The successful candidate will assume responsibility for full-cycle monitoring and evaluation of this project’s development hypothesis. First, s/he will develop a methodology and tools to design an evaluation, while assessing the reliability and validity of indicators. S/he will collaborate with project staff to finalize the indicator list and begin supervising data collection. The M&E Specialist will also inquire into the generalizability of project data across the population, and will oversee data analysis. S/he will then supervise production of a series of evaluation reports, which will include recommendations based on empirical data that help Mission and program staff make informed decisions. These reports include the PMP, annual work plans (including targets), quarterly reports, and annual reports – which, together, will form a useful basis for a discussion around the Mission’s M&E system.

Finally, the M&E Specialist will play a large role in assisting the capacity-building efforts of the CARE and partners to develop, standardize, and utilize standardized data collection and reporting forms.

Specific duties and responsibilities:

  • Establishing project-specific M&E systems;
  • Working with management information systems to analyze data and supervise data collection efforts;
  • Creating a learning agenda for the project team; and
  • Strengthening CARE and partner-level M&E systems.

Minimum qualifications:

  • Master’s degree in statistics, epidemiology, public health, or related field required;
  • Experience using random selection and random assignment to design impact evaluations;
  • Experience developing indicators for impact and performance evaluation;
  • Knowledge of quantitative and qualitative methods;
  • Familiarity with sampling and data-matching techniques in data-scarce settings;
  • Experience conducting data quality assessments (DQAs);
  • Experience in social science, as well as health monitoring and evaluation;
  • Prior work with statistical software packages, including quantitative software and qualitative software;
  • Fluency in speaking, reading, and writing in English required; and
  • Experience with USAID awards.

S/he will lead the team, serving as the primary point of contact with USAID/Washington and with the Mission. Finally, the COP will manage the preparation and presentation of all proposed implementation plans and reports.

Minimum qualifications:

  • At least fifteen years’ experience successfully leading and managing health sector programs in East Africa;
  • Master’s degree in Epidemiology, Public Health, or related field– advanced degree optimal;
  • Demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects, local organizations, and partners;
  • Experience in programs dealing with Neglected Tropical Diseases, disease burden in East Africa, WASH, community health, and vulnerable populations (women, children, rural communities);
  • Demonstrated experience managing USAID contracts;
  • Proven capability in managing agreements and all required programmatic and financial reporting requirements;

Background

UNICEF Ethiopia uses a Harmonized Approach to Cash Transfers (HACT) as a framework for transferring cash to government and non-government Implementing Partners (IPs). HACT calls for adaption of a risk management approach and selection of specific procedures for transferring cash on the basis of the assessment of the Financial Management capacity of IPs.

As one of the mechanisms to obtain assurance of transferred funds for risk management and mitigation under the HACT framework, a spot check will be performed by qualified agency staff or an audit firm as per UNICEF assurance plan, on the basis of IPs risk rating and UNICEF guidelines. Government or NGO/CSO IPs will be audited once or more during the programme cycle. Scheduled audits are performed during the programme cycle as per UNICEF assurance plan, on the basis of IPs risk rating and UNICEF guidelines in order to obtain assurance on IPs financial records and financial management systems of internal controls related to the programme. Unfavourable findings of assurance activities and risk ratings may result in a reconsideration of the modalities, procedures, and assurance activities for that IP.

3. TEAM COMPOSITION in the firm and Experience Required.

  1. At least team of three persons with at least master level preferably doctoral level educational background in the field of public health, social science, computer science and related fields and experience in knowledge management and research
  2. Technical and coordination expertise in supporting the development and implementation in knowledge management and policy advocacy
  3. Knowledge in the area of Knowledge Management and Human Resources Development in Ethiopia’s health sector

Ethiopia: Programme Manager

PURPOSE OF THE ROLE

The PM is responsible for ensuring that Farm Africa programmes and projects are delivered to the highest standard of project donor contract management and reporting, are compliant with GoE regulations, and achieve maximum possible macro and meso-level impacts as well as delivering value for money. The SPM will work closely with the other PM and the Head of Corporate Services (HoCS) to ensure that support functions in-country and London are being delivered to a high standard and efficiently. The post holder will also have significant responsibilities in helping Project Managers to develop annual budgets and activity plans in line with donor contracts and Farm Africa internal financial policies and procedures. The PM will also be responsible for ensuring that donor progress and final implementation reports are submitted on time, in the correct format and to a high standard.

He/she will play a major role in periodic project monitoring (whether according to the structured quarterly review cycle, or on an ad hoc basis), as well as a lead in the design and development of new programmes. He/she will ensure budgets and plans are realistic and conform to the law. The PM will be a key actor in providing people leadership, identifying and filling capacity gaps, ensuring project teams are equipped with the right talent, challenging poor performance, and ensuring all programme staff are demonstrating Farm Africa’s values. The postholder will identify and build on synergies and complementarity across the portfolio, and will play a significant role in knowledge management to contribute to Farm Africa’s second organisational goal of reaching more people through scale up by other partners (Government, private sector, other development actors), and Evidence based impact on the lives of target beneficiaries through strategic leadership and support to project design and implementation. On a periodic basis s/he will deputise for the CD in his/ her absence.

KEY TASKS AND RESPONSIBILITIES

  • Ensure the highest standard of project Donor contract management with regard to budgeting and financial management and reporting are established and maintained.
  • Support project teams to ensure that activity plans and associated project milestones are commensurate with the donor contract prerequisites and obligations.
  • Ensure all project plans and budgets can (new and existing projects) comply with the 70:30 rule.
  • Provide support to PCs/PMs to ensure exemplary Government relations, at all levels, and at all stages of the project cycle.
  • Following proposal approval, work closely with other relevant staff to plan and coordinate for swift project startup, including but not be limited to the following tasks:
  1. o To convene, minute and action a Post Approval start-up meeting
  2. o Initiate and follow-up recruitment of high standard of key project personnel.
  3. o Ensure project implementation planning (PIP) workshops are held and produce detailed project work plans to guide the smooth implementation of the project.
  • Ensure the highest standards of professionalism and administrative efficiency is achieved in project closeouts/exits
  • Provide handson technical and managerial support to Project Managers to ensure approved projects are delivered according to the contractual requirements of donors or other stakeholders.
  • Alongside the HoCS, provide intensive support to ensuring adherence at project level to Farm Africa’s organisational policies and manuals (Field Staff Handbook, Procurement and Finance Manuals, Security Policy, Anti-Fraud, Corruption and Conflict of Interest Policy, Communications Protocols, Procurement policy), etc.
  • Support the smooth management of partner consortia, ensuring MoUs and Fund Transfer Agreements (FTAs) are adhered to, relationship management, and troubleshooting any operational glitches as they occur, reporting at organisational level on corrective actions and lessons learned.
  • In conjunction with relevant PC/PM and the Finance unit, the post holder will be responsible for; preparation and revision of a realistic budget; authorising and monitoring expenditure in line with the budget and donor guidelines, FA grant management and financial guidelines. This will include mainly analysis of quarterly and monthly budget Budget Monitoring report (BMR) variance analysis reports on all budgets held to the Finance Unit at the CO. The post holder will need to ensure all budget holders are also fulfilling their budget holder responsibilities.
  • Closely work with the PCs/PM and the Logistics Manager to develop quarterly and annual procurement of goods and services plans and ensure the implementation of same for enhancing efficiency and effectiveness of project implementation.
  • Play a key role in identifying and solving problems and issues in the implementation of project management systems and guidelines in conjunction with other senior staff members.
  • Lead and co-ordinate the development of a standard FA induction and training programme for all senior operations staff, particularly Project Coordinators/ Project Managers (PC/PMs). This training programme must ensure all PMs have the minimum skills required to manage their projects as per the FA existing and new Internal Protocol and other organisational priorities.
  • Support processes that aim to ensure all PCs/PMs have clear work plans and objectives and receive quarterly supervisions and reviews, and lead on organising the quarterly review process with PCs/PMs and other members of the senior team. Champion Farm Africa’s organisational Values in action through the line management function.
  • Efficiently deal with any performance issues as they arise either with the PCs themselves, or in the role of ‘Manager’s Manager’
  • On a periodic basis, deputise the CD in her absence and provide cover for PMs/PCs in their absence when no other natural replacement exists.
  • Undertake regular visits to project Offices to attend internal meetings, monitor the implementation of operations and identify support required by the offices.
  • Act as a representative for Farm Africa to government, donors, other NGOs, Consortia and other forums.

PURPOSE OF THE ROLE

The Team Leader will be responsible for leading the overall BRACED project implementation, as well as leading a multi-disciplinary and multi-location team comprised of Farm Africa and Mercy Corps staff. KEY TASKS AND RESPONSIBILITIES

1. Successfully manage the implementation of BRACED Ethiopia on behalf of Farm Africa (the lead organisation).

Project planning & delivery

  • In consultation with consortium members review and prepare the project’s annual work plan and budget.
  • Manage monthly, quarterly and annual work plans for project logistics and activities, identifying and responding to the implications of interdependencies between different sub-project workstream activities.

We are looking for a highly qualified person to fill the Area Manager position for DRC Ethiopia, Gambella region.

Who are we?

DRC Ethiopia supports field offices in 3 locations; Dolo Ado, Jijiga and Gambella. The last 2 years have seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.

Currently DRC is implementing emergency WASH activities for Leit-Chuor and Kule refugee camps as well as the Burbeiy transit centre which includes standard WASH activities as needed. We are also engaged in NFI distribution, garbage pit and latrine construction. There will be engagement in Livelihoods development and implementation and possibly protection programming as required by the Government of Ethiopia (ARRA) and UNHCR. Currently this is a full on emergency response requiring high dedication, professionalism and long hours to ensure quality implementation leading to more protracted reponse.

About the job

The Area Manager is responsible for overall management and strategic direction of DRC emergency programme in Gambella. The programme covers but is not limited to NFI’s, Shelter, Community Driven Development and Livelihoods with Somali Refugees and refugee hosting communities, as well as displaced populations within the region. The Area manager will represent DRC with the local and regional government bodies, especially UNHCR, partners, beneficiaries and other (I)NGO’s as part of regular and quality communications to maintain good relations. The post holder will need to clearly understand and ensure fair, accountable and transparent management of programme, finance and human resources and promote a learning environment for staff and the organisation. The Area Manager will also be responsible for compliance to Standard Operating Procedures for safety, security and general operations.

Duties and Responsibilities

Programme Management

• Overall responsibility for the design, implementation and effective monitoring of agreed projects and activities in areas of livelihoods and infrastructural projects with refugees and host communities.

• Ensure effective monitoring, evaluation and documentation of all activities and processes. Ensuring the analysis of data collected (at various levels) to inform activity changes to improve programme quality.

• Ensure the development and implementation of all activities in line with Humanitarian Accountability Principles (HAP) and DRC programme policies especially gender, age and disability.

Technical Programme

Representation and Relations

• Represent DRC with the regional/local governments, UN bodies and non-government organizations as required. Ensure appropriate DRC staff attend the ad hoc and regular meetings, clusters, technical working groups as applicable to DRCs programme and work in the region.

The Deputy Country Director (DCD) assists the Country Director in providing overall management of the SCMS project for the Ethiopia Ministry of Health, including technical and administrative support in strengthening the procurement and quantification systems; improving warehousing and distribution capacity; health systems strengthening field support; logistics management information systems development and implementation; business process optimization; monitoring and evaluation, and; project communications. Responsibilities include supporting the Country Director in i) development of vision and technical strategy, work plans, and performance management plans; ii) adherence to administrative, procurement, and financial procedures; iii) documentation and communications, and; iv) development and management of productive relationships with clients and stakeholders, in particular with the Federal Ministry of Health, and coordination with other public health supply chain projects.

The DCD is responsible for directly managing the Logistics Management Information System (LMIS) Project Manager, the M&E / Communications Manager, the Deputy Director for Technical Operations and, in close collaboration with the Country Director is responsible for ensuring effective collaboration, coordination, and integration of program activities across all of the SCMS Program technical areas. This means working closely with the other Deputy Directors of Finance and Administration, and Procurement Operations, and with the IT Project Manager, who report directly to the Country Director.

The position requires an experienced technical person who has a broad view of supply chain management system implementation and strengthening, who can be innovative, and who can take initiative on new ideas and strategies, taking into account the prevailing or changing circumstances. As a technical leader s/he is able to delegate “hands-on” technical issues to the technical team and provide management oversight and direction. Specific emphasis will be placed on program management.

SPECIFIC RESPONSIBILITIES:

SCMS Project Management and Leadership:

1.Work closely with the SCMS Country Director to ensure that all areas of the project are integrated, including Procurement Operations, Finance and Administration, Technical Operations of Warehouse & Distribution, Health Systems Strengthening Field Support, Logistics Management Information Systems, IT Projects, Monitoring and Evaluation, Communications, and Program Management, making the most effective and efficient use of all project resources.

2.Serve as a member of the Senior Management Team and assist the Country Director in ensuring that all project deliverables are met and that capacity building and supply chain strengthening goals are achieved.

3.Manage the efforts across all program areas to ensure that transition and close-out plans are integrated into the project work and are implemented, monitored, and effected in a coordinated manner toward successful TO close-out and follow-on activity.

4.Liaise with other MSH projects in-country, and with the MSH Country Leadership Team, to maximize integration and coordination of technical initiatives of MSH One. Liaise with MSH Country Operations Management Unit (COMU) as needed to ensure optimal operational support for technical activities.

5.Proactively and continuously provide technical and management oversight across all program areas to ensure that strategies, budgets, work plans, expenditures, data collection, performance monitoring, and reporting are planned and executed to support program deliverables. Identify and resolve challenges, prioritize competing demands for resources, manage competing time constraints.

6.Oversee technical reports, trip reports, performance reports, deliverables, STTA SOWs and ensure effective communication with PMO, MSH HO, USAID, and other partners; develop innovative methods to capture and demonstrate project impact through communication and information sharing.

7.Work closely with the Country Director to ensure that the Joint Work Plan with PFSA is managed and implemented.

8.Act as the designated alternate SCMS representative to the Country Director with USAID, the FMOH, PMO, and SCMS HO. Serve as Acting Country Director in the absence of the Country Director.

9.Represent the SCMS project at various technical meetings with other cooperating agencies, collaborating with partners, senior government officials, and donor agencies. Participate in various working groups as required.

10.Conduct field monitoring visits across all program areas.

11.Report regularly to the Country Director in regard to progress, results, and challenges.

12.Prepare and deliver presentations on key project activities and achievements across all program areas as needed.

13.Participate in staff planning, budgeting, recruitment, and development.

14.Carry out additional responsibilities as may be assigned by the Country Director.

Technical Operations, LMIS, M&E, and Communications Supervision:

1.Supervise the LMIS Project Manager, the M&E / Communications Manager, and the Deputy Director of Technical Operations to ensure that they have updated, relevant job descriptions, work plans specific to their role, conduct performance reviews, provide on-going mentoring and coaching, manage all personnel issues.

2.Oversee work planning and activities to ensure that budgets and expenditures are managed and deliverables are met.

3.Ensure staff are trained on and follow SCMS and MSH policy, procedures, and SOPs.

QUALIFICATIONS:

1.Post Graduate education in logistics, supply chain management, pharmacy, medicine, public health, or business, or in a field of study closely related to the responsibilities, with a background in public health, is required.

2.Minimum of eight years relevant experience in program management in public health, supply chain, or health systems strengthening, including budget management, project design and management, capacity building, monitoring and evaluation, and administration operations, of which at least 5 years of supervisory experience is required; and cultivating strategic relationships with executive stakeholders. An Ethiopian national is preferred.

3.Demonstrated strategic planning expertise is required.

4.Experience with USAID or other donor agencies is required. In-depth work experience with the Federal Ministry of Health, including demonstrated ability to maintain productive relationships with executive management, is required. Familiarity with USG procurement rules and regulations highly preferred.

5.Ability to manage multiple tasks within tight deadlines and to prioritize effectively while delivering high quality work.

6.Expert ability to present complex data in a clear and concise manner. Expert ability to deliver presentations and speak in public forums. Ability to identify potential problem areas, perform root cause analysis, and alert appropriate parties for corrective action.

7.Expert written and verbal skills required. Fluency in English and Amharic is required. Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint. Familiarity with Microsoft Project is a plus.

8.Experience working in international public health in a field office of a developing country is required; experience in east Africa is preferred.

9.Excellent interpersonal skills, sound judgment, communication skills, training experience is required. Background: Social protection is a central public policy component for countries addressing poverty, vulnerability and inequality. Establishing Ethiopia’s social protection framework is part and parcel of an integrated approach to the progressive realization of social and economic rights noted in article 41 of the constitution. This policy introduces a shift from the social welfare approach of the developmental social welfare policy to a complete framework leading to coordinated actions to protect citizens from economic and social deprivation through emergency interventions and targeted cash transfers. It also has preventive actions designed to avert deprivation or to mitigate the impact of adverse shocks including health and unemployment insurance, promotive actions that aim to enhance assets and human capital and income earning capacity, and transformative actions including legal and judicial reforms, budget analysis and policy evaluations to help the nation better manage social protection.

    • Review the existing documents including the draft social protection policy and related documents (guidelines, manuals, etc.) and on-going programmes such as the productive safety nets programme (PSNP) in a bid to build a synergy and integration of the two programmes that will target labour constrained individuals or termed as direct beneficiaries;
