Nigeria: Geographic Information System (GIS) Consultant

Background

The Educating Nigerian Girls in New Enterprises (ENGINE) program aims to improve learning outcomes and economic status of marginalised adolescent girls aged 16-19 years in Kano, Kaduna, FCT and Lagos Nigeria. ENGINE is funded through a grant to the Coca-Cola Company as part of the UK Department for International Development’s Girls’ Education Challenge (GEC).With the view to ensure an evidence-based programming, ENGINE intends to conduct mapping across its intervention sites to guide implementation. Mapping will involve physical visits to the project communities to obtain GIS coordinates of relevant community structures. Hence there is need to engage a GIS expert to undertake analysis of the GIS data and produce maps of project sites.

Purpose of the consultancy

The project seeks to engage a Geographic Information System (GIS) consultant to undertake analysis of GIS data based on outcome of data collection and develop and print maps showing relevant community structures in the project communities in Kano, Kaduna, FCT and Lagos States.

Illustrative list of tasks to be performed

The consultant will be required to undertake the following task

  1. Provide adequate information to be collected during the mapping exercise
  2. Collate GIS coordinates of project sites
  3. Plot the GIS data on the LGA and State Map
  4. Design and print map for each project sites/structures

Qualifications and Experience

The ideal consultant is expect to have the following qualifications and experience

  1. Bachelor’s degree in relevant field with 3-5 years’ experience in geographic information system
  2. Experience in data collection using mobile phones/hand held devices/GPS
  3. Excellent knowledge of GIS data analysis using relevant GIS software
  4. Experience producing GIS maps superimposed on maps of EAs, LGAs and States in Nigeria
  5. Evidence of providing similar expertise in a donor funded organisation

Position2.1 Nature and Scope of AssignmentThis assignment involves supporting a government-led capacity development program within Ministry of Communication and Information Technology under the supervision of the ICT General Director and Head of Afghanistan National Data Center respectively. The successful candidate will provide technical advice, management support and technical inputs required to allow ICT Directorate of MoICT to achieve the target of capacity building in technical areas within Technology &IT sector in Afghanistan. The successful applicant will be expected to work with and through his/her Afghan national counterparts, and to progressively transfer skills, expertise and knowledge to them. The statistical system in the Maldives is highly decentralized, with the Sta¬t-istics Division (SD) of the Department of Na¬tion¬al Planning (DNP), the NSO for the Maldives, being the core statistical unit, while other government agencies col¬lect other kinds of data – mostly through administrative channels.

The National Strategy for the Development of Statistics (NSDS) for the Maldives was endorsed by the National Planning Council during October 2010. It was developed under the ADB's regional technical assistance project RETA6333: Statistical Capacity Building in the Asia and Pacific Region. NSDS for the Maldives is being presented in two parts. Part I is a detailed assessment of progress in the recent past. It reviews statistical activi¬ties in many agencies, including the Statistics Division of the Department of National Planning and other agencies throughout the gov¬ernment. It discusses distinct chal¬lenges facing the Maldives statistical system, and identifies a number of key obstacles that have emerged to hamper the development of statistical capacity.

The second part of the NSDS presents a plan and an itemized action program with 160 activities dur¬ing 2010-19 to build statistical capacity and develop the statistical system. The plan includes technical assist-ance by international consultants and funding for key activities, especially censuses and sur¬veys.

  1. What is the basic project objective to which the consultancy is related

The objective of the review is:
- To undertake an independent, critical and in-depth assessment of the NSDS, its implementation progress, identification of major issues and constraints faced hindering NSDS implementation and propose corrective actions for its smooth implementation.

The assessment will review the current situation in consultation with all stakeholders of the NSS, identify the changes in the statistical work programs of the agencies since the initiation of NSDS and propose the required changes in the remaining period of the NSDS.

The review will start with the status, progress and achievements of NSDS as at the end of 2012. It should cover the statistical data being produced in every domain, the ongoing programs, the planned surveys and census operations, the resources allocated to statistical activities, the levels of satisfaction of the major data users and the like.

The consultant will work closely with the SD/DNP, and will cover all stakeholder agencies stated in the NSDS and also the new agencies or partners to be included in the National Statistical System. The coverage of the assessment shall include;

• Assessment of the various aspects of the NSDS including legislation and independence of the system, institutional structures, organization and staffing issues, budget for official statistics, infrastructure and IT issues, training and HRD, processes and outputs, dissemination policies coordination within NSS, management, technical cooperation and donor financing.
• Assessment of the progress of the activities stated NSDS, achievements for the National Statistical system as a whole.
• Assessment of the existing and planned outputs of the NSDS/ in National Statistical Systems with particular attention to the priority areas of sectoral statistics.
• Assessment of other specific topics or cross cutting issues that should be integrated into the official statistics as may be identified by the Stakeholders.

• Detailed work plan on the conduct of the assessment covering the entire contract period after the first 2 weeks since recruitment. The work plan should satisfactorily cover the scope of work outlined above and specify the due dates and schedule of meetings and forums with stakeholders based on due consultation with SD/DNP.

• Final review report to include operationally relevant and feasible policy and technical recommendations to address weaknesses and build on strengths identified, and a detailed implementation plan to be agreed with the SD/DNP

Background

In Sierra Leone, teenage pregnancy is one of the more pervasive problems affecting the health, social, economic and political progress and empowerment of women and girls. The issue to address is alarming and is reflected in the following national statistics: 34% of all pregnancies occur amongst teenage girls (SLDHS 2008), 26% of women age 15-19 have already had a birth (MICS 2010), 40% of maternal death occur as a result of teenage pregnancy (MICS 2010) and the untimely pregnancy of young girls is ranked as the third most common reason for them dropping out of school (UNICEF 2008). To address this issue, H.E. the President, Dr. Ernest Bai Koroma launched in May 2013 the National Strategy for the Reduction of Teenage Pregnancy.

Adolescent pregnancy is dangerous, with serious long-term health consequences for the young mother and the baby. Pregnancy is the leading cause of death for adolescent girls and the youngest girls are particularly at risk and babies born to adolescent mothers are also at greater risk. But the impacts of adolescent pregnancy are felt far beyond the walls of the family home. It also has a demonstrable impact on the social and economic development of communities and countries.

In light of the large spectrum and heterogeneity of partners involved, the implementation of the National Strategy requires close coordination of all the stakeholders, internal communication as well as a detailed Monitoring and Evaluation system in place. To guarantee daily coordination of the implementation of the Strategy’s activities, the Government of Sierra Leone has approved the creation of the National Secretariat for the Reduction of Teenage Pregnancy.

The role of the National Secretariat is to promote and facilitate the collection and dissemination of information to enhance the partners’ decision-making and planning capacity within the framework of the National Strategy. The Secretariat bears the responsibility to support the design and implementation of the Monitoring and Evaluation System.

Objectives

The overall objective is to develop a Performance Management System for measuring the achievements of the National Strategy for the Reduction of Teenage Pregnancy, which includes both a strategic and operational framework for results-based management.

The immediate objective is to design a Monitoring and Evaluation (M&E) system that will enable the National Secretariat to effectively manage and measure the achievement of the Strategy’s activities, assess challenges and the lessons gained and make recommendations for the replication and/or expansion of activities.

Scope of Work

The National Secretariat is currently seeking to procure the services of a suitably qualified M&E Expert to act as Consultant for the establishment of an M&E system for the National Strategy for the Reduction of Teenage Pregnancy.

Specifically, the Consultant will focus on developing a Monitoring and Evaluation (M&E) system that aims at providing accurate and reliable data to ensure the effectiveness of the intervention management as well as the achievement of the objectives and targets of the National Strategy for the Reduction Teenage Pregnancy.

The M&E system should be aligned with the objectives of the Strategy and customized to the needs of the beneficiaries (specifically, but not limited to, Adolescents and Young People). To ensure the objectives are achieved, programme management need to track results at the output and outcome level consistently. This will enable appropriate results-based management allowing adjustments to program components. Effectiveness and efficiency of programme benefits need to be monitored closely. Ownership from the programme stakeholders (Government at national and district level, partner organizations, civil society but also beneficiaries themselves) will ensure both that activities are effectively delivered, and contribute to the overall objective of the Strategy.

The M&E system for activities undertaken through the Strategy for the reduction of Teenage Pregnancy follows several principles corresponding to the following approaches:

(i) A results-based management approach: The M&E system should aim at enhancing results-based management. Therefore, management at all levels needs to keep abreast of M&E tools and use them in planning and improve programming.
(ii) A system focused on people and beneficiaries: Results and “change measured” should be consistently communicated as feedback to the beneficiaries and other stakeholders.
(iii) A targeted M&E system: The M&E tools and data should pay special attention to gender and youth. Gender and youth issues must be highlighted and, when possible, data will also be disaggregated accordingly.
(iv) An M&E strategy aligned with “Sector Specific Management Frameworks”: the M&E system, and related indicators, should be directly aligned with existing national management systems. The approach should also be compatible with systems developed by partners of the Programme.

Deliverables

  1. An M&E Assessment of already existing and complimentary systems that involve indicators selected for this strategy, particularly partners’ M&E frameworks and data collection mechanisms.
  2. A minimum of 6 years of professional work experience in the design, development and operational application of Monitoring and Evaluation systems.
  3. An overall M&E system for applying performance management successfully completed (including an M&E plan, a budget, a data collection framework, reporting formats as well as review and accountability mechanisms) developed through a participatory process involving representatives of all partners of the National Strategy (Government, UN Agencies, NGOs, Civil Society Organization) as well as Adolescents and Young People and others stakeholders.
  4. A finalized baseline study from best available data covering all sectors.
  5. Brief presentations on the proposed overall M&E system for the National Strategy to key stakeholders for feedbacks and comments.
  6. Trained partners on the RBM approach, indicator relevance, monitoring flows and reporting accuracy for the National Strategy M&E system (including, but not limited to, the member of the National Secretariat, particularly the M&E Officer and Ministry Focal Points).
  7. The following reports will be required:
    • An M&E Plan which sets out the action plan and the major components of the M&E system.
    • A Final Report summarizing the ‘learning outcomes” at the end of the assignment, collate the methodological approach and the lessons gained as well as make recommendations on how to implement the M&E plan.

Desirable Qualifications and Experiences
1. The candidate must have obtained at least a master’s degree in Economics, Social Affairs or Public Administration or related subjects.
2. Practical experience with monitoring and evaluations, Results-Based Management (RBM) and Logic Model planning and reporting frameworks; inclusive of designing and delivery of training sessions.
3. Experience with establishing baselines, targets and indicators within a results- based performance measurement frameworks
4. Experience in providing monitoring and evaluation services for national, regional or international agencies.
5. Experience in analyzing data from a variety of sources.
6. Experience in developing accurate, timely and reliable data-gathering tools.
7. Experience in working in regional and international contexts gathering and analyzing data from a wide range of sources and agencies will be an asset.
8. Knowledge of the Adolescent focused programmes and/or of Sierra Leone will be an advantage.

Duration and Timing
The consultancy is expected to be undertaken over 5 weeks (with 4 weeks in country).

Reporting

The Consultant will report to the Multisectoral Coordinating Committee (MCC) of the National Strategy. S/He will be under the direct supervision of the Coordinator of the National Secretariat for the Reduction of Teenage Pregnancy. The Consultant will also work closely the members of the Multisectoral Technical Committee. The Consultant is expected to work with a high degree of independence coupled with proactive planning and a collaborative approach for the involvement of all key stakeholders.

Develop Prison Registry System (Home-based work, International Expert)

  1. BACKGROUNDUNODC Office for Pakistan (COPAK) provides support to the Government of Pakistan (GOP) to improve capacities in the management of prison services. This support includes training, equipment, technical advice and when required software systems. COPAK is currently assisting the GOP in developing capacity for prison monitoring systems. As part of the assistance package, the software system PRS (Prison Registry System) must be developed towards a release in April of 2013. This consultancy will take existing specifications and integrate any and all features identified by the Sub-Programme (SP) Advisor. The overall objective of the consultancy is the development of PRS for prison authorities under the UNODC Country Programme.
  2. MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.The specific objective of the consultancy is: develop, design and create the PRS system.The consultancy has five key responsibilities:
  3. Design structure and interface: on the basis of specifications and taking into account existing demands the consultant will provide a design structure and matrix. In addition, an interface design will be presented for approval by SP Advisor.
  4. Write code: once the system structure and interface are approved the consultant will create the code required. The tool must be created to run on a browser (HTML Code), link to a local (LAN with a PC-host and network switches) database and display queries from the database on the browser. The tool must be independent of Java-type engines , Flash widgets or any other component that would require complementary software. A series of specifications will be presented to the consultant during the code-creating segment of the consultancy.
  5. Test software: as a browser-based tool, the software must run on all major browsers (Safari, Explorer, Chrome and Firefox). The testing segment of the consultancy will include user testing with 10 users and on-site stress testing for possible limitations.
  6. Create manual and technical sheet : a user manual (with screen shots) will be created by the consultant for training and support. A highly specific technical sheet with OS requirements, trouble shooting and IT specifications.
  7. Integrate changes and fix bugs: After the release of PRS the consultant must make changes to the tool on the basis of feedback by SP Advisor. • Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
