Responsibilities
Under the direct supervision of the Research Team Leader, the Research Officer works on a variety of projects; these include: monitoring and evaluation of communication campaigns, local level political and security analysis , opinion surveys and baseline studies for stabilization programmes.
Responsibilities include:
- Developing and reviewing monitoring and evaluation frameworks, quantitative and qualitative data collection tools, data collection plans as well as guidelines for field researchers surveyors;
- Developing expertise on ATR Consulting's areas of interest including, but not limited to, local governance, stabilization, social trends, rural development, Afghan politics, youth;
- Developing in partnership with the Field Team Leader monitoring tools to conduct thorough and rigorous quality control during data collection;
- Compiling, organizing and analyzing qualitative and quantitative datasets;
- Drafting reports that include practical and actionable recommendations;
- Developing presentations to share with clients the main findings of our research work;
- Producing documents to facilitate a learning environments, focussing onbest practices, and lessons learnt;
- Working in close cooperation with Capacity Development Experts to support training activities and prepare training materials for surveyors, researchers and monitors;
- Developing communication materials to promote ATR Consulting activities and professional achievements in the field of research and M&E.
Qualifications and competencies
ATR consulting is looking for a candidate, who is motivated, rigorous and committed to quality work. The nature of the job in a country like Afghanistan, requires great flexibility and a strong capacity to adapt to a different cultural context.

The candidate should have:
- A minimum of two years of experience in research, monitoring and evaluation, local governance, stabilization or development;
- A Masters Degree in Political Science, Public Law, Sociology, or any relevant field in the Social Sciences;
- Excellent English writing skills;
- Outstanding analytical skills;
- Knowledge of information management tools such as Access, SPSS would be an asset;
- An interest in Afghanistan's political and social context.
