TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Planning Officer (Consultant)

BACKGROUNDThe Department of Planning provides coordination and technical support for UNRWA' s fields of operation and programme and support departments. It serves as a focal point for policy and strategy development as well as quality assurance. The Department leads Programme/Project Cycle Management (PCM) methodology and results based management initiatives, which are meant to strengthen the Agency's capacity for strategic planning, integrated programme and project monitoring along with report on results.

The current opportunity arises from a maternity leave. During the period, work on the Agency’s 2016-21 Medium Term Strategy will continue to be undertaken which will require inputs towards developing and preparing groundwork for the blue print of the strategy by November, 2013. Furthermore, the Planning Officer will provide substantive facilitation, editing and timeline coordination duties on an intra-Agency basis in relation to reporting processes associated with the Syria emergency response and the Emergency Appeal for oPt.

DESCRIPTION OF DUTIES AND RESPONSIBILITIESUnder the general direction of the Senior Monitoring and Evaluation Officer and in accordance with the established Agency policy and procedures, the Planning Officer will: • Support the Agency’s current planning efforts, including through the development of research papers, policy briefs, presentations and planning aspects related to the 2016-2 Medium Term Strategy; • Support the Agency’s consolidated reporting processes, including through managing timeframes for report development, drafting reports and overseeing translating and branding processes; • Oversee timelines for reporting and planning, ensuring linkages with internal and external requirements; and • Oversee the final branding of UNRWA’s 2014-15 biennium plans.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE• University degree (preferably advanced) in public policy, public administration, public management or other relevant subject; • At least five years of professional experience, including at least two years at an international level, in the area of programme/ project planning; • Proven experience with programme planning and planning coordination in different situational environments and with varied sources of funding; • Fluency in written and spoken English.

COMPETENCIES• Understanding and proven application of all aspects of programme/ project cycle management and other tools and mechanisms for the realization of different development approaches; • Excellent writing skills; • Strong interpersonal and communication skills and proven ability to work in teams with diverse backgrounds; • Strong organizational skills; ability to meet deadlines and to manage multiple tasks effectively and efficiently; • Ability to be creative and strategic for effective planning, problem solving and decision making.

SUPERVISION AND REPORTING• The Planning Officer will report to the Senior M&E Officer of the Department of Planning and work closely with the Director, Department of Planning.

CONDITIONS OF SERVICE• The duration of this assignment will be approximately four calendar months. • Remuneration for this consultancy will depend on the qualifications and experience of the expert and will generally fall in a range of US$2,500 and US$4,000 per month.
