Objectives of the role:
The Senior Judicial Expert will lead the strategic formulation and implementation of activities such as; the provision of advice to the Lahore High Court, Punjab district judiciary and Punjab Criminal Prosecution Services. Other responsibilities with include; reviewing current case and court management procedures and processes, advising on the development of improved case and court management systems for both institutions and on its implementation at provincial level and in selected pilot district, the development case/court management bench books, the organisation of judicial training and seminars, advising research unit on review and analysis of produced data, on policy development and on reporting.

Length of the project: 36 months

Start Date: January 2014

Qualifications and Skills:

• Postgraduate degree in law, public administration or business administration is preferred or equivalent experience of 20 years

• Excellent management, communication (written and oral) and coordination skills

• Ability to work at senior as well and community level

• Proficiency in written and oral English. Proficiency in Urdu is an advantage

General Professional Experience:

• At least 10 years of experience in legal and/or judicial work, including leading administrative/management position

• Experience in developing countries and common law countries. Prior experience in South Asia is an advantage

• Experience in EU funded cooperation projects is an advantage

• International experience. Experience in South Asia is an advantage

Specific Professional Experience:

• Extensive experience in office organisation and policy and processes formulation as well as in the implementation of institutional reform/good governance programmes for difference categories of legal and judicial professionals, as a director of a legal and/or judicial institution, team leader or as senior consultant of legal/judicial management reform process

• At least 3 year technical assistance experience in reform processes of the management and organisational structure of governmental institutions

• Good experience in case and court management

• Experience in legal and/or judicial affairs analysis, case law review and report writing

• Good knowledge of Common Law legal and judicial systems. Knowledge of Islamic Law is an advantage
