The Irrigation and Watershed Management Program (IWMP) is a USAID/Afghanistan funded project, implemented by Perini Management Services Inc. (PMSI) jointly with its sub-contractors AECOM, ICMA, IESC, and Banyan Global. The overall goal of IWMP is to expand and strengthen the capacity of the national government and community stakeholders to better manage water resources and to improve agricultural production and productivity. The program has four components: • Governance and capacity building: To develop an enabling environment for sustainable, integrated water resources management • Water supply management: To improve the resiliency and sustainability of the water supply for agriculture• Water demand management: To improve efficiency and equitability of demand management in agricultural systems• Technical and administrative support: To improve the ability of the Ministry of Agriculture, Irrigation and Livestock (MAIL) to design, carry out, and monitor on-budget activities that further the IWMP goals.

JOB SUMMARY:The DCOP will assist with the overall administrative and financial management of the project; while supporting the COP with work plan technical development and monitoring and evaluation of project activities.

MAJOR RESPONSIBILITIES;

• Assist the COP in overseeing all administrative functions, including finance, human resources, IT, security and operations.• Working with Compliance Officer, support the development of and monitoring of internal systems and procedures ensuring efficient and proper use of resources and internal controls.• Ensure compliance with code of conduct, procedures and policies in compliance with home office and USAID rules and regulations.• Support the COP with project budget planning and management.• Support the COP and HO in preparation, review, and tracking of all USAID Technical deliverables and Admin/Contract submittals such as international travel requests, LOE & Rate approvals, subcontractor vetting, policy manuals, procurement/grant approvals, and contract modifications.• Establish and supervise project document control center. Support COP and Component Leaders with development of work plans and compliance with deliverable schedules.• Assist COP and Component Leaders with employee performance and evaluations.• Assist with M&E component of the project.• Review all project programmatic reports, including but not limited to monthly, quarterly, annual and final reports in full compliance with contractual requirements.• Liaise with USAID/Afghanistan mission, government officials and other donors and partner organizations, as directed by the COP. Serve as Acting Chief of Party in the absence of the COP.• Perform other duties as assigned by the COP

Qualifications: Education: * Master’s degree or higher in business administration, public administration, or related field. 15years of experience in business administration, public administration, or a related field may be substituted in lieu of a Master’s degree. In such circumstances, a Bachelor’s degree in such a field is still required.* At least five years of progressively responsible experience in managing and implementing large-donor projects in conflict or post-conflict countries, with an emphasis on administrative functions including human resources, finance, and overall operations. Demonstrated experience in the Afghan agriculture and/or natural resources sectors, with an emphasis on watershed management, is preferred.* At least five years of progressively responsible experience in public or private sector management, administration, and planning; international development; monitoring and evaluation; communications; and/or project management. Demonstrated experience in the Afghan agriculture and/or natural resources sectors, with an emphasis on watershed management, is preferred.* Experience working with a range of stakeholders at the national and sub-national levels, ranging from high-level government officials to community-level constituents such as farmers..* Experience developing and managing budgets of large complex projects, as well as quality assurance controls with an emphasis on managing for results.* Demonstrated organizational skills and strong track record in meeting deliverables and deadlines. * Demonstrated experience preparing comprehensive progress reports on complex programs.

Supervisory Experience: * At least five years of progressively responsible supervisory experience, including direct supervision of a diverse team of professional and support staff. * Excellent interpersonal skills and demonstrated ability to motivate staff to be accountable for program outcomes. * Experience mentoring and building capacity of national staff. * Professional fluency in English in speaking, reading, and writing required. Dari or Pashto proficiency desirable. * Excellent interpersonal and written communication skills.* Prior international experience working on similar projects is required.* Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues. * Demonstrated ethical management approach * Demonstrated knowledge of USAID rules and regulations is preferred.
