PROGRAM BACKGROUNDInternational Medical Corps is implementing a refugee assistance program in Turkey

JOB SUMMARYThe primary function of the Program Manager includes supporting the Program Coordinator in the implementation or program activities inclusive of; supervision of staff, day to day administration of overall programs.

JOB SUMMARYThis is a national staff position open to all Turkish nationals and foreign nationals with Turkish work and residency permits who fulfill job description requirements. The Deputy Program Manager works under the direct supervision of International Medical Corps’ Country Director to provide technical program support to local implementing partners, as required and day to day programmatic oversight over IMCs current program portfolio.

ESSENTIAL RESPONSIBILITIES1. Program Management• Works closely with International Medical Corps designated staff and primarily with local implementing partner staff to determine the programmatic needs of the project.• Analyze data gathered and propose alternative strategies for program implementation• Compile monthly and quarterly reports, ensuring statistics are correct and on time• Implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes of the country programs • Contribute to proposal development for new programs, as required• Work with local implementing partner field teams to ensure meeting programmatic objectives• Regularly update Country Director on progress of programs as per pre-determined protocols• Liaise closely with local authorities, donor and partner agencies, when required to ensure program compliance with donor policies and regulations and complementary with other efforts

Representation• Attend coordination meetings which are relevant to International Medical Corps ‘country programs• Represent the organization at task force meetings, assessment missions, UN coordination meetings, NGO coordination meetings as appropriate • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

  2. Human Resources Management• Provide technical support and oversight to local implementing partner staff, as required to ensure meeting the goals and objectives set out by the project• Maintain open lines of communications with all field staff and International Medical Corps’ HQ, as appropriate

  3. Training/ Capacity Building• Determine training needs for local implementing partner staff • Advocate and plan for professional development for all staff

  4. Working Relationships• Work closely with International Medical Corps’ Country Director on day to day programmatic and administrative issues.• Attend UN and NGO coordination meetings which are relevant to country activities• Interface with national government and relevant agencies , when necessary

  5. Security• Ensure application and compliance with agency security protocols and policiesREQUIREMENTS• Master’s degree in Public Health, International Development and/or in a relevant field of study• Three years experience in program design and evaluation, of which at least one year in developing countries or resource deprived environment• Familiarity with International humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs• Cross-cultural awareness and insight into Health care issues• Ability to exercise sound judgment and make decisions with limited supervision• Extremely flexible, and have the ability to cope with stressful situations and frustrations• Ability to relate to and motivate local staff effectively• Creative and able to work with limited resources• Team player and strong communication skills, both oral and written in English and Turkish• Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plusLANGUAGES• Ability to read, write, analyze and interpret, technical and non-technical documents and text in English and Turkish. • Ability to effectively present information in English and respond appropriately to questions from senior managers in the field and HQ, counterparts, and Government officials, as required.

  6. Conditions:• This is a national staff position.
    • Medical insurance and associated benefits are not covered through this consultancy agreement• While performing duties of the job, the employee will be required to frequently visit project sites located across several Anatolian cities.
