PROGRAM BACKGROUNDThe influx of refugees into southern Turkey due to conflict in Syria has increased drastically since mid-2012. At present, there are over 107,000 refugees registered and residing in a series of 14 camps operated by the Government of Turkey and the Turkish Red Crescent. In addition, the National Disaster Management Presidency reports that over 70,000 Syrians are residing in communities around the camps throughout Hatay, Gaziantep, Kilis, and Sanliurfa Provinces.

The majority of refugees arriving from Syria are in poor physical condition after traveling long distances with limited access to food or water. Access to basic health care and social services has grown increasingly limited over the past year in conflict zones inside Syria, and are unavailable during displacement as Syrians travel to Turkish border areas. Many refugees have experienced traumatic events, including witnessing or subjection to acts of violence and loss of family members. The health needs of the refugee population require specialized programmatic focus, which will be the primary responsibility of the Emergency Medical Officer - Refugees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:1. Assessment• Provide water, sanitation and hygiene sectoral leadership and expertise in relevant needs assessments and analysis.• Conduct updated assessment of current situation in collaboration with health workers and affected population; determine priorities and immediate activities and resources. • Represent International Medical Corps to stakeholders and Governmental and non-Governmental agencies • Assess in-country resources and capacities (human, material and financial) for response with relevant staff and agencies.

1. Programme Design• Define aims and objectives of the overall WASH response programme.• Design an appropriate overall response to the current emergency, taking into account the needs of the community; the current levels of capacity and cooperation within the Health structures; and eventual expanding of current programs.• Select and design water systems including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old systems.• Select and design the most appropriate form of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) taking full account of local conditions, resources, customs and cultural norms.• Select and design, in collaboration with other actors a suitable hygiene promotion strategy• Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance and sustainability are factored into the programme design.• Ensure Sphere standards both qualitative and quantitative are considered and any departures documented.• Develop letters of intent, concept papers, budgets and proposals in respect of the above.

2. Response Management and Implementation• Plan and manage WASH programme in a phased and prioritised manner with full consultation and co-ordination with International Medical Corps’ staff and other agencies both governmental and non-governmental.• Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision- making around WASH issues.• Organize with the logistics and finance departments materials and support needed for all activities.• Build a team that has the capacity to respond to the emergency, and assist in hiring as needed.• Contribute to ensuring that the response is fully funded by external donors, and manage (HR, financial, implementation) all aspects of emergency WASH interventions.• Design and develop appropriate supervisory, monitoring and evaluation systems for WASH interventions.

3. Information and Co-ordination• Provide regular updates to supervisor and team on progress, priorities and constraints – verbally and in writing.• Represent International Medical Corps to governmental and non-governmental groups as needed and agreed with the supervisor• Represent International Medical Corps in WASH and relevant emergency related Cluster activities.

QUALIFICATIONS • Bachelor’s degree or higher diploma in water engineering, civil engineering, water resources management or related field.• 5+ years of relevant work experience (minimum of 3 years in humanitarian situations; camp settings a plus) • Experience in emergency response, including rapid assessments and needs analysis• Experience in hygiene promotion in humanitarian contexts• Demonstrated analytical, project conceptual and planning skills projects, clear and realistic activity timetable development, agreement, and overseeing implementation.• Good organizational and project management skills with the ability to anticipate project needs, changes and priorities.• Able to prepare plans and reports, planning, negotiation and leadership skills.• Ability to work in extreme weather conditions• Profound cross-cultural awareness and sound knowledge of public health issues• Ability to exercise sound judgment and make decisions independently• Extremely flexible, and have the ability to cope with stressful situations and frustrations• Ability to relate to and motivate local staff effectively• Creativity and the ability to work with limited resources• Sense of humor• Fluency in English (both oral and written skills)

LANGUAGES• Ability to speak Arabic and/or Turkish languages a plus.

JOB SUMMARYThe primary function of the Emergency Medical Officer is to ensure that all immediate lifesaving interventions and public health concerns (e.g., communicable diseases, diseases surveillance, outbreak response) are integrated into emergency response activities and to lead coordination and implementation of these activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Program Planning & Implementation;• Lead the delivery or curative care at the clinics and inpatient services with a team of national health staff and operational support staff• Work closely with the Team Leader and Medical Coordinator to undertake ongoing assessments of population needs and adapt the program interventions accordingly• Train national staff on the job for compliance with disease treatment protocols, guidelines and national policies as relevant to the context• Monitor and analyze data to flag possible outbreaks during the emergency phase • Work with the Primary Healthcare teams including WASH/EPI to identify possible outbreak risks and plan risk mitigation• Work with Medical Director/Coordinator to develop response to outbreaks of communicable diseases during the emergency phase• Contribute to design and writing of proposals and reports• Coordinate with all relevant actors and actively participate in relevant working groups or sub-health cluster (where active)• Work with partners and community members to develop appropriate prevention, surveillance and response activities.

2. Training/Capacity Building• Organize and lead trainings for delivery of curative care for both PHC and inpatient care• Organize and co-facilitate trainings for medical practitioners on data collection/analysis and planning an outbreak response• Support the Community Health team to identify and train community-based volunteers for prevention activities

QUALIFICATIONS• Certified clinical practitioner (e.g. Medical Doctor or Nurse Practitioner) with advanced degree in Public Health or other relevant field of study preferred• At least three years of field experience in developing country context, including experience in emergency response;• Experience in emergencies and conflict areas strongly preferred• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs• Ability to exercise sound judgment and make decisions independently• Extremely flexible, and have the ability to cope with stressful situations and frustrations• Team player and strong communication skills, both oral and written• Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus

LANGUAGE• Knowledge of Arabic is a plus.

JOB SUMMARYThe primary function of the Program Manager includes supporting the Program Coordinator in the implementation or program activities inclusive of; supervision of staff, day to day administration of overall programs.

JOB SUMMARYThis is a national staff position open to all Turkish nationals and foreign nationals with Turkish work and residency permits who fulfill job description requirements. The Deputy Program Manager works under the direct supervision of International Medical Corps’ Country Director to provide technical program support to local implementing partners, as required and day to day programmatic oversight over IMCs current program portfolio.

ESSENTIAL RESPONSIBILITIES1. Program Management• Works closely with International Medical Corps designated staff and primarily with local implementing partner staff to determine the programmatic needs of the project.• Analyze data gathered and propose alternative strategies for program implementation• Compile monthly and quarterly reports, ensuring statistics are correct and on time• Implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes of the country programs • Contribute to proposal development for new programs, as required• Work with local implementing partner field teams to ensure meeting programmatic objectives• Regularly update Country Director on progress of programs as per pre-determined protocols• Liaise closely with local authorities, donor and partner agencies, when required to ensure program compliance with donor policies and regulations and complementary with other efforts

Representation• Attend coordination meetings which are relevant to International Medical Corps ‘country programs• Represent the organization at task force meetings, assessment missions, UN coordination meetings, NGO coordination meetings as appropriate • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

2. Human Resources Management• Provide technical support and oversight to local implementing partner staff, as required to ensure meeting the goals and objectives set out by the project• Maintain open lines of communications with all field staff and International Medical Corps’ HQ, as appropriate

3. Training/ Capacity Building• Determine training needs for local implementing partner staff • Advocate and plan for professional development for all staff

4. Working Relationships• Work closely with International Medical Corps’ Country Director on day to day programmatic and administrative issues.• Attend UN and NGO coordination meetings which are relevant to country activities• Interface with national government and relevant agencies , when necessary

5. Security• Ensure application and compliance with agency security protocols and policiesREQUIREMENTS• Master’s degree in Public Health, International Development and/or in a relevant field of study• Three years experience in program design and evaluation, of which at least one year in developing countries or resource deprived environment• Familiarity with International humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs• Cross-cultural awareness and insight into Health care issues• Ability to exercise sound judgment and make decisions with limited supervision• Extremely flexible, and have the ability to cope with stressful situations and frustrations• Ability to relate to and motivate local staff effectively• Creative and able to work with limited resources• Team player and strong communication skills, both oral and written in English and Turkish• Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plusLANGUAGES• Ability to read, write, analyze and interpret, technical and non-technical documents and text in English and Turkish. • Ability to effectively present information in English and respond appropriately to questions from senior managers in the field and HQ, counterparts, and Government officials, as required.

6. Conditions:• This is a national staff position.
   • Medical insurance and associated benefits are not covered through this consultancy agreement• While performing duties of the job, the employee will be required to frequently visit project sites located across several Anatolian cities.
