Consultancy - End of Project Evaluation
- About the project:
Durable solutions to displacement problems are based on long term safety and security,restitution or compensation for lost property, and establishment of an environment that sustainslife of former refugees and IDPs under normal economic and social conditions.Afghanistan and Pakistan’s current circumstances far from suggest an imminent resolution to thecomplex displacement issues in the region.Under a 3 year programme funded by DANIDA, DRC Afghanistan and Pakistan have focusedon the following three key intervention areas for displaced populations:- Relief activities aimed at alleviating the immediate suffering among people affected byconflict, and focusing on displaced and returnee-hosting communities.- Livelihood activities aimed at protecting, restoring and developing livelihoods, andstrengthening the livelihoods of individuals and households. The activities target bothhost communities, displaced and returnees.- Activities focused on institutional and organizational change aimed at advocating at creatingand supporting an environment that is conducive to the protection of the rights of displacedpeople in neighbouring states and to the attainment of durable solutions inside all countries ofthe region.
- Purpose of the evaluation
The overall purpose of the End Project evaluation is to assess the degree to which the DANIDA3 year program has contributed to the overall objective and achieved immediateobjectives/outcomes as outlined in the AfPak LFAs over the three years.In order to assess the evaluation questions below, the evaluator will focus on the following:
2.1. RELEVANCE· Were the objectives relevant to the context and the needs?· Were the interventions relevant to the objectives outlined in the proposal?2.2. IMPACT AND EFFECTIVENESS
· Progress as measured against the three years (outputs) / outcomes?· What has been the impact of the project for the targeted beneficiaries, beyond theimmediate outcomes?· Does the project address the intended target group and what was the actual coverage?· To what extent was the project successful in engaging with the most vulnerablegroups?· What are the prospects for the benefits of the project to be sustained after theinterventions?
2.3 EFFICIENCY· How timely was the programme in delivering outputs?· Has value for money been achieved by this project?
2.4. LESSONS LEARNED AND RECOMMENDATIONS· What have been the key lessons learned over the three years?· What are the key recommendations for future projects that aim to contribute to thesame overall objectives?
- Scope and Methodology of the AssessmentThe evaluation will cover the DANIDA AfPak programme implemented over the past threeyears by DRC and its local partners. Though the primary focus will be the DANIDA activities,the evaluation should also take into account the entire DRC AfPak programme.
The evaluation will be based on the following methodology:
· Desk review of project documents and other secondary material relevant to the programmecontext and activities.· Primary data collection: there should be a representative household level assessment thatprovides quantitative and qualitative data that demonstrates the impact of the project and itsachievements against the key indicators outlined in the project document and any otherindicators necessary for evaluating the programme. Additional key informant interviews andfocus group discussions will also be necessary, alongside project visits.
- Expected Deliverable:
· An evaluation report covering the three areas outlined in section two.· A presentation of the preliminary findings to the AfPak country teams, to be delivered priorto finalizing the evaluation report in order to gather verbal as well as written feedback andinput.
- Role and Responsibilities:
· Evaluator:
o Design methodology for the evaluationo Design data collection tools and guidelineso Lead data collection and field team managemento Lead the data entry- and cleaning processo Arrange debriefing and share the initial findingso Produce final report and present the findings and recommendation to the widergroup
- Consultant(s) Expertise:
· Post-graduate degree in IR, Development Studies, and/or related field· A solid and diversified experience of issues pertaining to IDPs, Refugees and Returneesin Afghanistan and Pakistan for in the thematic areas of Emergency Response andPreparedness, Livelihood and Protection, as well as WASH project/programmes.· A credible profile of evaluation of humanitarian and refugee programmes in line with theSphere and other internationally recognized standards· Excellent report writing skills· Excellent social research and data analysis skills· Experience in the use of participatory methodologies and developing gender sensitiveevaluation methodologies· Working knowledge of Pakistan and Afghanistan context will be an added advantage· Fully conversant with the principles and working methods of project cycle management· Proven record of undertaking Midterm evaluations /End Project Evaluations of similar natureprojects/programs of UN agencies and International Donor organizations.
- Timeline:
The evaluation is estimated to take no longer than 28 days and must be completed by 27thSeptember.
- Logistic:
DRC will provide in country transport assistance, accommodation and translation for theduration of the assessment. DRC will also assist in providing field staff that can be used forquantitative surveys and data entry (but not data analysis).
- Requests for Interested Bidders
The evaluation is publicly tendered. All interested applicants have to submit the followingdocuments:
1) Relevant registration of company and/or qualification of staff assigned to the task (suchas a CV)2) Documentation of relevant tasks performed so far, with samples of relevant previouswork3) Outline the envisaged approach to perform the evaluation according to the expectedresults (detailed numbers and methodology will be finalised with the selected consultantprior to the start of the consultancy)4) Provide a comprehensive budget for the assessment including all travel, accommodation,insurance, daily fee and any per diem costs, and any other relevant costs you deemnecessary for achieving the outputs.5) All documents must be delivered in English
