Objectives of the role:
The Team Leader will support the EU delegation, Punjab stakeholders and the technical assistance team in achieving the overall objective and purpose of the Access to Justice project. In particular, the team leader will lead the technical assistance team in assisting, supporting and building the capacities of Punjab government, judiciary, legal community and civil society to improve the delivery of fair and effective justice at both provincial and district level in Punjab. The Team Leader is responsible for the overall programme coordination and execution, including (but not limited to) supervision of professional staff, establishment and review of programmatic and budgetary priorities, submission of required plans and reports, and communication and coordination with all stakeholders. The Team Leader will also assist the EC Delegation in tasks related to the facilitation of donor coordination as well as in tasks related to the PSC.

Length of the project: 36 months
Start Date: January 2014

Qualifications and Skills:

• Postgraduate degree in social and/or political sciences, public and/or business administration, law or related discipline or equivalent experience of at least 20 years.

• Excellent leadership, management, communication (written and oral) and networking skills

• Ability to work at senior as well as community level

• Proficiency in written and oral English language. Knowledge of Urdu is an advantage

General Professional Experience:

• At least 10 years’ professional experience in the field of development work related to public administration, good governance, institutional and civil society capacity building, legal and judicial development, including five years of management experience. Prior experience of a combination of all these areas is an advantage

• Proven experience in project management, including the design, budget preparation, implementation and monitoring of projects and programmes, preferably in legal and/or judicial reform. Experience as a project leader

• Proven experience with an international donor-funded programme

• Proven professional experience in working in a multi-donor context

• Experience in EU funded cooperation projects in an advantage

• International experience, including experience in South Asia

• Experience with EU procedures is an advantage

Specific Professional Experience:

• Proven experience in managing large scale training programmes, preferably related to the justice sector.

• Good knowledge of and working experience in legal and judicial reforms in developing countries, including provision of technical assistance. Experience in South Asia is an advantage

• Proven ability to provide institutional support to public administrations in matters pertaining to legal, judicial and regulatory frameworks in developing countries

• Understanding of Common Law and/or Islamic Law legal and judicial systems is an advantage
