Under the direct supervision of the Head of Office ; the functional supervision of the Senior Finance and Admin Officer in the Regional Office for Near East and North Africa (RNE), and in close consultation with the Operations Officer, the incumbent will carry out an assignment as International consultant to support for the overall management of the administrative and financial functions of the FAO Programme. In particular the incumbent will:
- support the day-to-day work and organize the team tasks for administration and finance in accordance with FAO rules and regulations; this includes the management of the HR, Finance, IT, Logistics and Procurement units;
- support the effective functioning of the FAO Coordination Office in Jerusalem and sub offices in Gaza City and Ramallah by enhancing the provision of the full range of administrative, financial and logistic support; including, but not limited to, recruitment of staff, preparation of contracts, management of infrastructures, procurement of inputs and equipment, etc. related to the implementation of the FAO programme;
- oversee Global Resource Management System (GRMS) actions ensuring that the expenditures are justified in accordance with the relevant provisions of the given financial authorizations;
- ensure that all administrative and financial forms, and supporting documentation are duly completed as per FAO rules and regulations;
- be responsible for the maintenance and operation of the petty cash account in accordance with the FAO financial policies and procedures;
- ensure that assets procured through the programme funding are properly registered, insured, handed over to end beneficiaries, used, maintained and safeguarded, and approved reports are timely and regularly forwarded to FAO headquarters;
- constantly review administrative and financial arrangements to identify opportunities for improvements and streamlining of procedures to effectively support project activities and identify the level of resources (staff and system support) required to process transactions and meet all accounting and reporting requirements;
- support timely submission of financial progress and final reports for the FAO WBGS Programme, and prepare expenditure forecasts and analysis of budgetary performance of the WBGS project portfolio;
- assist Project Managers by periodically revising the financial status of the projects and alert them on impending under/over expenditures;
- liaise with UNDP Programme of Assistance to Palestinian People (PAPP) on protocol/administrative matters including issuance of visas, UN ID cards, lease agreements and preparation of local service contracts;
- perform all travel and related arrangements for incoming missions, including security clearances, the provision of visas, flight and hotel bookings for duty travel within and outside of Israel, West Bank and Gaza Strip; and
- perform other duties as required by the supervisor.
DUTY STATION: Jerusalem with constant travel to West Bank and Gaza Strip

MINIMUM REQUIREMENTSCandidates should meet the following:(i) University degree in economics, finance, administration, or other FAO related programme discipline;(ii) Five years of relevant experience and technical work in the sectors of administration and finance, including experience in developing countries and with emergency operations at field level;(iii) Working knowledge of English, and desirable knowledge of Arabic.
SELECTION CRITERIACandidates will be assessed against the following: ? Extent of experience in emergency relief and rehabilitation operations, particularly in the food security and agriculture sector and in interagency coordination;? Demonstrated ability to analyse complex emergency situations;? Extent of familiarity with the field programme of the UN or other agencies active in emergency assistance within the agricultural sector;? Demonstrated communication skills in English, both orally and in writing; Knowledge of Arabic would be an asset.? Demonstrated ability to work in a team, and interpersonal skills;• Extent of familiarity with the geographical region.
