TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.
Project Management Consultant, Jordan
BACKGROUNDThe Department of Planning provides coordination and technical support for UNRWA' s fields of operation and programme and support departments. It serves as a focal point for policy and strategy development as well as quality assurance. The Department leads Programme/Project Cycle Management (PCM) methodology and results based management initiatives, which are meant to strengthen the Agency's capacity for strategic planning, integrated programme and project monitoring along with report on results.
While Project/Programme Cycle Management and the Results Based Monitoring system have been developed and rolled out, the Agency is now developing and preparing for implementation of a new ERP system. This System will require the updating of Project Procedures Manual to align with ERP process flows and will require the establishment of technical guidance instructions which outline roles and responsibilities in the new ERP environment as it relates to all phases of the project cycle.
A substantial portion of this work has already been laid; however, key elements need to be finalized between September to December, 2013. This would include the institutionalization of project management in UNRWA as a comprehensive initiative focusing on people, processes, systems and structures. The work is based in Amman but may require travel to some or all of UNRWA’s fields of operation.
DESCRIPTION OF DUTIES AND RESPONSIBILITIESThe incumbent shall provide support and advice on the development and implementation of UNRWA’s project management cycle in the following specific areas: • Support the update of the Project Procedures Manual (PPM) and process flows to align with the Public Sector Management Stream of the new ERP;• Coordinate and provide substantive inputs to technical guidance materials required for systematic application of procedural requirements when establishing projects and grants, in various scenarios, in the new ERP;• Support the roll-out and development of the RBM system for project monitoring and reporting and ensuring linkages with the Grants Database and ERP are established in accordance with established roles and responsibilities from the PPM;• Lead the development of capacity building materials and support for the institutionalization and professionalization of project management in the Agency; and • Act as main focal point with the ERP team.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE• University degree. Preference for advanced university degree in development studies, project management or other related field;• At least 5 years professional experience. Preference for experience in international development work and/or project management; • Preference for professional designation in project management methodology (eg., Prince 2, PMP, etc…);• Fluency in English. Preference for Arabic language;• Sound analytical skills;• Excellent writing skills including experience in drafting strategic documents, reports and presentations;• Strong interpersonal and communication skills and proven ability to work in a multi-cultural setting and in teams with diversity of background and skills;• Strong organizational skills and ability to meet deadlines and to manage multiple tasks effectively and efficiently;• Ability to independently plan and manage work processes.
SUPERVISION AND REPORTING• The Project Management Officer will report to the Senior M&E Officer of the Department of Planning and work closely with the Lead, Public Sector Management Team, ERP.
CONDITIONS OF SERVICE• The duration of this assignment will be approximately four calendar months. • Remuneration for this consultancy will depend on the qualifications and experience of the expert and will generally fall in a range of US$2,500 and US$4,000 per month.
