Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

The Economic Recovery & Development Coordinator is to ensure the development, implementation, monitoring and evaluation of successful food security and livelihood program activities in Iraq and Syria. The IRC’s food security and livelihood programming relies on a market-based approach to the greatest extent possible in order to meet the urgent priority food security and livelihood needs of displaced populations.

SCOPE OF WORK

The IRC is currently planning a food parcel distribution program in Syria in partnership with local organizations. The ERD Coordinator is responsible for the smooth implementation of this program, and will serve as the overall leader for maintaining and expanding the IRC portfolio of food security and livelihoods activities inside Iraq and Syria. As the overall leader for food security and livelihood programming, the ERD Coordinator is the IRC’s key actor for market-oriented programming and economic recovery. The Coordinator will liaise with other technical coordinators within the IRC and in sister organizations to ensure coordination and the complementary character of programming, as well as appropriate technical rigor in project design and implementation. The ERD Coordinator manages all ERD staff, providing support as necessary to ensure successful implementation of programmatic activities. THE ERD Coordinator will report to the Deputy Director of Programs

Position objectives:

To manage the successful implementation of all aspects of a food parcel distribution program, in close partnership with local NGO partners.To assess the feasibility of scale-up or follow-on food security and livelihoods programming related to the Syria crisis, and to manage all aspects of the successful design and implementation of food security and livelihood programming.To establish the IRC’s human and technical resources to carry out further economic recovery and development programming should further opportunities arise.To consider protection mainstreaming when implementing food security and livelihood programs.RESPONSIBILITIES

Technical QualityProvide technical and management leadership to all livelihood programs in accordance with best practice and IRC policy.Leads, or contributes to, development of country sector strategic direction and plans.Lead sector specific strategy development and technical design.Assess the appropriateness of different programming options, proceed with the selection of the targeted communities according to the feasibility and appropriateness of different program activities and ensure the implementation modalities best respond to the needs and context.To develop working relationships with local partners, agree on joint implementation strategies, and to provide mentoring and coaching support in order to ensure high-quality FSL programs.Ensure that the selection of beneficiaries is participatory, and inclusive.Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.Other duties as assigned by the supervisor to enable and develop IRC programs.Human Resources ManagementDirectly supervises all ERD program staff.Build capacity of the team under his/her supervision in the different selected program methodologies.If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment PoliciesMaintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.Overall responsibility for staff timesheets, work plans, vacation schedules, and staff training/development activitiesTake responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning ProcessAdhere to and act in accordance with the IRC Global HR Policies and ProceduresAdhere to and serve as a champion of the IRC Way Standards for Professional ConductGrant Planning & ImplementationResponsible for the achievement of the IRC’s food security and livelihoods program objectives.Anticipates, plans and manages programmatic and structural transitions.Has significant budget authority to pre-approved limits and responsibility for budget development and compliance.Responsible for ensuring the achievement the overall grant timeline and completion date.Provides direction and monitor staff in their implementation of the workplan and quality of technical activities.Grant Monitoring & ReportingDevelopment/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes, inclusive of sub-grant procedures for partners.Develop post distribution monitoring tools and adapt them to the different programmatic modalities chosen.Ensure regular field monitoring and modifications as required.Ensure the IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.Partner ManagementOversee the IRC’s relationship with implementing partners specific to this project.Ensure regular performance monitoring of partners to achieve the set project’s objectives; provide technical support and guidance.Coordination & RepresentationDevelops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflictsWork closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetingsProfessional StandardsAll IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS

Bachelor degree in social agriculture, nutrition, economics, social science, public health or related field required. Master preferred.Minimum of 5 years professional experience in emergency response, applying technical expertise in food security, livelihoods, and economic recovery. Experience with cash transfer programming and market-based emergency responses strongly desired.Prior experience working in emergency settings or insecure environments preferred.Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills.Strong written and oral communication skills, effective in representation and liaison with external parties.
INGO experience required; experience working with the UN cluster system desirable.Must be capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others.Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.Fluency in English required, Arabic a distinct advantage.

WORK ENVIRNOMENT

The position will be based in Dohuk, Iraq and will be provided shared housing. The ERD Coordinator will be required to travel to project locations in the country and surrounding region.
