Job overview:As a member of the Management Team, the Monitoring & Evaluation Officer will work under the Head of Programmes to ensure the quality and the country programmes. The M&E Officer will supervise M&E across all programmes in the country, setting up M&E systems, monitoring their implementation, training staff, and analysing and evaluating results. The M&E Officer will support the development of sectoral strategies and the development of project and programme indicators. Through regular field travel, the M&E Officer will also build capacity on M&E in the programme teams with an understanding of the field realities and the challenges faced. Furthermore, the M&E Officer will develop a clear M&E Framework for the country programme, and ensure programme quality by contributing to project, programme and proposal development, and throughout the Project Cycle.

Organisation context

People in Need (PIN) is a Czech NGO that provides relief and development assistant in over 20 countries around the world. Formed in 1992, it is the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

PIN has been active in Afghanistan since 2001, responding to humanitarian needs were they arise, and through targeted development programmes. Today PIN activities are conducted from programme offices in Paktya, Nangahar, Balkh, and Samangan as well as 2 central offices in Kabul and Mazar-e Sharif, with 14 expatriate staff and around over 250 national staff members. PIN currently focuses on the main sectors of emergency relief, rural development and education, with support from a variety of key donors, including the European member states, Czech Development Agency, and ECHO. PIN has a long term strategic commitment to contribute to the alleviation of suffering caused by extreme poverty and both natural and man-made disasters in Afghanistan, by providing neutral and impartial relief and assistance, regardless of the prevailing national and international dynamics. PIN supports community based approaches and maintains considerable field presence in Afghanistan. This approach is a core part of PIN in order to ensure that our programming remains relevant and appropriate and field exposure forms an important compontent of the work of all international staff.

Main Duties & Responsibilities:

  • Develop and implement monitoring & evaluation systems for all projects and programmes in the country, developing clear M&E plan for each project including setting clear objectives and indicators for performance across the activities

  • Develop a mission M&E framework, incorporating the country and programme strategies in developing an overall framework for the monitoring and evaluation and quality control for all programmes and sectors, including programme and sector plans, objectives and indicators.

  • Supervise Complaints & Response Mechanism (CRM) implementation , ensuring complaints and feedback are dealt with in accordance to the PIN CRM Policy.

  • Provide support to programmes in the development and implementation of measurement and monitoring systems, as well as introducing new and innovative ways of data collection

  • Setup and manage a team of national M&E staff, conducting field monitoring, assessments, baseline studies, as well as managing the collected data, and managing a centralised database, and providing regular reports for the programmes, while training the M&E staff continuously to form an independently functioning M&E unit within PIN.

  • Supervise all assessments, baseline and endline studies, evaluation, and other M&E activities across all programmes taking lead on their development and implementation in cooperation with the Programme Managers, and building capacity of national staff to conduct such activities more independently

  • Provide substantive support to the development of new projects and proposals, conducting problem analysis and developing logframes with the relevant programme staff, and ensuring that the logframes and proposals conform to PIN quality standards.

  • Provide data and data analysis for internal and external reports, including internal quarterly reports, internal evaluations, donor reports and other ad-hoc reporting as requested by the Programme Managers or Head of Programmes.

  • Conduct on-going field monitoring to verify the data collection and assessments of M&E staff and other programme teams, supporting Programme Managers in ensuring that the programmes meet the highest quality standard

  • Provide input to coordination forums, and attend as required, in order to present the lessons of PIN M&E to other stakeholders, including donors, NGO partners, and others.

  • Ensure all M&E activities and the resulting data and reports are properly achieved in the electronic document management system for future use, and that relevant lessons learned are shared within PIN.

Requirements for Applicants:Education and Experience:- Third level qualification (Diploma / Degree)- MA/Diploma in Programme Management, Programmes or related thematic subject (Food Security, Development, Health, Education, etc.) is desirable.- At least 1 year relevant overseas experience in development and humanitarian sectors with proven experience with Monitoring & Evaluation- Experience with working in insecure environments is desirable
