This position will be based in Amman, Jordan.

Position Description:Jordan FP/RH Health Policy, Advocacy and Communication ProgramThe DCOP will directly assist the COP in activity implementation and management of a USAID-funded 5-year, multi-million dollar policy, advocacy and health communication program in Jordan. The DCOP shall report directly to the COP and will take over leadership and oversight of the program in the absence of the COP. The DCOP will share leadership responsibilities with the COP with a focus on technical oversight of implementation activities, project management and liaison with implementation partners. He/she works with the COP to ensure that the project’s services and performances are of the highest quality, respond to the specified deliverables and goals of the Cooperative Agreement, are delivered in a timely manner and are in full support and compliance with the terms of the Cooperative Agreement. The position will be based in Amman.Selection of the final application is subject to USAID approval.The Project Manager II, Deputy Chief of Party (DCOP) will:Provides overall technical and managerial leadership in the design, development, planning and implementation of health communication strategies and interventions under the project.Oversees implementation of the program including direct supervision of the Technical Advisor for SBCC and any regional senior program managers to ensure that interventions reflect high technical quality, are evidence-based, community-driven and in line with provisions of the award.Provides direct technical guidance in the development and implementation of SBCC strategic and SBCC community advocacy and capacity strengthening together with dedicated staff.Leads technical and managerial review of the project at the direction of the COP.Oversees the development and implementation of project work plans and budgets; quarterly, annual and ad hoc program reports for donor and other stakeholders and ensures that all operations are in compliance with USAID rules and regulations.Support COP in monitoring and evaluating overall quality of M&E and research efforts.Supports COP in developing best practices and tools for project execution and management and assists identifying improvement plans to ensure project delivery on schedule and within budget.Supports COP to ensure that project staff receive necessary capacity building/training to deliver quality products.Supports COP to build partnerships vital to the success of the project and acts as the project’s principle spokesperson in SBCC.Carries out other tasks, as required, to ensure the overall success of the project.Minimal Requirements:Bachelor’s degree mandatory, Master’s degree or higher preferred, or its international equivalent in public health, health communication, health promotion, social sciences or equivalent field, or an equivalent combination of education and experience;Minimum 8+ years of progressively increasing responsibility working in public health in the relevant program areasAbility to travel within country or region and internationally if needed.Demonstrated experience managing large-scale, multi-million dollar, preferably USAID, public health (preferably FP/RH) programs in developing countriesExperience in multi-sector management and implementationRelevant experience in direct supervision of professional staff and in team buildingSolid understanding and appreciation for USAID project processes, procedures, rules and regulationsExperience in managing partnersGrants management experience preferredDepth and breadth of knowledge of and experience in health communication programming including mass media, community mobilization and advocacy.Experience in monitoring and evaluation as well as strategic planning and capacity buildingImplementation experience in JordanStrong written and verbal communication skills in EnglishStrong diplomacy, intercultural understanding and skillsAbility to work independently with initiative to manage high volume work flow.Relevant computer software skills (including, at a minimum, standard MS Office applications)*Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
