Finance and Administration Coordinator – Somalia
The Finance and Administration Coordinator for Somalia shall support the financial and administrative aspects of FCA operations in Somalia, integrating them with systems in the East and Southern Africa Regional Office in Nairobi, Kenya. This position is based in Somaliland, Hargesia. Additionally s/he can be requested to visit and support other FCA offices in Africa if necessary. The incumbent reports to the Somalia Country Representative and the Regional Finance Manager.
Duties and responsibilities:
Quality and control of FCA’s financial management
• Ensure adequate & clear financial management guidelines are available to Somalia Country Office (SOCO) and followed by the staff and implementing partners.
• Ensure compliance with donor guidelines in the allocation of costs and management of funds.
• Ensure financial proper records maintenance.
• Train SOCO staff on FCA accounting control procedures and oversee the implementation of the same by the field staff.
• Support annual external audit.
• Ensure compliance with FCA procurement guidelines.
• Maintain a system for high quality verification of expenditures and supporting documentation.
• Maintain a system for allocating and monitoring expenses that are part of co funded projects
Timely financial reporting
• Ensure aaccurate compilation of financial information and the subsequent posting into QuickBooks
• Prepare timely, monthly and quarterly financial reports as needed and submit them within set deadlines to the Somalia Country Rep and Regional office.
• Prepare and update budget forecasts and cash flow projections on quarterly basis.
• Prepare timely accurate donor reporting within set donor requirements and deadlines.
• Ensure compliance with relevant laws and regulations and integrity of financial data.
Capacity Building in financial management and administration of FCA representations and partners
• Provide training and support to staff/ partners in the areas of financial management and general administration.
• Work closely with programme staff assisting them interpret the financial reports and monitor budgets.
• Able to participate in partners financial capacity assessments.
Budgets and other financial plans.
• Ensure adequate and timely budget monitoring and advise management staff or budget holders accordingly.
• Contribute significantly to the formulation of annual budgets.
• Participate actively in proposal writings by supporting in formulating donor funded forecasts.
• Support in reviewing partners budgets proposals before funding.
General Administration
• Ensure smooth running of the office.
• Ensure FCA complies with the host country legal requirements.
• Ensure that all legally binding documentation is filed systematically.
• Ensure backups and data safety is implemented and maintained
Competence and Personal Requirements:
• Bachelor’s Degree in Business Administration or equivalent; Master's degree is preferable.
• Fully qualified CPA, ACCA.
• Relevant working experience in humanitarian context for over at least 3 years in finance management, budgeting, monitoring expenditure, donor compliance, verification of documentation.
• Strong analytical skills with attention to details and deadlines.
• Excellent computer skills and hands on experience in relevant computerized accounting packages.
• Strong communication and interpersonal skills.
• Willingness to travel and spend prolonged periods of time in the field and in remote areas.
• Able to work under pressure with minimal supervision, and with culturally diverse team.
• Previous and similar work experience with other INGOs in Somalia is an advantage.
