Work Program
The Project Manager will report to the Head of Mission in the country central office and to the Area Office Coordinator in the Area offices.
He/she will be the focal person directly responsible for the overall implementation of a project.
He/she will be the person to whom all project staff will refer to for logistic, administrative and management issues.
Reference Terms
· Ensure consistent application of guidelines/formats for administrative and accounting procedures, planning, reporting & monitoring according to the Donor and COOPI procedures and the MOU/grant agreements signed between COOPI, DONOR and Government Counterparts;
· Ensure consistent and smooth relations with Authorities at Regional and Local level, with other NGOs and International Agencies for a proper coordination of the intervention and segregation of tasks;
· Develop clear modalities of project implementation in consultation with all stakeholders and in line with relevant internationally recognized standards of accountability;
· Prepare all technical requirements for bid, selection of contractors and/or partners and contracts in accordance to the rules of the Donor and COOPI;
· Approve and be responsible for all project expenses in accordance to the budget, work-plans and rules of the Donor and COOPI;
· Coordinate administrative, and financial staff of the project for timely submission of BoQ, procurement and monthly financial requirements to COOPI-Ethiopia Country Office/ Area Office;
· Coordinate administrative, and financial staff of the project for timely submission of monthly updates of merlino and financial docs to COOPI-Ethiopia Country Office/ Area Office within the 10th of the following month;
· Manage human resources of the project including preparation and signature of contracts, recruitments and evaluation of performance in accordance with COOPI Ethiopia Human Resource Manual and in consultation with the Country Representative;
· Responsible for updating the electronic data library of the project;
· Be accountable for the security
· Coordinate project staff for timely submission of reports to Donor and Government Counterpart through COOPI-Ethiopia coordination;
· Identify and prepare requests of amendment to the donor through COOPI-Ethiopia coordination;
· Collaborate with Area Offices / Country Offices in the identification of needs, project ideas and develop project proposals.
Means and Equipment
COOPI shall make available all necessary means and equipment of the Office in Ethiopia.
