BackgroundWomen and girls in South Sudan experience profound suffering during episodes of violence and displacement. Prolonged nature of the conflict in South Sudan, the collapse of infrastructure and governance structures, has also increased the vulnerability of women and girls in particular to sexual violence throughout the Region. The few gender-based violence (GBV) studies carried out in South Sudan though limited in terms of sample, size and statistical analysis, have shown evidence of extensive manifestations of and motivations behind sexual violence in conflict-affected settings. While war may be understood as a contributing factor, it is important to note that all these manifestations of GBV are essentially based on long-standing attitudes and behaviours that sustain and reinforce GBV, whether in times of peace or war. Positive norms that don’t condone violence and respect for girls and women have been weakened in the context of war that has broken down systems of social reward and punishments that uphold them, and South Sudan is not exceptional.
Increased international attention has been accorded to the global problem of sexual violence in conflict over the past fifteen years; unfortunately, the ethical, safety and logistical challenges of data collection have made it difficult to study the problem in a comprehensive and comparable way within and across conflict-affected settings. It is, therefore, important that South Sudan conducts research on social norms which are believed to be contributing to sexual violence against women and girls in South Sudan. Also during conflicts, many structures are broken down, leading to limited accessibility and availability of response services to survivors. This project therefore, will use a community based approach to prevent and respond to sexual violence against women and girls.
JustificationAfter spending 5 months discussing partnership with an international NGO to implement the Social Norms and Community Based Care project on prevention and response to sexual violence against women and girls, the international NGO declined to enter partnership with UNICEF for the implementation of this project. The INGO informed UNICEF that they had lost their funding for GBV in Central Equatoria and hence will not be able to cover the project supports costs. As such UNICEF South Sudan was forced to identify other implementing partners for the project and since a couple of the international NGO were not very keep to take on the project and UNICEF decided to identify two local NGOs: Voice for Change (VFC) in CES and The Organization for Children Harmony (TOCH) in Warrap State to implement the project. The project is being piloted in South Sudan and Somalia but has global dimensions as the outcome will be used to develop a global social norm project on GBV and so there is great emphasis on quality. Hence the urgent need to provide additional technical assistance to the implementing partners as social norms in GBV prevention and response is a new programming area for the IPs. Secondly, the implementation of the project is six months late because of the delay in identification of IP, it is now imperative that the we fast track some of the research so that South Sudan can catch up with Somalia using the timetable for the research set up for both countries by the John Hopkins University who are leading the research component of the project. The IPs will need substantive support, mentoring and on the job and on the site monitoring of the implementing partners as well as research assistants. The consultant will also help fast track the capacity development of the staff of the two organizations who are very new to social norms in GBV programming; so that within the next four months the two IP staff are able to catch up with the time sensitive implementation of the project. The international consultant is expected to provide on the job, on the site practical support to the two IPs while the newly recruited GBV Specialist will provide strategic direction to the project t and ensure achievement of the desired project outcomes according to the set timeframe.
Specific Tasks• Build the capacity of research teams in South Sudan (Yei and Gogrial) to ensure proper understanding of the project tools, their timely and efficient implementation and overall understanding of the project objectives and outcomes;• Assist the two implementing partners to conduct the Psychometric research for the project in September and to conduct the baseline research on social norms in November/December;• In collaboration with project coordinators, identify training needs, adopt training materials, design and organize training sessions on specific topics related to the project research and interventions;• Provide technical support to NGOs for the project implementation of the Social Norms project and ensure the utilization of standard tools and methodologies developed by HQ for this project;• To ensure active collaboration, information sharing and joint meetings between the programme, local authorities and other stakeholders to identify and strengthen support for project activities; • To assist the GBV specialist in coordination and meetings with the internal and external advisory teams;• Support the IP to fulfill all donors reporting requirements; ensure the timely preparation and submission of narrative reports. Expected Deliverables• Monthly progress reports;• Specific reports on the Psychometric research and the baseline research;• Monthly updates on progress being made on DCT liquidation;• Reports of training events conducted during in a given period and• End of consultancy report
Reporting and supervisionThe Consultant will report to the GBV Specialist
Expected background (Qualifications & Experience)• Advanced University Degree in Social Sciences, public health, community health, international relations, international law, human rights or related field;
• Prior training and direct programming experience in GBV issues and their application in international humanitarian or development settings;• At least 5 years relevant practical experience in GBV• Prior training and direct programming in social norms and community development;• Training/experience in community/public health is added advantage;• Experience in research; and • Familiarity with social norm changes approaches• Experience in working emergency and post emergency situations • Fluency in English (spoken and written)• Good computer skills• Experience in building successful relationships with government counterparts, UN agencies and other relevant partners• Ability to cope with hardship conditions and working in n a multi-cultural environment• South Sudan Specific GBV programming experience is an added advantage.
