Objectives of the role:
The Legal Aid Expert will guide the provision of assistance and advisory work for the development of paralegals, the establishment of legal aid centres at community level, the development of legal textbooks and of training for lawyers as well as the improvement of provision of legal aid through district legal empowerment committees.
Length of the project: 36 months
Start Date: January 2014
Qualifications and Skills:
• Postgraduate degree in law, in social and/or political sciences, public administration or related discipline or equivalent experience of at least 20 years
• Excellent leadership, management, communication (written and oral) and networking skills
• Ability to work at senior as well as community level
• Proficiency in written and oral English and Urdu language skills
General Professional Experience:
• At least 10 years’ professional experience in the field of development work related to legal and judicial development, legal assistance to communities, institutional and civil society capacity building. Prior experience of a combination of all these areas is an advantage
• Proven experience in project management, including in the design, budgeting, implementation, and monitoring of projects and programmes, preferably in legal and/or judicial reforms
• International experience as well as working experience in Pakistan
• Experience with EU procedures is an advantage
Specific Professional Experience:
• Proven experience in managing large scale training programmes, preferably related to the justice sector
• Good knowledge of and working experience in legal reform in developing countries. Experience in South Asia is an advantage
• Experience in institutional support to public administrations and in matters pertaining to legal and regulatory frameworks in developing countries
• Experience in engaging with and supporting the development of community services through civil society organisations
• Good knowledge of legal aid issues and mechanisms
• Good knowledge of Common Law legal and judicial system. Knowledge of Islamic Law is an advantage
• Good familiarity with gender and human rights standards and concepts
