REQUEST FOR PROPOSAL- (RFP-2013-9110069)1. Topic: Consultancy Services: a registered company/firm -to develop operational guideline and M&E framework for social cash transfers (SCT) pilot programme in SNNPR and Oromia. 2. Background: Social protection is a central public policy component for countries addressing poverty, vulnerability and inequality. Establishing Ethiopia’s social protection framework is part and parcel of an integrated approach to the progressive realization of social and economic rights noted in article 41 of the constitution. This policy introduces a shift from the social welfare approach of the developmental social welfare policy to a complete framework leading to coordinated actions to protect citizens from economic and social deprivation through emergency interventions and targeted cash transfers. It also has preventive actions designed to avert deprivation or to mitigate the impact of adverse shocks including health and unemployment insurance, promotive actions that aim to enhance assets and human capital and income earning capacity, and transformative actions including legal and judicial reforms, budget analysis and policy evaluations to help the nation better manage social protection.
- Objectives:
- Review the existing documents including the draft social protection policy and related documents (guidelines, manuals, etc.) and on-going programmes such as the productive safety nets programme (PSNP) in a bid to build a synergy and integration of the two programmes that will target labour constrained individuals or termed as direct beneficiaries;
- Review the Framework for Community Care Structures that has been endorsed by MoLSA and its relevance to the contexts of the two regions with the result of fully utilising the full potential of these community structures in targeting, cash delivery, monitoring households and reporting ion the use of cash transfers
- Discuss with the regional social protection members that are part of the social protection platforms/structures on the existing experiences on the provision of social services, targeting, reaching distant vulnerable populations and monetary contributions made by the regional and federal bodies and the private sector to finance the delivery of social services
- Identify suitable means for the regular payment of cash transfers to beneficiaries using or adopting cost effective and user friendly e-devices that are without fiduciary risks and using existing micro finance institutions as intermediaries
- Assess the strengths and limitations of the social workforce, kebele and woreda administration, the regional bureaus of labour and social affairs, and community based organizations to monitor report and respond to complaints that may arise during the implementation of the scheme and map out their roles and responsibilities to assist in the management of the social cash transfer programme
- Develop a functional framework and an M&E tools as reference guide for the planning and implementation of the social cash transfer in the two regions taking into the peculiarity of social safety nets in the two regions
- Qualification of Firm and experience required for team composition:• Master’s degree in Economics, Social Policy or other relevant fields, A minimum of ten years of progressively responsible experience in development and/or implementation of social protection programmes, Experience in social policy development and delivery in developing countries in general and sub-Saharan Africa in particular. Strong background in statistics, modelling and econometrics , Knowledge of challenges and issues on development, poverty, vulnerability and exclusion in general and in Ethiopia in particular ,Strong analytical aptitude, communication and presentation skills, Outstanding communication skills in English required • Computer proficiency: MS Office, Excel, SPSS and other relevant tools
