate in consultative activities and experience in dealing with senior Government and/or private sector officials
  • Proven experience in integrating best practices in workforce management into national HRM system
  • Previous experience in reviewing HR functions in a local context essential and in a national context desirable
  • Has received training in gender and development

Qualifications

  • Advanced degree in either Human Resources Management (HRM), Health Care Management (HCM), Business Administration (MBA), Public Health (MPH) or an equivalent health related professional qualification
  • Recognised expertise and technical achievement in HRM and leadership development
  • Knowledge of best practices in HRM
  • Knowledge of the Libyan health care landscape at national and local level desirable
  • Regional experience in the Middle East and North Africa desirable
  • Fluent in English and knowledge of Arabic an asset

6) Reports

6.1 Format and contents

The report should specifically address subheadings i) – vii) outlined under section 3.2 and the General Objectives as outlined under section 3.1.

The report shall also summarise the main activities implemented, potential constraints encountered, the measures taken or to be taken (by the expert, the programme or the Ministry of Health) to ensure the achievement of the objectives and the expected results. Further, the report shall deliver an analy-sis of potential gaps with regards to the expected results as well as recommendations for the imple-mentation of the EU-LHSS programme.

6.2 Delivery and approval of reports

The first and final draft reports will be delivered electronically. All documents delivered by the expert shall receive prior approval by the Director of the Human Resource Department of the Ministry of Health, the Chair of the Human Resource Working Group and the LTE for Human Resources working in close consultation with members of the Working Group on Human Resources for Health. The Final Report will be delivered electronically to the LTE for onward transmission to the members of the Hu-man Resource Working Group.
