TERMS OF REFERENCE FOR CONSULTANCY: Expert for the realisation of a manual to be used in career work with children and youth.
Field: Technical Vocational Education and Training (TVET)
COOPI is currently implementing a project in East Jerusalem with the specific objective to improve the professional skills of the youth workforce in East Jerusalem, thereby enabling youngsters to take advantages and opportunities in the labour market.
Three main components characterise the action:
· Career awareness among primary and secondary school students, teachers, CBOs youth leaders, etc.
· Collaboration between Vocational Training Centres and Industry,
· Upgrading of vocational training courses.
Among the different activities, the project aims at publishing a manual on career guidance best practices. COOPI is therefore seeking a consultant with solid experience in the field of career guidance to collect, identify and compare existing tools and methodologies available at local level (developed by COOPI as well as by other international and local actors) and develop a guide on best practices, as a tool to be distributed to educators of schools and Institutions and community centers to be used as ground- manual for primary and secondary school children orientation.
Purpose and objectives
Under the guidance and supervision of the Project Manager and in collaboration with the different actors of the project, in accordance with the guidelines of the Palestinian Ministry of Education (MoE), the consultant will:
Ø Collect, identify and thoroughly revise existing tools and methodologies, with the purpose to showcase the diversity of approaches already in place,
Ø Taking into consideration the country context and, under the guidance of the Palestinian MoE, the local real needs, develop and edit a practical handbook-guide to be used by educators of schools, Institutions and CBOs as ground-manual for primary and secondary school children orientation.
Specific activities include
• work closely with the COOPI Project Manager, local Project Officer and Community Workers, to agree on how best to use and orient the existing resources and then structure and adjust-based the manual for field use.
• make a brief introduction of the local context and of what career education and guidance is
• if needed, add suggestions of participatory learning exercises, games and methods, to effectively communicate key points, ensuring consistency throughout sessions
• edit content and add useful key resources per topic, with weblinks/urls where appropriate and possible
• submit to COOPI a final completely revised, edited and structured handbook-guide, as per agreements reached with COOPI staff through the process,
• if requested, give suggestions for development of further tools.
Methodology and Technical Approach
The consultant will liaise closely with the Project Manager, the local staff and partners throughout the assignment. The PM will tailor the edits, restructuring and additions to reflect discussions and agreements reached with the COOPI staff involved.
Required Background and Experience
• Degree in Education, Counseling, International Development, or related field.
• At least 8 years of solid experience in non-formal education and vocational education and training
• Sound knowledge of the Middle-East region.
• Demonstrated experience producing and editing English language resources for use in international development, non-formal education and vocational education and training contexts.
• Proven strong editorial and written skills.
• Strong inter-personal and communication skills.
•Willingness to work closely with COOPI staff and to revise documents on the basis of critical feedback.
• Experience adapting resources for use in particular social and cultural contexts, to meet the needs of particular audiences.
• Knowledge of current Palestinian context desirable.
• Knowledge of Arab language, written and spoken, is a must.
Conditions of work
§ The consultant is expected to work largely from COOPI office in East Jerusalem with frequent movement on field.
§ A working week is defined as 5 working days.
