SCOPE OF ROLE: Reports to: Country Director, with technical line to the Regional HR managerDimensions: Save the Children works in over 50 districts in Pakistan with a current staff complement of approximately 2,000 staff and current expenditure of approximately $50 million each year.Staff directly reporting to this post: five direct reports

KEY AREAS OF ACCOUNTABILITY:

As a member of the Senior Management Team, contribute to:

• The overall leadership and direction of Save the Children in Pakistan• Supporting and leading Country Office staff in relation to all HR and OD issues, ensuring compliance with approved policies and procedures• Supporting the development of an organisational culture that reflects our values, promotes accountability and high performance and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors• Focal point for Child Sexual Exploitation and Abuse complaints

Implementation of Policies and Procedures

• Interpret review and maintain policies and procedures and recommend changes as required• Provide advice and support to managers and staff on interpretation and application of policies and procedures and on other HR related matters• Develop HR practices and processes aligned with the organisation’s overall strategy and to meet the evolving needs of the organisation

Organisational Development

• Advise the SMT on the culture and structural development of the organisation • Act as a change agent providing the support mechanism to the management helping them implement major changes to the operations of the organisation

Recruitment, Retention and Succession

• Monitor and evaluate recruitment and placement related activities of the field offices while ensuring adherence to policies and procedures and recommend changes, corrections or improvements were necessary• Design and implement Compensation and Performance Management systems and advise staff and management on related matter• Ensure organisational staffing needs are met according to agency and country office guidelines• Develop Career Path and Staff Development initiatives for enhancing staff effectiveness and retention• Provide inputs to salary surveys assessing the labour market in country to establish salaries and related allowances of locally recruited staff• Develop and implement organisation’s performance management and appraisal system• Manage future job analysis and preparation of Job Description/Specifications• Conduct work flow and information flow analysis leading to workforce planning for both program and support client functions• Conduct periodic job evaluations to ensure correct grading of country program roles and posts• Provide input for development and design of HRIS to meet country program current and future HR needs

Performance Management and other Capacity Issues

• Monitor and advise on disciplinary matters in accordance with established policies and procedures• Mediate conflict, grievances and harassment cases• Conduct HR audit to assess departmental capacity and advise management accordingly• Mentor and appraise HR Department staff in all locations• Develop the leadership talent and the careers of high potential staff in strategically important positions for succession planning
