The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.

The IRC has been working in Pakistan since 1980. The IRC is leading a Pakistan Reading Project (PRP) to improve the quality of reading in public and private schools, supporting at least 2.5 million additional primary school students to read at a level commensurate with standards at their grade level. This goal will be supported by the mutually-reinforcing components of teacher education and professional development (PD), systems reform, and civil society engagement

Responsibilities:• Review current education policies at National / Provincial level.• Analyze effectiveness of policies in practice.• Prepare component work plans to support provincial authorities and HEC in developing teacher education strategies, materials, certifications, teacher mapping and capacity building of teacher.• Organize dialogue among stakeholders of the project including Govt. counterparts to identify any possible revisions needed in the current policy.• Coordinate with Provincial Education Departments to establish Provincial Technical Steering Committee, assist in organizing meetings.• Support relevant forums and bodies in order to prepare recommendations for policy change.• Facilitate proceedings of meetings of relevant forums, committees or bodies.• Facilitate dissemination of recommendations prepared to appropriate authorities.• Plan and conduct activities for capacity building of provincial teacher education managers? Assist Technical Coordinator in preparing work plans and monthly event calendars.• Collect relevant data and prepare progress reports for ‘Policy and System Component.’ • Support respective Department of Education to develop / strengthen HRIS and EMIS for better decision-making at Provincial and District level.
• Represent the project at various meetings / forums as assigned.Requirements:• Masters in Education / Social Science from a recognized university• Minimum 5 years of relevant experience preferably in an INGO• Demonstrated knowledge of HRIS and EMIS systems• Extensive knowledge of Pakistani education system both at national and provincial level• Ability to manage multiple tasks while attending to details, demonstrated follow through and efficiency• Strong interpersonal skills and proven ability to work under pressure with colleagues, consultants, and stakeholders from diverse backgrounds• Good organizational and public relation skills• Experience in working with USAID funded projects desirable• Strong written, verbal and communication skills in English and Urdu. Knowledge of local language preferred• Good report writing skills
