Call for Proposals for Consultant to Organise NRC Conference in Brussels on 22 November 2013

  1. BACKGROUND

The Norwegian Refugee Council (NRC) re-established its presence in the occupied Palestinian territory (oPt) in January 2009 and is mainly developing programme activities in the sectors of shelter, education and the provision of information, counselling and legal assistance (ICLA). The long term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt.

In the 20 years since the signing of the Oslo Accords between the Government of Israel and the Palestine Liberation Organization, the framework established under the Accords has become an obstacle to ensuring the fundamental rights of Palestinians, and increased the fragmentation of the oPt, with far-reaching consequences for the civilian population in the West Bank and Gaza. Norwegian Refugee Council plans to host an international conference in Brussels on November 22, 2013, bringing together policy-makers, diplomats, EU and UN representatives, academics, humanitarian professionals and Israeli and Palestinian civil society for a multifaceted discussion linking policy and practitioner expertise.

The conference will be an opportunity for the international community, and Europe in particular—as both a major aid provider and key political player—to take stock of the impact of the Oslo Accords on the humanitarian situation in Palestine, reflect on their own responsibility as stakeholders operating on the ground, and debate practical recommendations for addressing and mitigating the humanitarian situation.

  1. OBJECTIVES

The overall results to be achieved by the consultant/s are as follows:

?A well organized, smoothly-running one-day conference fostering debate of the humanitarian implications of the Oslo Accords framework and discussing policy responses.
?Event summary briefing paper or other summary as needed.

The consultant will be tasked with providing substantive input on the conference plan and implementing NRC’s guidance on key themes to be discussed by speakers, while ensuring that all relevant stakeholders are consulted. We are looking for a highly organized individual able to handle project management and important relationships with finesse.

The Consultant/s responsibilities and duties are as follows:

Project management tasks:
• Manage conference budget and track expenses
• Coordinate feedback from various NRC offices
• Liaise and coordinate with conference co-sponsors and other partners

Substantive input:
• Provide input, under NRC supervision, in identifying conference speakers
• Liaise with, provide topical guidance, and manage relationships with speakers
• Edit and coordinate event summary or other products
• Write and produce other documents as needed

Administrative tasks:
• Prepare, disseminate and follow up on high level speaker invitations
• Book flights, hotels, travel and logistics for speakers
• Draft conference save-the-date and general audience invitations
• Attend conference and provide administrative and logistical support to speakers during the conference
• Produce logistics package for participants

  1. LIMITATIONS OF SCOPE

• The consultant is not authorized to speak on behalf of NRC unless specifically authorized by the NRC ICLA Program Manager, Jerusalem.
• The consultant shall represent himself/herself/themselves, vis-à-vis his contract as an Event Consultant with the NRC Office in Jerusalem.
• NRC shall have final decision-making with regards to conference content and speakers.
• NRC shall have final editorial control with regards to any related written products.

  1. SKILLS AND QUALIFICATIONS

• Prior experience in organizing conferences and events.
• Highly detail oriented and organized.
• Excellent written and spoken English skills.
• Ability to represent NRC in accordance with humanitarian principles.
• Knowledge of protection issues in the oPt and of the Oslo Accords highly desired.
• Humanitarian or protection policy experience highly desired.

• A proposed consultancy fee.

Note: NRC expects that the above results can be delivered through a part-time work schedule over 3.5 months.
