DUTIES AND RESPONSIBILITIES

ORG .SETTING AND REPORTING

The post is located in the Human Resources Section of the Administrative Services Branch, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), OCHA Office in Geneva. The incumbent will directly report to the Chief of the HR Section.

RESPONSIBILITIES

Under the overall supervision of the Chief of the Human Resources Unit (the HRU), the incumbent will carry out the following duties and responsibilities:

In terms of Administration of Entitlement will certify Personnel Actions related to modification of post incumbency, contract extension, actions related to family status, change of personal data and so forth; provides advice to managers and individual staff members on interpretation and application of staff regulations and rules; reviews and prepares advice to the Chief of the HRU, regarding exceptions to Rules and Regulations; provides advice to managers of branches and individual staff membersof salary and related benefit, travel and social security entitlements; reviews and recommends to the Chief of the HRU benefits and entitlements for staff on the basis of contractual status; reviews policies and procedures and recommend to the Chief of HRU changes as required; reviews and recommend level of remuneration for consultants.

In terms of Staff Development and Career Support will actively participate in the preparation of inter-departmental policy documentation relating to the linkage of Performance Appraisal System (PAS) and career development; the incumbent will also advice and counsel staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements; upholds the highest standard of staff welfare related practices.

In terms of Recruitment and Placement the incumbent ensures that the directives of the General Assembly (GA) and the instructions of the Secretary-General are followed; provides guidance, through the Chief of the HRU, to managers of branches and field-based offices in the interpretation of Staff Rules and Regulations, written operational policies and guidelines and GA resolutions; identifies upcoming vacancies in coordination with branches and field-based offices; prepares statistics and reports on recruitment; within the limits of delegated authority, supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative actions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts; reviews branch's requests for short-term and/or emergency appointment.

COMPETENCIES

PROFESSIONALISM: Ability to conduct independent research and analysis, identify and address key issues, and recommend suitable solutions; Familiarity with OCHA's mandate and its activities as well as with its field-based operations in terms of administration and recruitment procedures; very good knowledge of IMIS; good knowledge of the Inspira system and its applicability; Familiarity with the UN Staff Rules and Regulations as well as with its Policies and Procedures; Ability to interpret Staff Rules and Regulations and their applicability in the practice. Familiarity with the UN common system, its human resources policies, procedures, practices, regulations, and rules is desirable; a very good knowledge of word processing software and Internet applications is also desirable.

PLANNING AND ORGANIZING: Ability to set clear priorities and be consistent with agreed strategies; ability to monitor and adjust plans and actions as required as well as foresee risks and allocate appropriate amount of time and resources for completing work.

CLIENT ORIENTATION: Ability to establish and maintain productive partnerships with clients as well as identify clients' needs and match them to appropriate solutions; capacity to closely monitor ongoing developments in order to keep clients informed of progress or setbacks in projects and to strive to meet timelines for delivery of services to clients.

COMMUNICATION: Ability to speak clearly and effectively to colleagues as well as clients; ability to listen to others while discussing complex issues and advocate for two-way communication.

QUALIFICATIONS

Education: Advanced university degree (Master's degree or equivalent) in Public or Business Administration, Human Resources Management, Law, Social Sciences, Education. A combination of relevant academic background (at least a first level university degree i. e. Bachelor's degree or equivalent degree) and an extensive professional experience in a related area may be accepted in lieu of advanced university degree.

Experience: At least five (5) years of progressively responsible professional experience in Public or Business Administration, Human Resources Management, or related area. At least two (2) years of relevant professional experience at the international level is required. Hands on experience in IMIS is also required.

Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency (both verbal and written) in English is required. Working knowledge of French would be an asset.
