Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and Syria that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.
In late August, the Kurdish Region of Iraq witnessed a massive influx of refugees after the sudden opening of the Iraq – Syria border following almost four months of closure. Over 6 days approximately 45 000 people crossed the border. Under pressure to accommodate these new arrivals the Kurdistan government opened up 3 camps still under construction. In an attempt to support the Kurdish government in its efforts the IRC is currently launching emergency water and sanitation programming in the new camps.
SCOPE OF WORK:
The WASH coordinator is responsible for overseeing the implementation of all environmental health programming in the refugee camps supported by the IRC. She/ He will provide technical and managerial leadership to the water and sanitation program and ensure all activities are of high quality and respond to immediate needs.
RESPONSABILITIES
Coordinate with the Deputy Director of Programs to implement a strategic response to infrastructure needs in camps across the Kurdish Region of Iraq with particular emphasis on water and sanitation and hygieneIn coordination with the Deputy Director of Programs, establish contacts with relevant international/local NGOs and line ministries in the area of operation;Ensure that all IRC projects are implemented in a timely and professional manner, according to objectives, goals and indicators established by SPHERE and IRC and in line with donor requirements and beneficiary needsConduct assessments to determine the water, sanitation and hygiene needs of the target areas;Hold responsibility for the installation of water points including drilling, restoration of pumps, trucking of water as required, conducting rapid assessments, running pumps and generators, setting up water distribution networks, and organizing mass latrine construction campaigns;Hold responsibility for evaluating structural and piping designs;Provide technical support and training for hygiene promotion staffEnsure all implementation plans employ a programming approach that integrates the needs of other sectors of work;Review technical designs for water production and delivery and structural designs in housings and roads.Evaluate field needs for technical interventions and make recommendations as needed.Monitor materials, equipment and supplies for technical work;Monitor and evaluate appropriate implementation of technical projects against program objectives and IRC’s Program Framework;Directly manage a team of 6 + staff;Provide regular reports, document results and maintain detailed records.Staff Supervision & DevelopmentManage and supervise all staff in the WASH Program.Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.Overall responsibility for staff timesheets, work plans, vacation schedules, and staff training/development activitiesGrant Monitoring & Partner ManagementManage and advise partners implementing programs on behalf of and in partnership with the IRC in refugee settlements.Select and implement appropriate monitoring and evaluations systems; analyzing results to ensure and enhance program effectiveness and quality.Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.Actively contribute to proposal writing and strategy developmentOtherConsistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programsAny other duties as assigned by the supervisor to enable and develop IRC programsProfessional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.REQUIREMENTS:
University degree in civil/environmental engineering or related field;Minimum 5 years professional technical experience in Environmental Health, Civil or Sanitation engineering or equivalent;Minimum 2 years overseas experience, preferably in a conflict or post disaster setting;Solid managerial skills and experience in an international multi-cultural setting;Strong project planning, organizational, interpersonal, and communication skills;Proven technical writing skills;Budget management experience of $1,000,000 USD+Competent in Windows, MS office programs, AutoCAD (or similar computer aided design), email and database experience;Fluency in written and spoken English; Arabic and / or Kurdish language skills a plus;Ability to work under pressure in a potentially unstable security environment.OTHER
