The Assistance Coordination Unit, the humanitarian coordination arm of the Syrian National Coalition for Revolution and Opposition Forces, is seeking a qualified Budget Officer for its Administration Department.
Main Duties: - Interpret budget directives and establish policies for carrying out directives.- Compile and analyze accounting records and other data to determine the financial resources required to implement a program.- Testify before examining and fund-granting authorities, clarifying and promoting the proposed budgets.- Analyze monthly department budgeting and accounting reports to maintain expenditure controls.- Direct the preparation of regular and special budget reports.- Consult with managers to ensure that budget adjustments are made in accordance with program changes.- Summarize budgets and submit recommendations for the approval or disapproval of funds requests.- Seek new ways to improve efficiency.- Review operating budgets to analyze trends affecting budget needs.- Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.- Perform cost-benefits analyses to compare operating programs, review financial requests, and explore alternative financing methods.- Match appropriations for specific programs with appropriations for broader programs, including items for emergency funds.- Provide advice and technical assistance with cost analysis, fiscal allocation, and budget preparation.
Qualifications:- Minimum of 5 years experience in Auditing.- Bachelors Degree in Accounting, a master degree is preferable.- Superior communication (orally and written), interpersonal, and teamwork skills. - Ability to be updated with all new financial systems.- Ability to use sound judgment, display professionalism, and adhere to strict confidentiality standards.- Ability to multi-task and meet high-pressure demands and tight deadlines.- Ability to set high standards of performance; pursue aggressive goals and work hard to achieve them without close supervision.- Ability to manage a diverse team, coach and lead by example.- Ability to work effectively and positively with individuals of diverse cultural backgrounds.- High analytical and problem solving skills.- Very good command of Arabic and English (written, orally).- Excellent computer skills (esp. MS Office applications).
