Responsible for: WASH project with the Syrian Crisis Emergency ResponseJob Location: Akcakale with frequent travel to Syria

Liaises with: Local authorities, stakeholders, beneficiaries, other humanitarian actors

Reports to: Country DirectorJob Purpose:The WASH Programme Manager is responsible for the overall management of Concern’s WASH project within the Syrian Crisis Emergency Response. For security reasons the position is based outside but might become permanent within Syria if the situation allows.She/he will be responsible for coordinating all aspects of the WASH project including security management, negotiating access, project cycle management (planning, budgeting, implementation, monitoring etc.), technical advice, government liaison and coordination. Key responsibility will also include the supervision, coaching and capacity building of national staff.Main Duties & Responsibilities: a) Programme Implementation

? Coordinate the planning, quality implementation, monitoring and evaluation of all components of the WASH project within the agreed budgets, time frames and donor guidelines & requirements.? Liaise with other INGOs, LNGOs, local and religious authorities, armed actors and other relevant stakeholders. For effective coordination, cooperation and communication for mutual understanding and acceptance of Concern’s mandate, activities and objectives, project progress and implementation.? Identify the local needs/ issues and recommend appropriate adjustments & course corrections to planned interventions? Analyse and timely resolve issues that have the potential to jeopardize performance and/or ability to meet agreed upon programme deliverables? Provide technical support in those areas of expertise or source support via Country Director/ local contacts for the capacity building that cannot be delivered in-house to the desired level? Ensure the monitoring and evaluation plans become an integral part of programming and are adequately implemented to measure the impact of programme interventions ? Ensure that DRR (Disaster Risk Reduction) and PEER (Preparedness for Effective Emergency Response) are integral part of all programming? Liaise with and brief Country Director on programmes and situational context on a regular basis

b) Programme Development? Assist the Country Director with the development of project proposals/concept papers and their budgets? Participate and contribute in current and future proposal writing initiatives

c) Financial Management? Overall responsibility for the integrity of the project finance systems and ensuring strict adherence to Concern’s Financial Policy and Procedures? Serve as a budget holder for the programme implementation budgets once approved, monitor budget expenditure and prepare budget submissions/revisions when requested. ? Monitor under and over spending in each budget, advise the Country Director and the finance department of any variances and recommend solutions ? In collaboration with the Logistics’ officer ensure that asset registers are maintained and up to date and that stock controls are in place and adhered to.

c) HR? Coach and supervise staff directly reporting to him/ her? Hold regular, weekly, project meetings with staff? Support the programme staff through regular feedback meetings and on-going coaching/ mentoring ? Assist with the recruitment of local staff including the development of JDs and liaison with HR for supporting the recruitment process? Responsible for staff development, coaching and mentoring to enhance the capacity of staff? Ensure that Objectives are agreed and that PDRs are completed for all staff? Identify professional development opportunities for staff in collaboration with the Country Director and HR Department.? Ensure all Concern policies and guidelines are adhered to by staff and local partners e.g. Programme Participant Protection Policy, Equality, Anti-Fraud Policy and Accountability standards

d) Reporting? Ensure timely completion of internal and donor reports and related documentation adhering to Concern Worldwide standards and requirements of the contract ? Provide internal situation reports to the Country Director? Provide ad hoc security reports to the Country Director? Provide financial projections to Country Director & Finance Dept.

e) Coordination? Coordinate and communicate with Islamic Courts, Military and Civil Councils, armed and civil actors, local and religious leaders.? Coordinate with other humanitarian actors on the ground to safeguard code of conduct, appropriate division of operations and avoiding overlaps.

f) Monitoring & Evaluation? Ensure that an effective M&E system is in place in the project with particular focus on measurement of results (at the outputs and outcomes level) as defined and established in our results frameworks? Ensure district program managers & the wider team document and share lessons learned and good practices.? Prepare and coordinate baseline, midline and endline surveys including supervision and training of enumerators? Ensure M&E is incorporated into all programme plans and mechanisms are efficiently implemented ? Within programmes, ensure technical guidelines and Concern policies are followed

h) Security
? Continuously screening of the operational environment? Monitor and report on the security status in the project area to Country Director? Maintain security logbook and incident reporting? Negotiating humanitarian access where needed? Actor mapping? Ensure the implementation of the Security Management Plan? Ensure that security protocols are adhered to by all staff under said jurisdiction

i) Support Services? Ensure timely submission of procurement plans to the logistics officer? Ensure that all goods, services and money are procured in compliance with Concern’s procurement policies and guidelines? Monitor the storage, distribution and use of all goods allocated to the programme and report any variances to the logistics officer? Ensure that all local procurement and procedures are compliant with the donor guidelines

j) Other? As a commitment to our humanitarian mandate the WASH Programme Manager will also be responsible for the implementation of any emergency response.? Any other related duties as assigned by the CD or his/ her representatives.

Person Specifications:Essential:• Strong security management skills and experience• Strong technical expertise WASH interventions in emergencies• Cross cultural awareness and sensitivity.• Strong interpersonal, motivational, communication and coordination skills.• Ability to work under pressure and to strict deadlines.• Good coaching, facilitation and capacity-building skills.• At least 5 years’ overseas experience in the management and coordination of emergencies, preferably with an INGO• Effective oral and written English language skills as demonstrated in ability to write reports as required by donors• Empathy with Concern’s goals and a commitment to capacity building, accountability, participation and gender equality.

Desirable:• Spoken Arabic language• Experience of working in Islamic countries• Previous experience of working with Concern Worldwide and knowledge of their policies and procedures• MS Office Professional
